Neil Blaney, 707 Wilshire Boulevard, Los Angeles,
appeared before the Commission on behalf of the
applicant and concurred with the staff report and
recommendations.
Elliott Ferdon, 16 Tribute Court, appeared before.
the Commission on behalf of the Newport Crest
Homeowners Association, and requested a continu-
ance of this. matter until such time as their
Association could be a part of the planning process
since they felt many factors were overlooked in
the analysis and recommendations presented for
this resubdivision. They were particularly
opposed to the extension of Ticonderoga Street
because of the number of people residing in Newport
Crest and the potential hazard to the large number
of children.
Staff advised that the extension of Ticonderoga
Street was not a part of this resubdivision, but
rather was a part of the conditions imposed on the
tract for Newport Crest and was the obligation of
the Grant Company, developer of Newport Crest.
Mr. Ferdon requested guidance as to what action
could be taken on the part of the Homeowners
Association in.order to be heard with respect to
the extension of Ticonderoga Street and wasadvised
of the City's appeal and review, process.
There being no others desiring to appear and be
heard, the public hearing was closed:
City Engineer Nolan commented on the extension of
Ticonderoga Street and advised that the concept
and function was that of a local collector street
and was intended to serve primarily the immediately
adjacent areas. It was not intended or designed
to serve through traffic and given the location
of present development and configuration of
traffic circulation in the area, it.was unlikely
there would be a desire to use Ticonderoga as a
through street. He pointed out that the approval
and implementation of the subject resubdivision
did not necessarily include the construction of
• Ticonderoga Street and if the Homeowners were
able to pursuade the City Council to relieve the
Grant Company of their obligation to extend
Ticonderoga Street, that could happen without
much effect-on this development which would take

access from 15th Street extended. He also point
out that the connection between Ticonderoga Stre
and 15th Street would serve to enable the resident
of Newport Crest to continue north on Ticonderog
and go out of the development without having to
travel in a southerly direction to Superior and
then go north.
At this point, the Commission and staff discusse
the procedures.which could be taken to eliminate
conditions which were made a part of the tract f
Newport Crest. They also reviewed the parcels
under consideration, the existing facilities, an

Following discussion, motion was made that Plan-
ning Commission make the following findings:
1. That the proposed map is consistent with
applicable general and specific plans.
2. That the design or improvement of the propo<
subdivision is consistent with the objective
of the General Plan and Specific Area Plan
designation on the site.
3. That the site is physically suitable for thl
type of development proposed.
4. That the site is physically suitable for thi
proposed-density of development.
5. That the design of the subdivision or the
proposed improvements are not likely to cau!
substantial environmental damage or substan•
tially and avoidably injure fish or wildlif
or their habitat.
6. That the design of the subdivision or the
proposed improvements are not likely to cau
serious public health problems.
7. That the design of the subdivision or the
proposed improvements will not conflict wit
any easements, acquired by the public at
large, for access through or use of,.proper
•
within the proposed subdivision.
8. That the improvements as proposed will pro-
vide a connection between Ticonderoga Stree
and Monrovia Avenue via the extension of 15

Street, thereby satisfying the bonded obliga-
tion of the Grant Company to connect Ticon-
deroga Street to a public street. This
requirement was imposed by the City as a
condition to the approval of the "Newport.
Crest" residential development. The connec-
tion of Ticonderoga Street along with the
extension of 15th Street thru the subject
property will be a benefit to vehicular
circulation and a step forward in the imple-
mentation of the City's Master Plan of
Circulation in this area.
NOTE: This finding was eliminated by a subsequent
amendment.to the motion.
9. That the discharge of waste from the proposed
subdivision will not result in or add to any
violation of existing requirements prescribed
by a California Regional Water Quality.Control
Board pursuant to Division 7 (commencing with
Section 1300) of the Water Code.
10. The project will not have any significant
environmental impact.
and approve Resubdivision No. 533, subject to the
following conditions:
That a parcel map be filed.
2. That all public improvements be constructed a:
required by ordinance and the Public Works
Department.
3. That a water capital improvement acreage fee
of $900 per gross acre be paid at such time
as the connection to the City's water system
is completed.
4. That water and sewer mains be extended so
that service may be. provided by the City of
Newport Beach, with the design of the main
extensions to be approved by the Public Works
Department.
• 5. That the primary street right -of -way width of
100 feet be waived for the portion of 15th
Street within the boundaries of Resubdivision
533; and a width of 80 feet, conforming to
the County secondary street width, be approved.

(15th Street is designated as a primary
street on the City Master Plan, westerly of
the City limit line; and as a secondary stre
on the County Master Plan, easterly of the
City limit line. The projected traffic
Volumes can be accommodated by a secondary
street; however, because of high turning
volumes at the future intersection of 15th
Street with Balboa Boulevard extension, it
was felt an increase in width to primary
standards westerly of Resubdivision No. 533
would be justified.),
6. That the portion of 15th Street between
Resubdivision No. 533 and Monrovia Avenue be
paved with a minimum of 2 twelve foot travel
lanes in order to provide for an adequate
connection of the development to Monrovia
Avenue. The developer may be relieved of th
obligation if the paving is completed by the
•
Grant Company under the terms of an earlier
obligation. The existing parking.area with!
the southerly portion of the proposed 15th
Street right -of -way between Resubdivision Ne
533 and Monrovia Avenue shall be removed.
The full width of the right -of -way for 15th
Street between Monrovia Avenue and Resubdiv-
Sion No. 533 shall be dedicated.
7. That the portion of 15th Street within the
boundaries of Resubdivision No. 533 be
dedicated and improved for its full width.
The developer may be partially relieved of
this obligation to the extent of paving whi4
may be completed by the Grant Company under
the terms of an earlier obligation.
8. That the design and location of the.propose,
parking.lot connection to 15th Street be
subject to review and approval by the City.
Traffic Engineer.
9. That standard subdivision agreements and
surety be provided to guarantee completion
of the public improvements if it is desired
•
to have building permits issued or the pare

10. That prior to any permanent development on
Parcel No..l, the applicant shall initiate
proceedings to annex the existing C:B.S.
Publications site on Monrovia Avenue to the
City of Newport Beach. Said property may t
prezoned or zoned subsequent to annexaiton.
Commissioner Balalis voiced concern that Ticonde
oga Street would carry more than just the local
traffic because of the congestion in the area ar
felt that should this resubdivision be approved,
future development on the property may create me
traffic and add to the problems.
'The issue of the street extensions was further
discussed and Community Development Director
Hogan advised that if so directed, the staff
could come back to the Planning Commission with
a report and discussion regarding the value
of the extension of Ticonderoga Street and the
traffic problems involved should the extension
be eliminated. He advised, however, that this
•
was a separate issue from the resubdivision undi
consideration.
In view of the fact that the extension of Ticon
deroga was not a part of this request for resub
division and the concerns which have been express
relative to the extension, Commissioner Seely
suggested the elimination of Finding No. 8 whit,
comments on the benefits of traffic circulation
since there was an uncertainty that the extensi
would be desirable at this point.in time.

eliminate Finding No. 8. The Motion as amended
was then voted on and carried.
Planning Commission advised the public that the
separate issue of the extension of Ticonderoga
Street would be brought back to the Commission
and discussed in the near future..

Request to establish a parking formula for a
parking pool of more than 1500 cars in Block 60(
to authorize the use of 25% compact spaces, and
to authorize the use of shared parking for the
restaurants in the parking structures.
Location: Lot 22, Tract No. 6015, located at
600 and 630 Newport Center Drive,
northerly of Newport Center Drive
between Santa Rosa Drive and Santi
Cruz Drive in Block 600 of Newpor-
Center.

Applicant: The Irvine Company, Newport Beach

Staff reviewed this matter with the Commission
and answered questions relative to existing
parking and the effect of this request on futur
development in Block 600.
Public hearing was opened in connection with th
matter.
Ron Hendrickson, Commercial Division, The Irvin
Company, appeared before the Commission to comm
on the request and concurred with the recommend
tions contained in the staff report.
Commissioner Agee commented on problems with th
parking lot adjacent to the United California
Bank and felt that something should be done to
provide a better layout for short -time parking.
Mr. Hendrickson advised they would look into th
situation and see what could be done. He also
answered questions relative to compact space
identification.

The Status and Im lementation of the Circulation
Element of the General P an.
The purpose of this discussion was to bring the
Commission up -to -date as to the status and imple
mentation of the Circulation Element of the
•
General Plan.
Traffic Engineer Darnell commented on the variou
studies which have been made in the past and use
of the basic data to establish the Circulation
Element. He reviewed maps showing the adopted
Circulation Element; projections of 1990 -1995
traffic volumes, and traffic volumes which exist
in 1974. He reviewed the definitions of the
various levels of service using examples of
existing traffic situations throughout the City
and advised of a pending computer simulation mod
program which will ultimately be used in the
determination of land use, as well as a project'
effect on traffic as a result of increased trip
generation.
City Engineer Nolan commented on the implements-
tion; planning and funding of the various curren
and short- range, mid -range and long -range pro.gra
within the City and reviewed the portions of the
arterial highway system within the City of Newpo
Beach which have not been completed to their.
ultimate configuration. He also commented on.th
City's policies.with respect to the responsibili
ties of developers in providing for street and
•
highway construction. He advised that the revie
and permit process which now exists had increase
the amount of lead time required prior to any
highway construction, including the EIS process,
