WELCOME AND INTRODUCTIONS The meeting was called to order at 4:30 pm and introductions were made. 2. ROLL CALL Committee members - Mayor Pro Tem Gardner, Tom Croxton, Denis LaBonge, Sean Matsler, Tony Petros, John Heffernan, Steve Sholkoff City staff - Tara Finnigan, Brad Sommers Members of the Public – Michael Alti, Frank Peters, Jim Mosher, Matt O’Toole, Dan Purcell, Amy Senk 3. APPROVAL OF MINUTES FROM NOVEMBER 7 MEETING The minutes were approved with amendments regarding those in attendance. 4. OLD BUSINESS A. Capital Projects 1. Key intersections update—Staff anticipates a January start date for the striping project. A discussion of LA’s green sharrows ensued. B. Education and Outreach 1. Orange County Transportation Authority - OCTA staff explained OCTA’s role in bicycle planning and how it has become more proactive. They have created a pilot project in the 4th District for commuter biking that identifies regional corridors and the gaps in those corridors. They are also working on a bike sharing program that would start in Fullerton. Both of these programs may be templates for Newport. Upcoming events - Kick- off for Bike Month in April, Bike Month in May, No-Car day in June. 2. School Safety - There was no representative from NMUSD present so this discussion was postponed. 3. Review of mission and accomplishments - A report to Council was revised and approved. 4. Bike event - It was decided not to have an event and put that energy into other issues. 2    5. NEW BUSINESS A. Bike Communities Report - Frank Peters is meeting with a Huntington Beach resident to discuss that city’s designation as bicycle friendly. Tony Petros and Denis LaBonge will also be part of the meeting. 6. POLICE REPORT A. There was no police report. A request was made to have the accident report provided even if no department representative can attend. 7. COMMITTEE ANOUNCEMENTS/FUTURE AGENDA ITEMS A. For the next agenda - Community Bicycle Strategic Plan, Bike-Friendly designation, Traffic Garden B. Future agendas – maintenance - root problems and a time frame for correcting; staff bicycle review stamp; finalization of bike map. 8. PUBLIC COMMENTS Jim Mosher reported that the Library Board of Trustees would be discussing bike racks.
