Planning Director Wilson reported that subse-

received from the applicant. However, the

Mr. Harry Merrill of the Donald Bren Company
was present at the meeting Mr.
and Robert Bein
of Raub, Bein,.Frost and Associates arrived
during the discussion of this item.
Planning Director Wilson presented the final
map to the Commission and stated it does con-
form to the tentative map as submitted and
that a couple.of the problems having to do wit
the decision as to whether the park area adja-
cent to this tract would be public or private
and the dedication on the construction of a
portion of the new alignment of MacArthur
Boulevard both have been satisfied in terms of
previous actions. However, he did raise the
following questions:
1. The timing.of the actual construction
of MacArthur Boulevard.
2. The time of the development, improve-
ment and dedication to the City.of the
adjacent portion of Buffalo Hills Park.
3. That the street name, Newport Hills
Drive East and Newport Hills Drive West
•
which loops around the perimeter of
the entire community and changes names
somewhere along the line, should change
at the point where the roadway crosses
Buffalo.Hills Park.

Planning Director Wilson also requested Mr.
Robert Bein, Engineer for this tract, to furnish
the City with a 200 scale reproducible map of
this area to be used in updating the zoning
district maps, etc. Mr. Bein agreed to furnish
this.map to the City.
Mr..Merrill stated that in regard to MacArthur
Boulevard, it is their.intention to build it
in accordance with the conditions.of the last..
tract, No. 7030, inasmuch as.when they start
moving people into the homes, it will be
necessary to have MacArthur Boulevard connecte
to San Joaquin Hills Road. This is a joint
operation between the developer and the Irvine
Company;.Mr. Merrill did not have his schedule
with him.
Regarding the park,. Mr. Merrill stated that it
is their intention to have.it completed, along
with the recreation center, hopefully by
Memorial Day 1971. Mr.. Merrill does not have
complete control because they have to go
through public bid and awarding of the contrac
by the City Council. The park area will be
covered either by a parcel map or record of
survey.
Mr. Bein agreed to the suggested.street name
change and the Commission suggested that the
developer work out this problem with the staff.
Chairman Watson inquired as to what . had happened
to the portion of the tract nortk-of'Ford Road
which had been shown to the Commission at the
time they agreed to the realignment of MacArthur
Boulevard. Planning Director Wilson informed
him that these were Irvine Company, maps and that
this probably.waS prior to the time that the
Donald Bren Company and Raub, Bein and Frost
were involved. Chairman Watson stated he
definitely remembered when the Commission
agreed to the realignment of MacArthur Boulevard,
this portion north of Ford Road was shown and
while it is not the developer's.problem this
evening, the City should remember that at one
time they were shown that kind of development
and it is just not there anymore and he would
.
like the record to show he feels he was led
astray in this matter.

to the map filed by the Council of Community
Associations of Irvine with the Local Agency
Formation Commission a couple of days ago, that
area would be included within the proposed City
of Irvine. This is a matter of concern to the
City of Newport Beach in its response to the
proposed boundaries of the proposed City of
Irvine. Upon being questioned by Mr. Bein as
to the matter of concern. Planning Director
Wilson replied that it was regarding MacArthur
Boulevard being extended on to the north acros
this other land.

Planning Director Wilson presented the applica-
tion to the Commission and explained that the
house to which the flag pole is being attached
is being substantially enlarged and occupies
2 1/2 lots, making it one of the larger parcels
in the Balboa Peninsula area.
Mr. Richard Lyon, the applicant was present

and presented a petition signed by the property
owners in his block Ocean
on Front as well as
the residents on Ocean Boulevard to the rear of
his property,_stating they have no objection to
this flag pole. Mr. William B. Clark also

addressed the Commission, pointing out that
this is a single family home with 100 feet of
frontage and that the flag pole would be in
scale with the building due to the size of the

a proposed parking arrangement for the Newport
Arches Marina property. He explained that the
staff had not had time to investigate this
matter in detail and would be discussing it
with the lessee and the State Division of
Highways.
2.
Planning Director Wilson inquired whether
Chairman.Watson wanted to comment on the Arts
Committee. Chairman Watson said he had at-
tended the City Council study session and
basically the study consisted'`of determining
•
whether the City's Arts. Committee should be
changed to a Commission and if there
are
additional groups, to make sure that they are
not.overlapping, duplicating or perhaps con -.
flicting.with those.already existing.
On motion of Commissioner Brown, seconded by
Commissioner Adkinson, and carried, the meetin
was adjourned until October 1, 1970 at 8:00
P.M. in the City Council'Chambers.
