Reference to the down -coast area. 2. The effect on taxes. 3. Reference to the development of a parking lo' in Mariners Mile as a visitor.serving center 4. That parking and traffic flow be included.as constraint wherever the issue is pertinent. Publ.ic hearing was opened in connection with thi matter. The following persons appeared before the Plann'i Commission: Marilyn Arnold pointed out that two high -rise buildings, a condominium, and a motel were also • located on the Lido Peninsula. Dennis Reed, County Sanitation District No. 5, advised of the need for a trunk sewer through Areas 6, 8 and 9 and the down -coast area, to serve the down -coast area. Robert Winterbotham, Snug Harbor, commented on the apparent discrepancies with respect to tidelands. Marilyn Hendrickson, Chairman of the Citizens Advisory Bike Trails Committee pointed out that bikes were a major means of transportation and felt there were areas within the City that neede attention. She advised that a letter would be forthcoming giving mo.re details. Hal Thomas, 9082 W. Balboa, felt that the policy towards urban .runoff was in conflict, that the City's General Plan was in conflict with the State and Coastal Commission goals with respect to impact of planned growth around the upper bal on the reserve, and felt discussion of solar energy should be included. The also discussed the issue of and possible conflict with respect to low income housing and possible need to increase the density to provide said low income housing. Motion X Following discussion, motion was made to re -open All Ayes the public hearing and staff was directed to revise the draft of Issue Identification for Loci Coastal Planning to include the issues previously identified by the Commission and public and, continued this matter to the meeting of Septembei 15, 1977, to review the revised draft and take . further testimony if desired. Request to permit the remodeling and construction of room additions on an existing duplex with the following nonconforming features: 1.) The exist- ing structure encroaches to within 7 in.ches.and to within 2 feet 6 inches ± of the side property lines (where the Ordinance requires 3 foot side yards); 2.) Two garage spaces exist with depths of 17 feet 6 inches ±. Two open parking spaces also exist in front of the existing garage with depths of 15 feet when measured to the front property line (i.e. 10 foot depths when measured to the required 5 foot front yard setback along West Balboa Boulevard). The Code requires three parking spaces with depths of 20 feet each; and 3.) The existing smaller dwelling unit on the sii has an area of 520 square feet ± (where the Unif( Building Code requires a minimum area of 600 square feet). The proposed development encroach( to within 2 feet 10 inches ± of a side property line (wh-ere the Ordinance requires a 3 foot side yard). X02 Sentember 1. 1977 ROLL CALL Owner: Same as Applicant Public hearing was opened in connection with this matter. Raymond Wolfe, '926 W. Balboa, appeared before the Commission in connection with this matter and reiterated the comments contained in his letter to the Planning Commission. He advised of three neighbors who were in favor the the remodeling ar answered questions of the Commission. Planning Commission and staff discussed the inter to bring the structure into conformance on an incremental basis and the enforcement problems attached thereto. Paul Ersom, 930 West Balboa, appeared before the Commission in favor of the request and felt the remodeling would be a tremendous improvement to • the property and the entire area. There being no others desiring to appear and be heard, the public hearing was closed.. Motion X Motion was made that Planning Commission overrule the action. of the Modifications Committee; make the following findings: 1. That the removal of existing encroachments would be an unnecessary hardship on the applicant at this time: 2. That the existing garage spaces are adequate in depth for the parking of automobi.les and are required for the parking of automobiles. 3.. That there is sufficient space on the apron in front of the garage for the parking of at least one additional automobile. 4. That existing traffic conditions on Balboa Boulevard do not warrant the removal of vehicular access to the street at this time.: 5. In discussing the motion, Commissioner.Heather felt the remodeling was a good improvement, howel she had some reservations with respect to the sil yards and access to the property. Commissioner Agee commented on the desirability to eliminate small rental units and the possible need to review policies and guidelines for the benefit of the Modifications Committee. Commissioner Frederickson commented on the limit) upgrading of an old structure and voiced concern with the setbacks and size of the parking facili Commissioner Hummel opposed the motion because o the encroachments into the side yards which limi light and air as well as the potential safety hazard because of increased flammability of olde structures. Commissioner Balalis felt that older.structures should be allowed to be recycled rather than . always requiring them to be torn down and new buildings