COMMUNICATIONS
The Commission considered a request dated

August 8, 1966, signed by Paul G. Rife, Project
Manager, George M. Holstein & Sons, that a
sidewalk on the southerly side of Vista del Oro
north of Corona del Mar High School in Tract
5692, be deleted..
The Acting Planning Director read communications
from The Newport, -Mesa Unified School District,
City Engineer, Benjamin B. Nolan, Traffic
Engineer, Robert L. Jaffee and Police Chief,
James Glavas stating that.the request for
waiver be denied and that the sidewalk be con -
structed, submitting that the sidewalk was
essential for the.following reasons:
•
(a) Adequate separation of traffic and
pedestrians;
(b) pedestrian safety;

(c) student and resident convenience;
(d) additional demands for a sidewalk as
the high school and surrounding area
develops;

The Commission considered an amendment to
"Statement of Policy, Objectives, and Princi-
ples.to Guide in the Granting of Approval of
Planned Residential Developments in Newport
Beach; California" through addition of con-
trols relating to "Encroachments within the
Common- Green ".
The Acting Planning Director stated that the
proposed amendment to the policy was considere
at the Commission study session on September 1
1966 and approved in principle subject to
review and approval by the City Council; the
City Council approved the amendment on
September 12, 1966.
Mr. Paul G. Rife of George M. Holstein & Sons
requested that the matter be held over pending
•
review.
The Commission directed that subject amendment

The Commission considered an appeal of, Fred .Nash
on behalf.of his client, Mr, L. Gregory from
a "Decision of.Denial" of the Building Depart-
ment and Planning Department concerning inter-
pretation of definition of "eaves and cornices'
as the interpretation applies to a mansard
roof.
The Commission overruled the decision of the

Mr. Edward E. Haworth of the Irvine Company pre-
sented a drawing which indicated the copy to
be used on the signs and the Commission approved
an extension for a period of one,year, subject

Commissioner Rea, Chairman of the "Off- Street
Parking Requirements in Commercial Districts -
Special Committee" gave the following report to
the Commission.
The Committee is analyzing.0 -1 and C -2 Districts
now exempt from mandatary off - street parking
requirements. The Committee met with, City
Manager Harvey L..Hurlburt and came to this con-
clusion.., "The Committee specifically will work
on an ordinance with some various and sundry
ramifications for parking for C -1 and C -2. This
ordinance will take several months to be pre-
pared. In the interim, there is a possibility
that we, as a Commission and a Committee, might
like to put an interim overlay of either " -H"
or " -Z" on now exempt C -1 and C -2, simply as a
measure to see that the condition (the absence
of
requirements for off - street parking)does.not
worsen".
The Committee requested that the Planning Depart
-
meht, the Office of the City Attorney, the Build-
ing Department and Division of Traffic in the
Public Works Department prepare a report as soon
as possible on the programs, alternatives, and
methods available to accomplish the goal of
desiring to provide off- street parking require-
ments in Districts which now have an absence of
off- street parking provisions, and Chairman
Curtis so ordered.
On motion of Commissioner Copelin, seconded by
Commissioner Clemence, and carried, the meeting
was adjourned until October 6, 1966 at 8:00 P.M.
in the City Hall Council Chambers.
