INI'T'IATED BY: The City of Newport Beach William Laycock, Current Planning Manager, explained that an amendment was approved in 1987 that permitted the installation of bay windows and greenhouse windows so as to allow specific encroachments into front, side yard, and rear yard setbacks. Subsequently, the Modifications Committee has determined that certain criteria has been designed by architects and other designers that were not considered to be greenhouse or bay windows by • putting entrances into the fronts of houses in the front yard setback, and enlarging bay windows to a height of two stories. Staff has recommended that the Commission consider redefining 'bay windows and greenhouses'. If the subject amendment would be approved by the Commission and the City Council, the Modifications Committee would still be able to continue to approve bay windows higher than 10 feet or encroach farther out into a setback on a case by case basis, if said request would not be detrimental to the neighborhood. Commissioner Pomeroy concurred that the bay window should not be abused. He addressed the structures that were constructed with a raised wood floor, and a bay window projection at the floor level wherein he indicated that the bay window would be 18 inches to 24 inches above grade so as not to be used as an entry area Discussion ensued between Commissioner Pomeroy and Mr. Laycock regarding the restrictions of the proposed amendment.
