AN ORDNANCE OF THE CITY OF
NEWPORT BEACH PROVIDING
FOR THE APPOINTMENT OF
LIFE GUARDS, PRESCRIBING
THEIR DUTIES AND QUALIFICA-
TIONS, AND PROVIDING FOR
THE PAYMENT OF THEIR COM•
PENSATION.
The Board of Trustees of the city
,of Newport Beach de ordain as fol-
lows:
SECTION 1.
In order to afford assistauce to per-
sons who may be in danger of drown -i
iug in the waters of the Pacific Ocean
and of Newport Bay within the cor-
porate limits of the City of Newport)
Beach, a life saving corps is hereby',
created In and for said City, which)
shall consist of not to cxceeo ten per-
Eons to be designated as and styled as
life guards, who shall have the quali-
ficatious hereinafter specified, and
be appointed by the Board of Trus-
tees to serve only during Lhe plea -
.sure of said Board, provided, that
nothing in this Ordinance shall be
construed as requiring or imposing
upon the Board of Trustees a duty
to appoint any number of life guards.
SECTION 2.
Every person, before he or she ie
appointed a life guard, shall first
establish to the satisfaction of the
Board of Trustees that. said persons
possess the qualifications requir-
ed by the Senior life saving test of the
American Red Cross Life Saving
methods as revised to March, 1923, A.
'R. C. 1005, and have successfully
passed the following additional test:
1. Swim with buoy from stand-
ard Sheffield & Deraga Life -
Saving Cylinder and Reel,
through surf and 800 feet out to
sea. (Moderate sea.),
2. Swim with buoy 200 yards
with a person weighing 150
pounds (minimum) supported by
buoy.
3. (a) Make a surface dive 15 ft.
depth, and bring up 12 -it.. lead
weight; (b) Make a satisfactory
raciug dive: (c) Make satisfact-
ory dive from heighth of fifteen
feet; (b) Make satisfactory shal-
low dive.
4. Demonstrate ability going
through surf in different types
of boats with the oars of vary-
ing length up to 12 ft.
5. Lift 100 -1b. bar bell from
ground to arm's length above
head.
6. Run barefooted on sand one
mile in 7 miuutes, or less.
7. Demonstrate ability grvlug
first aid, fainting, cuts, fractures,
sun and fire burns, extracting
fishing hooks.
8. Throw 19 inch solid cork
ring buoy 65 ft. with 3 -16 inch
line attached, Into a 35 ft square.,
9. Climb 2 inch rope 20 ft u9-
iug hands only.
10. Carry 25 lb. lead weight 35
yards in the water.
11. Lift and carry (Life - Saver's
carry) 200 lb. 150 ft in soft sand.
12. Swim American Crawl
Stroke, TRUDGEON, or Trud-
geou -Crawl Stroke 100 yds. fully
dressed, disrobe to bathing suit
saving all articles of clothing.
13. Swim one mile in ocean.
14. Demonstrate ability to in-
stiuct beginners in swimming
and Life- Saving methods.

SECTION 3. _
Every person appointed a lifeguard
shall serve as such during the plea-
sure of the Board of Trustees and
on such days and during eye hours
of the day from time to tame speci-
fied by said Board, and may be dis-
missed without prior notice. The
compensation of any person appoint-
ed a life guard shall be stated in the
order of his or her appointment and
shall be paid as any Omer claim
against the City of Newport Beach.
SECTION 4.
It shall be the duty of any person
appointed a life guard while serving
as such to be and remain In the
vicinity and patrol the shore or beach
of the Pacific Ocean and of Newport
Bay within the city of Newport Beach,
during the hours during which such
Person shall be on duty, and especial-
ly at or near the place where persons
are bathing in the waters of the Paci-
fic Ocean and Newport Bay, and to
render such assistance as :6 reason -
bly within the power of the life
guard to rescue and save the life of
any person or persons who are
drowniug or in danger of oe:ng
drowned therein; provided, however,
that the failure of a life guard to be
at or near a person in danger of
drowning or to rescue or save Lae HIS
of any person shall not be construed
or held the fault or negligence of the
city of Newport Beach, or of any life
guard, it being the intention of this
Ordinance to provide only such means
as is reasonable to assist persons
bathing in the Pacific Ocean and
Newport Bay in time of danger, but
not as an obligation or Gnty to do so.
SECTION 5.
The above and foregoing Ordinance
shall be published once in NEWPORT
NEWS, a newspaper of general cir-
culatiou printed, published and cir-
culated in the city of Newport Beach,
and shall take effect and be in force
thirty days alter its passage.
I hereby certify the foregoing Ordi-
nance was duly introduced aL a regu-
