ROLL CALL: Commissioners Present: Clemence, Copelin, Hayton, Lind, Rudd, Smith;
Sturtevant
Commissioners Absent: Keene and Longmoor
The Planning Commission of the City of Newport Beach met in the Council
Chambers of the City Hall at 4:00 P.M., at the call of Vice - Chairman, George
Lind for the purpose of considering:
1. Use Permit No. 432 submitted by the County of Orange and the City
of Newport Beach requesting a building height of 85' plus height
of mechanical appurtenances above the topmost point of the roof
and to permit a minimum of 500 square feet of land area for each
family unit for uses permitted under Section 9103.51(a), (b) and
(c) of the Newport Beach Municipal Code on property located at
3301 W. Coast Highway (known as County and City owned Dock property).
• 2. Orange County Use Variance No. 4085 submitted by Alfred Beltrum
to permit the establishment of a commercial riding stable and the
location of a trailer for dwelling purposes for a period of three
years, in the A -1, General Agricultural District on property
located on the southwesterly side of Cabrillo Highway, approximately
4,000 feet southeasterly of Newport Beach.
The notice of the special meeting was presented, Consent and Waiver of Notice
having been signed by all Commissioners and now on file in the office of
Planning Department.
Commissioner Lind explained the contents of Use Permit #432 described above
and there being no discussion by the Commissioners or from the floor, on
motion of Commissioner Copelin, seconded by Commissioner Rudd and carried,
the hearing was closed.
Commissioner Lind explained that the following listed conditions were approved
by a committee appointed by the Mayor, having met twice, to consider the
use permit now on file.
a. Two garage spaces for each family residential housekeeping unit.
b. One guest parking space for each 2 housekeeping units.
c.. One garage space for each transient hotel room.
a. Retail stores and shops -- 1 parking space for each 100 sq. ft. of
floor area.

e: Offices -- 1 parking space for each 200 sq. ft. of floor area.
Office used as a part of and for purpose of operating apartment
or hotel building excepted.
f. Restaurants and cocktail lounges -- 1 parking space for each 3 seats.
S. Public assembly -- 1 parking space for each 5 seats.
h. If parking spaces are provided as required under Sections (d), (e),
(f) and (g) above, the guest parking space required under Section (b)
is waived.
i. One truck unloading space for each 10,000 sq. ft. of floor area. Floor
area of guest rooms and apartments excepted for computation of this
unloading space requirement.
J. One automobile parking space for each boat mooring space if leased to
persons other than those occupying residential units on subject
property.
On motion of Commissioner Copelin, seconded by Comm. Sturtevant, Use Permit 432
was APPROVED, subject to the above conditions, by the following roll call vote,
. to wit: ALL AYES

Planning Assistant, J. W. Drawdy, presented Orange County Use Variance
Application #485 as described above and after careful consideration regarding
the location of the trailer for dwelling purposes, the Commission found no
objections to the application as submitted.
On motion of Commissioner Hayton, seconded by Corms. Smith and carried, the
Special Meeting was adjourned.