constructed. Dan Rogers, Chamber of Commerce, appeared before the Commission to comment on the proposed ordinan and advi.sed of the Chamber's support. He recom- mended that Section 20.60.030 include advertiseme as an intent and that Section 20.60.090 be change to provide that an owner or his agent may adverti property for lease, rent or sale and that the siz of the sign be changed to 3 square feet which is the standard size of "for sale" signs. He also suggested the addition of a provision to allow offsite directional signs. Staff advised that a provision relative to offsii directional signs would be very difficult to enforce and should be discouraged. L. W. Mallory, 1916 Court Avenue, appeared before the Commission and requested that the ordinance • be changed to provide the same language on real estate signs in residential, commercial and industrial districts in order to be consistent. There being no others desiring to appear and be heard, the public hearing was closed. Planning Commission commended the Chamber of Commerce and their associates for their work in connection with the .proposed sign ordinance. Motion X Motion was made that Planning Commission recommei to the City Council approval of Amendment No. 49 adopting the sign ordinance with the following changes: 1. That Section 20.60.030 read: "Intent and Purpose. The purpose of this Chapter is to provide minimum standards to safeguard life, health, property and the public welfare, and to provide the means for adequate identifica and advertisement of businesses by regulatin and controlling the design, location, and maintenance of all signs and sign structures in the City." . • 2. Planning Commission discussed the issue of real estate signs in residential, commercial and industrial districts. Commissioner Lynch felt that the request with respect to consistency of the language on tempor, signs in the various districts was reasonable an suggested that the proposed ordinance be changed to reflect the request. Commissioner Agee agreed and felt there has been an inconsistency in the past which should be corrected. He had no objection to the size of the signs but felt that the language allowed sho be the same in all districts. Commissioner Heather felt that the existing sign was consistent with that allowed.in the various P -C Districts and that signing in the commercial and industrial districts served a different purp than signs in residential districts. Lois Carr, owner of property at 208 - 29th Stree questioned the closing of 29 and 30th Streets as well as the landscaping buffer, parking as.sessme districts, and more signalized intersections. Staff advised that at this point no details had been worked out and the purpose of the public hearing was to determine whether or.not there wa support for any of the various concept plans or parts thereof. Linda Jacobs, resident at 20th Street and Balbo< Boulevard, with a business at 30th Street and • Newport Boulevard, questioned the effect of.the. closing of 29th and 30th Streets on access to ti businesses and the possibility of more free Page 15. Staff advised that the intent of the closure was keep traffic out of the residential area and that studies were presently under way relative to the parking and transportation problems. Al Boa, 1908 Court Street, disagreed with the concept of redevelopment and felt that people should be discouraged from coming into the area .a that parks should be constructed on vacant proper as it became available in order to provide more open space and less density. Hans Dickman felt that the water front should be left for boat shops and marine oriented businessE Louise Newton, 1908 Ocean Front, questioned whe 0 there would be any new standards adopted for redevelopment. Zachary Sham, 501 - 31st Street, felt that any plan adopted should encourage redevelopment of tt area and that the concept of mixed residential ar commercial use was good. He commented on marine uses, parking and closing of certain street, and favored Concept Plan II1. John Shea,commented on the island of residential use within the commercial area in McFadden Square and felt it should be designated residential over commercial. He also voiced concern with the designation of tourist commercial and its defini- tion. Dave Patterson, 3712 Seashore Drive, felt that 0 Cannery Village area was marginal and on the verc of deterioration and that parking was the key to providing a viable and profitable area. Betty Blakesly, owner of the "Intrigue" shop at 29th and Lafayette, advised of her preference foI catering to the local residents rather than the tourists. Adele Mallory, Court Avenue, felt that the islanl of residential uses in the commercial area of McFadden Square should not be permitted and the area should be designated for commercial use on the Specific Area Plan. Linda Jacobs felt that the peninsula should be geared. more towards the people who live and work . in the area rather than towards the tourist trade Peg Forgit, 2205 W. Balboa Boulevard commented of her experience with residential over commercial and advised there was nothing substandard about. this way of living especially if the property wa well maintained.
