Section (1). Section 1 of the Ordinance No. 180 of the City of Newport Beach is hereby amenaed so as to read as fol-lows: (b) Channel means such portion of any of the channels dredged in Newport Harbor by either the City of Aetiaport Beach or the Harbor Commission of the Country of Orange, according to the context, as lie within a distance of 50 feet of the center line of such channels toward either side thereof; also any natural or artificial channels designated by the following numbers and 'bounded as follows: Channel No. 1, beginning at a point 100 feet northeasterly of U.S.Bulkhead Station No. 110, thence northwesterly on the U.S. pierhead line extending from U.S.Bulkhead Station No. 110 to No. 113, to the southeasterly boundary of turning basin B. thence northeasterly on said boundary line for a distance of 50 feet, thence southeasterly along a .line parallel to the U.S.bulkhead line extending from Station No. 110 to No. 113, at a distance of 150 feet therefrom to a point 150 feet northeasterly of U.S.Pierhead Station No. 110. Channel No. 2, beginning at a point on the southeasterly boun- dary of turning oasin B. thence easterly, northeesterly, westerly, south- westerly, and southeasterly along a line parallel to the concrete bulk- head on Balboa Island ac a distance of 100 feet, therefrom to the north - westerly boundary of turning basin B. tnence southwesterly along said boundary line a distance of 50 feet, thence northvaesterly, northeasterly, easterly, southeasterly and westerly to the southeasterly boundary line of said turning basin B. parallel to the concrete bulkhead on Balboa Island ana at a distance of 130 feet therefrom. Channel ido. 3, beginning at a point 100 feet south of the U.S. bulkhead line on the south side of Balboa Island, thence northerly paral- lel to the concrete bulkhead on the west side of the Grand canal at a distance of 35 feet therefrom to a point 100 feet north of the prolonga- tion of.a line coinciding with the concrete bulkhead on the north side i of Balboa Island across the Grand canal, thence easterly a distance of 30 feet, thence southerly parallel to the concrete bulkhead on the east side of the Grand canal at a distance of 35 feet therefrom to a point 100 feet south of the U.S.bulkhead line on the south side of Balboa Island. Channel No. 4, beginning at the intersection of the U.S.pierhead line on the south side of Newport Harbor, and the northwesterly boundary of the turning basin B, thence northwesterly on said pierhead line to the northeasterly prolongation of the west side of Fernando Street, thence north•.aes:erly to a point 50 feet north of U.S.bulkhead Station No. 113, thence northwesterly parallel to the U.S.bulkhead line at a distance of 5o feet therefrom to the southeasterly boundary of the channel dredged by the City of Newport Beach where same is crossed by a northwesterly ;prolongation of the U.S, bulkhead line projected from U.S.bulkhead Station No. 114, thence northeasterly on said boundary line a distance of 30 feet, thence southeasterly parallel to the U.S.bulkhead line and at a aistance of 80 feet therefrom to a point 80 feet northeasterly from U.S.bulknead Scation .io. 113, thence southeasterly to a point on the northeasterly prolongation of the west side of Fernando Street, and 30 feet northeasterly from the U.S. pierhead line on the soutn side of New - port Harbor, tnence southeasterly parallel to said U.S.pierhead line to the northwesterly boundary of turning basin B. Channel No. 5, beginning at a northeasterly prolongation of the aest side of 24th Street ahere it extends from Central Avenue to Newport Bay, thence northwesterly co the boundary of xurning basin A for a dis- tance of 50 feet on either side of the center of the channel known as the Rhine. Channel No. 6, beginn ng at a point 200 feet north ana b00 feet west of U.S.Bulknead S-.ation No. 109, thence northerly to a point 100 feet south and 25 feet ;nest of U.S.Bulknead Station No. 155, thence wes- terly 50 feet on a line parallel to the U.S.bulkhead line extending from Station No. 165 to No. 156, thence southerly to a point 200 feet north and 250 feet • ,7est*of U.S, bulkhead Station 109. �c) Turning basin means that portion of any channel which has been dredges: for the purpose of permitting vessels to be turned around or their course or direction reversed therein. The turning basins of v•ewport harbor are designated and described as folio -.7s: Turning basin 1, All .nac