THE H WONT BF,ACH CITY PLANING OMISSION met `in special session Wednesday, August 10, 1936' -et 7:30 p.m, in the Council Chambers, City Hall; Chairman Hopkins presiding. Meeting called to order by the Chairman. Secretary stated that this was a special meeting regular- ly called and advertised. ROLL CALL - Commissioners present: Hopkins, Seeger, Williams, Briggs, Patterson, Whitson. Commissioners absent: 'Schnitker, Findlay, Hodgkinson. Building Inspector Nelson attended, Mr. and Mrs. D. D. McCallum appeared before the commis Sion for information in regard to building an apartment over ; their garage to be occupied by a member of their family. Their house is in an R -1 zone. Chairman Hopkins informed them that it would be possibl e to construct sleeping quarters, but that if akitchen is in- cluded in the apartment, it would disclose intent to main- tain a separate dwelling and could not be allowed in an,-R-1 • Zone. Chairman stated that this meeting was called for the purpose of holding the first public hearing on the matter of the Program of Municipal Improvement for which a bond issue will be submitted to the electorate of the City of Newport Beach. COMMUNICATIONS Letter from Mr. Maskey containing suggested improvements for the West Newport Area was read by the Secretary: Com. Patterson moved that this communication be', filed.. Seconded by Com. Williams. Motion carried and so ordered. Secretary read a communication from the City Council referring to the Planning Commission for consideration and recommendation an application from R. G. Blake fer`lidense to conduct a Museum exhibit portraying Western Life. Chairman ruled that this matter must be taken; up as a variance since construction of buildings to house the musuem is involved. • Com. Seeger moved that the Secretary be instructed to assist Mr. Blake in properly filing application for variance and that the City Council be informed of this action. Seconded by Cam. Whitson. Motion carried and so ordered. FIRST HEARING ON PHOCHAMOP MUNICIPAL IMPROVEMENTS - The Secretary stated that no official communication referring to the Commission for reconsideration the recom- mendations submitted by the Commission to the City Council had been received; therefore, there was no matter officially before the commission for its consideration. The Secretary'_; stated, however. -that he had been present at the session of the City Council when such action was taken and so verbally reported; whereupon it was decided that reconsideration would be undertaken pending the receipt of the official cosmunica tion. from the City Clerk. Chairman declared the meeting open for discussion and invited anyone present to speak on this matter. Mr. Spi car . said he wished to ask 2 questions: (1) Does not the Planning Commission think the item of Lighting in 'West Newport is costing too much money? He suggested that bracket lights should be installed on the poles already there. (2) Has the proposition of constructing abridge on Marcus Ave. as suggested by Mr. Maskey been tabled?'" Chairman Hopkins said that it had been tabled because there was not sufficient time to consider this proposition No further discussion. Com, 'Whitson moved that this matter be sent to second hearing. Seconded by Com. Briggs. Motion carried and so • ordered by the Chairman. Chairman declared the hearing continued to the neat advertised date, August 24, 1938• TENTATIVE APPROVAL OF PLANS FOR THE CITY HALL - Chairman Hopkins stated that the Planning Commission should now consider the tentative approval of the ,plans for the City Hall, as this is necessary before application can be filed with P.W.A. Mr. R. K. Harvey, associated with Donald Beech Kirby as a structural engineer, -displayed the plans and explained than to the commissioners. He stated that the architect had been instructed by the City Council to include the Fire. Station in the plans. Com. Seeger said the commission could not consider the Fire Station as it has not been advertised. Discussion followed as to whether the 'Chamber of Com- merce should be housed in the City Hall. Chairman Hopkins said there was a question as to whether an outside organization should be housed in the City Hall. It is a eimi- public, not a public organization. • Com. Whitson was very much in favor of providing a room in the City Hall for the Chamber of Commerce. Com. Patterson did not favor it. Some space.for city departments has been cut down . in order to include the Chamber of Commerce room. The Chamber of Commerce is no function of the City Government and might interfere with city government., as the chief function of the Chamber of Commerce is advertising and that has no place in the city Hall. Com. Seeger said that in &-city of this size it might be economically expedient to house,=the Chamber-of Oommarcq in the City Hall until they have'meane enough to build • their own building however, that is not the logical place for the Chamber of Commerce. It might create a feeling of resentment in the public mind. _ Chairman Hopkins said that a separate office for the Chamber of Commerce had advertising value. might be submerged if placed in the City Hall. He would rather leave the space_ unassigned in the tentative plane. By common consent, the space assigned to the Chamber of, Commerce was marked suaaesigned" on the plans. Com. Seeger moved that the Planning Commission tentat- ively approve the plane for the City Hall and Jail Annex as presented, for the purpose of making application to the P.W.A. for funds. Seconded by Com.Whitson. Motion carried and so ordered by the Chairman. APPROVAL OF PLOT PLAN Plotyplan showing location of City Hall, Police and Fire Stations and possible future public buildinge'as drawn by Donald Beech Kirby was presented for discussion and appro- val. Com. Seeger thought the adjoining property should be included in the Civic Center. Chairman stated that the Commission is discussing a plot plan in connection with the City Hall only at this time. Com. Patterson said that he was figuring as Stems of cost & 20 ft-cement sidewalk approximately 160 ft:, long, cement curbing and the paving of a newly dedicated street, also ornamental planting of the grounds; therefore, it was appropriate that the plot plan should be discussed in con - nection with the project. Com, %Whitson did not favor setting the City Hall back so far as the maintenance on the property in front of the building would be too high. Mr. Harvey explained that the City Hall.had been so located in order not to screen other buildings contemplated in the future. Com.. Seeger moved that the plot plan pretaiaing to the location of-the City Hall be approved as presented. Seconded by Com.Whitson. Motion carried and so ordered by the Chairman. . SELECTION OF PROJECTS TO BE INCLUDED IH THE PROGRAM OF 'ICIPAL IMPROVEMENT - There was presented for consideration a selection of projects to be included in the program, of municipal improve meat with approximate costa of each project and amounts which might be expected from the government and the amounts wDich the city would have to furnish. {Cepy- s8baehsd- ie -iheee miatsees} Chairman stated that these amounts were approximate estimates of cost and made only as an illustration for the information.of the commission and the public. Eliminating the item of the public landing at Balboa coating $63,600 and the $28,500 item d lighting in the Newport area, illustrates what will have to be done if we are to keep within %the figure of $461,000 recommended by the Cosmittee of Seven.(Executive Committee of the Committee of fifty) Com. Seeger moved that the Secretary be instructed to make typewritten copies of this itemised list and furnish a copy to each member of the commission for study. Seconded by Com. Patterson. Motion carried and so ordered. (Copy attached to minutes of August 11) Com. Seeger said he considered this matter of too much importance to make snap judgements on which items to eliminate. He favored giving the commission time to think the matter over. Com. Patterson said he must know which projects to work on in order to prepare his estimates to be submitted to the P.W.A. Com. Briggs considered the Newport pier one of the best assets Newport Beach has and the item of repair of great importance. The lighting in Newport he considered a local problem and one which should be taken care of locally. Com. Seeger thought the items of the public landings at Balboa and Corona del Mar could be eliminated and taken care of in another manner. The statutes provide for the government of this harbor by the Board of.-Supervisors of Orange County or a Harbor Commission appointed by them. These improvements to the harbor could be taken care of by them, then the expense of same would be born by the Harbor D- istrict rather than by the City of Newport Beach.: Be felt that the Board of Supervisors would appoint a.Harbor Com- mission if the City requested it. He did not want to vote on eliminating this item, however, until he was more eoneer&- ant with the possibility of getting the improvements by that means." The landing at Balboa is a valuable adjunct to the community and should not be eliminated until we can see a possibility of securing favorable action by the Orange County Harbor District. ( 1- Com. Williams moved that the Commission agree that ( the Newport pier should be reconstructed-at the approximate ) ( cost of $25,000. Seconded by Com. ( Boll Call: ( Ayes: Hopkins, Williams, Briggs, Patterson, ( Hoes: Seeger, Whitson. ) { Motion carried and so ordered by the Chairman. Upon motion of Com. Seeger, seconded by Com. Briggs and carried, the above motion was recinded and ordered stricken from the records. (Minutes of August 11) ( Com. Whitson) ( Motion carried and so ordered by the Chairman. ) Upon appearance of Attorney Thompson, the above motion, IF common consent, was ordered recinded and stricken from the records, and the Commission re- convened. Attorney Thompson informed the commission that this could be considered only a preliminary hearing, as the program had not been properly formulated and ordered to hearing. After mach discussion, it was decided that Attny. Thompson,' Com. Patterson, and the Secretary would meeVIthe following morning and prepare the program of contemplated improvements for presentation to the Commission for its consideration; whereupon Com. Briggs moved that the Commission hold a joint meeting with the City Council at 10 A. M. August 11 is the Council Chambers and that this meeting adjourn to that time. Seconded by Com. Whitson. Motion carried and so ordered by the Chairman.
