Applicant: Emkay.Development Company, South Gate
Owner: Lockheed Aircraft Corp., Burbank
Planning Director Wilson presented the applica-
tion to the Commission and read into the.record
letters from the Greater Irvine Industrial League
and McDonnell Douglas Corporation. Assistant
Planning Director Hewicker summarized the informa-
tion in the reports and reviewed the text with
the Commission.
Mr. Alex Bowie,:the applicant's attorney; Mr.
Robert Alleborn, President of Emkay Development
Company; Mr. Ernest C. Wilson of Langdon & Wilson,
Architects; Mr. Robert Bein of Raub, Bein, Frost
and Associates, Mr. John B. Okkerse of Lockheed
and Mr. Robert Crommelin, Consulting Traffic
Engineer, addressed the Commission. A map was

displayed showing permitted heights adjacent to
the Orange Councy Airport as well as a letter from
the F.A.A.
Mr. James E. Taylor, General Planning Administrate
for the Irvine Company addressed the Commission an
stated the Irvine Company was concerned, not about
the specific development in terms of design, but
on.the impact a different type of land use would
have on the area. He stated that this area•was
indicated as industrial on the Master Land use
Plan and that there is more than enough commer-
cially zoned property.in.the City. He stated
further that earlier that day the Irvine.Company.
had filed for a zone change on 184 acres just
south of Palisades Road, a large part of which is
already in an industrial Planned Community Distric
.
Mr. Taylor asked.that. both applications be heard
at the same time in order that the full impact of
the two plans on the City.could be reviewed.
Mr. Brian Hawley spoke in favor of the development
•
and Mr. Roger Hopkins of the Planning and Real
Estate Department of Collins Radio Company stated
they have no objection to the rezoning of this
property. Mr. Richard Marowitz of 2515 Bamboo
Street read into the record a letter from the
Newport Center Association asking that the rezonin
.be delayed pending answers to certain questions:
The Commission considered this application for
over.2k hours and clarifications and changes to
pages 12, 13, 15, 17, 18,.21, 30 and 31 of the tex
were discussed and agreed upon during the hearing.
These changes involved the placing of a.35 foot
height limit on a.11 industrial development,.a
restriction on industrial activity_to those uses
which may be' confined within a. building, and an
expansion of criteria to eliminate all uses which
may produce an odor or toxic and noxious matter.
Additional changes were made to increase the off -
street parking requirements for medical and dental
uses, and hotels and motels.

Planning Director Wilson presented the application
to the Commission.
Mr. James L. Gray, Vice President of Far West
Services, Inc. was present and.stated that he had
discussed with Mr. Richard Stewart of Balboa
Marina his letter dated October 13, 1970 objecting
to the increased occupancy at Isadore's. As a
result, they have both agreed to have a parking
lot attendant supervise the parking area between
Isadore's and Reuben's during the critical hours.
i.e., Friday and Saturday evenings and holidays.
Mr'. Stewart agreed to withdraw his objection as
a result of the above agreement and Mr. Gray
placed into the record a letter signed by both
himself and Mr. Stewart to this effect. Upon
being questioned by the Commission, Mr. Gray said
they do not intend to have valet parking, only an
attendant.
The following persons spoke in opposition to the
application and stressed the parking difficulty.

Bayside Drive, Mr. James Turner of 409 Bayside
Drive, the closest residence to Isadore's and
Mrs. Margaret Thorsen, 153 Harbor Island Road.
The Commission discussed the application at length
and was of the opinion that this is a unique situa-
tion where the primary function is to provide en-
tertainment and beverage service rather than the
typical food and beverage operation. It was noted

that the number of persons,standing compared to
the number of seats is.probably two to one and
that they should not.be penalized for doing good
business if adequate parking.can be provided.
Mr. Gray replied that they_have.acquired parking
across Coast Highway for their help; that they feel
they-have abided by the code as related to the
occupancy load. Mr.'Gray further stated that they
are operating a restaurant and provide food service
until 10:00 P.M. He asked that the application be
continued until December 17th so he could work with
the staff to determine the amount of parking that
would be required and to try and acquire this

Due to the lateness of the hour, the Commission
asked the remaining applicants if they would agree
to the continuance of their items until the meet-
ing on December 17, 1970 inasmuch as the Commissio
had a full agenda for the meeting of December 3,
1970. With the exception of the.applicants under
Item 3. - Variance Application No. 993 filed by
Roy Collins and Item No. 5. - Amendment to Use
Permit No. 1071 filed by Harry V. Anderson, who
preferred to continue their applications until
December 17,1970, the remaining applicants in-
dicated. they would prefer to have their items
discussed as soon as possible.
A discussion ensued during which it was decided to
hold.an adjourned meeting on December 2, 1970 at
8 :00 P.M, in'order that the following items could
be considered:
