MINUTES The minutes of the meeting on April 19, 1956 were approved
on motion of Commissioner Briggs, seconded by Comm. Reed,
and carried subject to the following change:
Re: Letter dated April 17, 1956 signed by K.C. Tanis,
1530 Miramar Drive, Balboa, California addressed
to the Planning Commission requesting permission
to establish a business at 504 30th Street.
The Commission by polled opinion ruled that the
business described by Mr. Tanis would fall under
Section 9103.73 " Uses Prohibited " of Ordinance #635.
Commissioner Keene requested permission to pass.
On motion of Commissioner Briggs, seconded by Comm. Reed, the minutes
of the special meetings on April 25, 1956 and May 11, 1956 were accepted
and approved by the following roll call vote : ALL AYES

7. Findings The rear yard setbacks on these lots were promised when
the City traded lots for the widening of Balboa Blvd.
To conform with policy previously established the Commission

6. Discussion Note findings.
7, Findings The variance requested in this application was granted
by the Planning Commission on August 22, 1955, however,
under Section 9106.41 it was revoked on February 22,
1956 requiring a new application at this time. The
Commission recommended the application be approved
subject to the conditions specified in the decision of
August 22, 1955 which are as follows.
" After some discussion the Commission created a (22)
two and one -half foot, front yard set -back, for this ALLEY
which is now being regarded as a STREET. It was agreed
that no eaves or overhand should be built in a manner that
would encroach upon public thoroughfare or right of way.
The Commission felt the variance of a four foot overhang
into the rear yard of the second story of the home would
loan itself to the topography of this area, and con-
curred with the applicant's request."
8. Commissioner Hay-ton moved the Commission recommend the GRANTING of this
Variance subject to the above conditions, seconded by Comm. Briggs

7. Findings Unless extreme hardship is evident or shown, it is
the policy of the Planning Commission per Section
9106.3 to prohibit enclosed structures within the
required front yard setEaacks. No hardship has been
shown in this application and similar requests have
been denied.
8. Commissioner Smith moved the Commission recommend the DENIAL of this
Variance, seconded by Comm. Reed and carried by the following roll
call vote, to wit: ALL AYES
6. Discussion . The Harbor Island Community Association has consented
to this application and it is apparent that none of the
other lots in Tract 802 will be injured.
7. Findings - Because of the shape and size of these lots, the
Commission believed the Variance approval would contribute
to better development and use of property. The Commission
recommends the approval of the encroachment of 15' into
a required front setback of 151, set by deed restrictions
of original subdividers.
8. Commissioner Briggs moved the Commission recommend the GRANTING of this
VARIANCE, seconded by Comm. Smith, and carried by the following roll

7. Findings : The proposed setback will conform with those established
on both sides of the lot in question and since no pro-
tests were entered the Commission recommended the
approval of the application subject to the condition

and used for similar purpose in connection with boats.
This will mean an improvement on this building.
Properly handled, this change could be a good improve-
ment without objectionable features.

Commission recommended that this application be
approved subject to the condition that the vacant
ground in front of the building be hard surfaced for
off street parking purposes.
7. Findings This is one of the few locations in the City suitable
for this type of operation and there are similar
establishments in the area. Approval was recommended
subject to the above conditions.

The Seaquist Annexation consists of properties between Irvine, Tustin
15th and 16th Streets excepting the Tract known as Aldean Place #1583.
Recommendations from the floor were made as to desired zoning which
included single and multiple dwellings.
Commissioner Smith moved the Commission set this Amendment over for
a second hearing, seconded by Comm. Hayton and carried by the following
vote, to wit: ALL AYES