portion of the navigable channel lying i northerly of a line, w,.ich line is 50 feet northerly of and parallel with the northeasterly prolongations of that part of the northerly line of 28th Street lyin6 south.,esteriy of the Rnine, and that portion of the navigable channel lying northeasterly of a line, whicn line is 25 feet easteriy of an_. parallel with the south::esterly line of the Rhine. Turning basin 2, Bounded on •cne soutr. by a line 125' northerly of and parallel wiwh ine U.S.buikhead line extending from U.S. bulkhead Sta- tion ao. 112 to No. 113; on the .east by a line 50 feet soutneasterly _ of ana parallel with the northeasterly prolongation of the southeast- erly line of Kain Street; on the north by a line 75 feet southwesterly of ana parallel with the. U.S. bulkhead line extending from U.S-bulkhead Station iuo. 156 to 1vo. 158; on the west by a line 50 feet northwest- erly of and parallel ,pith the northeasterly prolongation of the north- westerly line of Palm Street. Turning basin 3, All that portion of Newport ijay dredged by the Orange County Harbor Commission, lying between a line 100 feet and a line ibv0 feet easterly of ana parallel .rith the northerly prolonga- tion of the center line of Central Avenue, and that portion lying 75 feet southerly or the U.S. bulkhead line extending from U.S. bulkhead Stations Nos. 127 and 129. Turning basin 4, All tnat portion of the channel dredged by t� City of Ne „port reach extending westerly and northeesterly from a line, :rrich line is 200 feet southwesteriy of a northeesterly prolongation of the south.,esterly side of 18th Street, within 50 feet of the center line of saia channel toward either side thereof Go a line, which line is coincident with the northeasterly prolongation of the northwesterly side of 24tn Street . ;nere same extends from Central Avenue to Newport nay. . Section (2)• Section 2 of Ordinance rao. 180 of the City of Newport Beach is hereby amended so as to read as follows: It snall be unlawful for the master or any other person having charge of any vessel to moor or anchor the same in Newport Harbor ex- cept within the areas and at the place or places designated by the harbor master. Any vessel which is moored or anchored in Newport Har- bor at a place not designated for such vessel by the harbor master shall upon the demand of the harbor master be forthwith moved to the place or places designated therefor. In the designation of areas and the place or places for the mooring or anchoring of vessels, the har- bor master shall is governed by the needs of commerce, the utilization of the turning basins for the turning of vessels, the use of channels for the moving and navigation of vessels and the economy of space. No vessell shall be moored or anchored in any part of any turning basin or channel unless the same be securely moored, both fore and aft. Every vessel moored or anchored in any part of Newplort Harbor outside of any turning basin or channel shall be so moored or anerored as to prevent such vessel from swinging or drifting into any turning basin or channel or any art thereof. Section (3Y. Section 6 of Ordinance no. 180 of the City of ivewport Beach is hereby amended so as to read as follows: It shall be unlawful for any person to run or operate any ves- sel proPelled by Naphtha, gasoline or other motive power in any portion of Newport Harbor at a rate of speed greter than 10 nautical miles per hour or in any turning basin or within 300 feet of any bulkhead, dock or public landing at a speed greater than 6 nautical miles per hour. Provided that the Board of Trustees of Newport Beach may prescribe and define a certain course over ana along ..hich launches and other small craft may be operated in teals of speed at a greater rate of speed than 10 nautical•miles per hour on such days and between such hours in the day as may be prescribed by the harbor master. Section (4)• This ordinance shall be published once is the Newport r'ews, a ne °aspaper of general circulation, printed, published and circulated in the City of Newport Beach and shall t.ke effect and be in force 30 days after its passage. (� 0 The above and foregoing ordinance No. 233 was passed at a reg- lar meeting of the Board of Trustees o f the City of Newport Beach, held on the 9th day of July, 1923, and on said day, signed and approved by the President of said Board of Trustees; the same being passed by the following vote, to —grit: Ayes, Trustees J.
