MINUTES
Minutes of the regular meeting on November 16, 1961 and
adjourned meeting December 7, 1961 were approved on the
motion of Commissioner Marshall, seconded by Commis-
sioner Ficker, and carried.
Having an interest in the following matter, Commis-
sioner Higbie asked to be excused from the rostrum.
