Thursday. August 21, 1947, in the Council Chamber, City Hall, with
Chairman Longmoor presiding.
ROLL CALL Commissioners present: Baltz,(late), Copelin, Daniell, Johnson,
Longmoor, Pleger, Rudd, and Wightman.
Commissioners absent: Ellerbroek.
MINUTES Commissioner Daniell made the motion, seconded by Commissioner John-
son, for the approval of the minutes of the.meeting of July 17, 1947,,
as read. Motion carried and so ordered.

Final hearing, held over from the July 17, 1947 meeting, upon the
matter of the petition of property owners for the rezoning from R -2
to R -3 of Blocks 10, 11, and 12, Tract 234 facing on Central Avenue
was declared. Chairman Longmoor reported the redeipt of a petition.
of property owners in the area, opposing the proposed rezoning, with
thirteen signatures; also three letters of opposition. Commissioner
Johnson spoke, stating that he felt the point taken by Secretary El-
lerbroek on this, "that these blocks are zoned R -2 for the purpose
of a 'buffer' between the R -2 and R -3 ", and that this should be care-
fully considered. Among property owners present, in favor of the
rezoning were P. Wickstram, Mrs. Loretta Director, Mrs. Josephine
Webb, and Mrs. E. Carter, who was spokesman for the group, arguing
that such rezoning would bring these blocks in conformity with those
on the opposite der northerly side of Central Avenue, that the rezon-
ing would not increase traffic or parking problems, as parking space
or garages must be provided for each unit, that visitors are being,
urged to come to Newport and therefore more housing facilities should
be provided,.that R -2 as a 'buffer' is nor carried out on Lido Isle
and other areas. Commissioner Pleger pointed out that "according to
our ordinance, the intent was to set up a minimum of four thousand
square 'feet per lot, zoned R -2, and the lots in these blocks average
only three thousand and sixty square feet, so such a change would be
in opposition to the ordinance ". To this Mrs. Webb stated "believe
that the land areas of each lot would take of this ". After discus-
sion, Commissioner Pleger made the motion, seconded by Commissioner
Johnson, that the Commission recommend that this petition be denied.
AYES: Commissioners Copelin, Daniell, Johnson, Longmoor, Pleger,
Rudd, and Wightman. NOES: None. ABSENT: Baltz, and Ellerbroek.
Notion carried, and so ordered.
First hearing upon the matter of the application of Ida Naylor for
rezoning from R -2 to C -2 of Lots 10, llt 12, and a fractional part
of 13, Block 130, Lake Tract, was declared, same having been duly
filed and advertised. Mrs. Naylor was present, p;eading.for some
action, and stated that she would be satisfied with C -1 zoning.'
Mrs. E. A. Swanwick, owner of Lot 9, was also present, and opposed
the proposed rezoning. Commissioner Pleger reported for', the Master
Plan Committee, stating that after considerable discussion, "it
seems desireable to consider not only this property, but think we
should also consider all four corners, two of which have non-conform-
ing permits, so recommend the rezoning of all four corners ". Commis-
sioner Pleger made the motion that all four corners at 30th Street
and Coast Baulevard, be rezoned to C -1, and, that the Master Plan
Committee work out the details of how many lots be included on each
corner. Motion seconded by Commissioner Rudd, and carried by the
following roll call vote: AYES: Copelin, Daniell, Johnson, Longmoor,
Pleger, Rudd and Wightman. NOES: None. ABSENT: Baltz, and Eller -
broek.

First hearing upon the matter if the application of Mr. Claude Sweetman, for
rezoning from R -2 to C -1 of Lots 19 and.20, Block 23, Newport Beach Tractf
was declared, same.having been duly filed and advertised. Master Plan Com-
mittee report was given by Commissioner Pleger to the effect that this pro-
perty is not residential, and recommending the application be approved.
However, Commissioner Johnson brought up the point of the type of buildings
that Mr. Sweetman proposes to build, so Commissioner Daniell made the motion
seconded by Commissioner Pleger, that the matter be set to second hearing.
Motion carried,,and so ordered, after which Chairman Longmoor requested that
the Master Plan Committee check with Mr. Sweetman on the type of buildings
he proposes to build.
First hearing upon the matter of the application of Lillian W. Reitz and
Dr. Merven J. Reitz, for rezoning from R -2 to C -1 of Lot 2, Block 635, Cor-
ona Del Mar, was declared, same having been duly filed and advertised. Dr.
Reitz was present with his plans, and explained same, urging that the appli-
cation be considered., as the propety faces the back of.business properties,
i.e., glass works, and a service station, and; so is not desireable or suit-
able for a residence, but that the design of his proposed buildings will
present a residential appearance. Commissioner Baltz reported that he agreed
with all Dr. Reitz said, but, the committee felt that this, if recommended,
would constitute 'spot zonings at this time, so opposed same. Commissioner
Johnson made the motion, seconded by Commissioner Baltz, that the matter: :be
set to second hearing. Motion carried, and so ordered.
First hearing upon the application of Mr. Hubert Eaton for permission to
build to the property line of Lot 14, Tract 756 (2000 East Bay Front, Balboa)
' on the north side of Central Avenue, between L and M Streets), was declared,
same having been duly filed and advertised. Committee report by Commission-
er Copelin recommended the application be denied. Mr..Eaton was present, and
explained his plans and urged the approval of his application, stating that
"if there is any good reason from a planning standpoint, I will withdraw my
application ". Chairman Longmoor suggested that Mr. Eaton get a petition from
the adjacent property owners. Commissioner Baltz made the motion, seconded
by Commissioner Daniell, that the matter be set to second hearing. Motion
carried and so ordered.
A letter of application by Pdr. Peter S. Laws, received too late for adver- COMMUNICATIONS
tising for this meeting, was read, and, same set for public hearing on Sep-
tember 18, 1947. Chairman Longmoor appointed Commissioners Daniell, Wight
man, and Building Inspector Nelson, as the committee to check and report on
this.
Chairman read a letter from Building Inspector Nelson requesting interpre-
tation of "(1) In an R -1 zone, is it permitted tp build a bedroom and bath,
or a bedroom, bath and rumpus room over a garage with no kitchen in a det-.
ached building ? ", and "(2) In an R -2 zone, with a duplex on a lot, is it per -
matted to have a bedroom and bath over a one -story garage in a detached
building ? ", and, requesting reply in waiting. The Commission discussed this
referring to the ordinance, and, finally Chairman Longmoor suggested that the
matter be turned over to the Master Plan Committee to submit an interpreta-
tion.
Also read was a letter from Clyde E. Sherwood and Ruth W. Boes, not a formal
application, requesting rezoning from C -2 to C -1 of Lots 21 to 35 inclusive,
Block 431, Lancaster Addition. No action taken.
Committee appointments recently made by Chairman Longmoor were accepted As OLD BUSINESS
made.

NEW BUSINESS The proposed ordinance, compiled by 6ity Engineer J. B. Webb, for '
consideration as a Subdivision Ordinance, and mailed to the Commiss-
ioners for pre — reading, was carefully considered in detail, with the
only suggestions for changes being a referrence to zoning be.made to
correspond to Ordinance No. 525 classifications, and, a few minor cor-
rections or changes. Chairman Longmoor suggested that Mr. 'Hebb submit
the proposed ordinance to the City Attorney, 'and, after his reading
and checking, that same be re— submitted to the Commission at the next
meeting.
AWOURNMENT Commissioner Pleger made the motion for adjournment, which was seconded
by Commissioner Wightman, and carried.