Ordinance #635 to create a controlled manufacturing Zone to be des-

Commissioner Longmoor suggested that this amendment be set over for

INTENTION

Proposed street name change. The street had been posted per Section
65712 of the California Government Code as follows:
That the name of the Dedicated street which extends
easterly from Tustin Avenue in Tract No. 1880, a dis-
tance of 500 feet, be changed from La yerle Place to
Margaret Drive, and that the private roadway extending
easterly from the end of said dedicated street to Irvine
Avenue be recognized by name as Margaret Drive.
Commissioner Briggs moved the Commission recommend the changing of
the name of the Dedicated street which extends easterly from Tustin
Avenue in Tract No. 1880, a distance of 500 feet from La Perle Place
to Margaret Drive, seconded by Comm. Copelin and carried by the
following roll call vote, to wit: ALL AYES
TENTATIVE MAPS
Six copies of a Tentative Map of Tract No. 3068 being a parcel of land
lying in Lot 151, Block 5 and Lot 152 Block 5 of Irvine's Subdivision
as shown on a map recorded in Book 1, page 88, of Miscellaneous Maps,

# 3082 being a portion of Lot 137, Block 52 and a portion of Lot

Commissioner Briggs moved the Commission refer the Tentative Maps
to the City Engineer for a recommendation, seconded by Comm. Hayton,

Commissioner Copelin, secretary of the Commission, read a letter dated
May 11,'1956 signed by Frank J. O'connor, 1700 Kings Road„ Newport Beach
who requested permission to allocate as parking space for the Post Office
patrons exclusively, a part of the property parallel to Riverside Avenue
which is later to be occupied by the professional building. Mr. O'connor
• speaking from the floor, stated this is a temporary measure and that the
parking space required by Planning Commission action on October 20, 1955
will be provided when funds are available for construction of the new
building.
Commissioner Smith moved the Commission approve the relief sought in
Mr. Oconnor's letter subject to the condition that signs be posted on
the area stating that said area is to be used for Post Office patrons only,
seconded by Comm. Hayton and carried by the following roll call vote, to

Commissioner Briggs moved the Commission waive official notice
of this meeting, seconded by Comm, Reed, and carried by the
following vote: ALL AYES
1. FINAL MAP TRACT NO. 3000 of MR. AUSTIN STURTEVANT
The City Engineer in a communication to the Planning Commission
dated May 91 1956 stated that he had examined the final map
of Tract No. 3000, of Mr. Austin Sturtevant and found that the
map was technically correct and substantially the same as the
Tentative Map previously submitted and approved.
Commissioner Briggs moved the Commission approve the final
map of Tract No 3000 subject to the conditions as specified
at the time of approval of the Tentative Map on April 190
1956, seconded by Comm. Reed and carried by the following
roll call vote: ALL AYES

Commissioner Reed moved the Commission waive official notice
of this meeting, seconded by Comm. Copelin, and carried by the
following roll call vote: ALL AYES
1. VARIANCE APPLICATION # 287 Rex Rechs
Findings: This application was referred back to the
Planning Commission for reconsideration by the City Council
on April 23, 1956 in anticipation of Mr. Rechs's obtaining
a guarantee for six off - street parking spaces.
Upon reconsideration of the application it was found that
Mr. Rech had failed to furnish a written guarantee for the
required six off - street parking spaces.
Motion made by,Commissioner Keene, seconded by Comm. Reed
to reaffirm the denial decision rendered at the regular
meeting on April 19, 1956 and carried by the following
roll call vote, to wit: ALL AYES

2. The Commission accepted from the Orange County Planning
Commission a copy of Tentative Map 3062.
Motion made by Commissioner Lind, seconded by Comm. Copelin
that Tentative Map 3062 be APPROVED subject to the condition
that it be referred to the City Engineer in order that he
could advise the Orange County Planning Commission as to his
approval or disapproval.

3. RESOLUTION OF INTENTION' #603. �A'proposal to alter a
certain street name as outlined in Sections 65711 to 65715
of the California State Government Code. 1st Hearing
scheduled for May 17, 1956.
4. A letter was read to the Commission'from Commissioner Rudd
requesting that he be granted a leave of absence for the
months of May, June and July, 1956.
Commissioner Lind moved the Commission APPROVE the leave
as requested by Comm. Rudd, seconded by Comm. Smith and
carried by the following roll call vote., to wit: ALL AYES
