The Newport Beach City Planning Commission hold its regular mololy
meeting on May 18, 1944, at 7 :30 P.M,, in the Council Chambers,
City Hall, Newport, California. Secretary Seager announced that he
'had recetved a wire from Chairman Hopkins to the effect that he had
been unavoidably detained at Davis, California, and could not be
present at the meeting. Thereupon, Commissioner Isbell moved that
Commissioner Johnson be appointed Chairman pro ten. Motion seconded
by Commissioner Campbell. Carried and as ordered.

MINUTES
Commissioner Isbell moved that Minutes of April 20, 19446 be ap-
proved. Motion seconded by Commissioner Campbell. Carried and so
ordered.
HEARINGS
Application of Charles A.Robinsen fbr rear yard varianoo,lots
7 and 8, Block 27, Newport Beach for erection of garage.
Chairman Johnson declared the meeting open. There being no
written opposition to the granting of the application, the Chair-
man inquired if there was anyone present who wished to be heard
either for or against the variance. There was no response. Mr.
Robinson, the applicant, was not present.
'Since the hearinghad been postponed from April 20, 1944, to May 18,
1944, so that members of the Commission could view the property on
which the variance was sought before making a decision, Commissioner
Nelson (Building Inspector) was called upon first to give his opinion.
He said that the alley in the rear of lets 7 and 8 was only a nine
feet alley and that the garages were built aloes to the alley - all but
one which was set back as as to get into it. At this point, Commission-
er Isbell said that it was extremely diffioult for tracks to got thra
this narrow alley,and that if the Commission were going to permit a
further violation of the Ordinanee,the City would never be able to
widen the alley.. He said that coming in from 88th St. five or six
feet of the lot facing 28th St. were:usid to get into the alley, and it
would be impossible to get into the alley if Cdr. Robinson proposed to
enter his garage from 28th St. After some discussion, the Commission
expressed itself as unanimously opposed to the varianoo,holding that
the Ordinance was so designed as to permit the widening of these narrow
alleys at some future date. Chairman Johnson said that it was strict-
ly against the Ordinance to grant the application,and that it did not
seem right after a new Ordinance had been passed to permit each a
variance. Secretary Seager said that he agreed with both Commissioner
Isbell and Commissioner Johnson and moved that the application be
denied. Also,that the Secretary be instructed to draw up a Resolution
recommending to the City Council that the application be denied. Motion
seconded by Commissioner Campbell.

The Chairman declared the hearing closed.
MRS Application Mrs. Herbert Dowes fir 30 percent frent.yard variance
HEVING Lots 18 and 17, Tract 884, Newport Beach.
The hearing was declared open by the Chairman. Secretary Seager
read the application, stating that a hearing was regularly ad-
vertised to take place at the regular monthly meeting of the;
Commission, May 18,_1944, at 7 :30 P.M. in the Council Chambers,
City Hall, Newport Beach, Califerni a,and that notices of such
hearing were sent to adjacent property owners.
There were no written communications either for or against the
granting of the variance, nor anyone present at the hearing to
speak for or against the variance. The applicant was present
and was called upen for a statement. She said that since filing
her application, she had bought the remainder of lot 17 with garage.
She said she.was unable to use the alley because her oar was too
large, pointing out the difficulties which confronted her in some
detail.
After studying the situation, it was suggested by the Chairman that
the hearing should be postponed until the neat regular monthly mmet-
ing of the Commission in line with the procedure followed in the
Robinson matter so as to give the Commissioners an opportunity to
view the property before making a decision. He said he thought this
was fairer both to the Commission and to the applicant. Secretary
Seager moved that in order to be entirely just in the matter and to
assist Mrs. Dawes, if possible, the hearing be postponed to the '
nest regular monthly meeting of the Commission, Jane 15th, 1944, and
that in the interim the Commissioners visit the site so as to enable
them to reach a decision. Motion seconded by Commissioner Isbell.
Carried and so ordered.
The Secretary presented to the Commission for inspection a purported
set of plans offered by a Mr. and Burs. R. G• Blake. The purpose of
such plans was to obtain permission from the Commission to move a
certain building from its present location to a site on Coast Beuls-
vard in Corona del Mar between Goldenrod and Heliotrope, and to re-
rgodel and reconstruct the same. After scrutinizing the plans, it
was the concensus of opinion that the plans were too crudely drawn
to be passed upon by the Commission as eeAferming to the architect-
ural requirements of major traffic thoroughfares. It was suggested
that the applicants consult a competent architect and have plans
drawn to be presented to the Commission for further consideration.
