WHEREAS, The California Vet-
erans' Committee has been created
by the Governor of the State of
California for the purpose of as-
sisting returning veterans of
World War II by the dissemination
of information, guidance and coun-
selling of such veterans, and to as-
sist them in securing the benefits
provided by Federal and State
Governments; and
WHEREAS, The California Vet-
erans' Committee has officially re-
quested the cities and communities
of the State to assist and expedite
the formation of local Veteran Af-
fairs Committees; and
WHEREAS, The City of New-
port Beach desires to assist in the
program of the California Veter-
ans' Committee by coordinating all
of its public and private facilities,
resources, and activities with the
program aforesaid;
NOW, THEREFORE, The City
of Newport Beach, by and through
its City Council, does ordain as
follows:
SECTION I. There is hereby
created the Veteran Affairs Com-
mittee of the City of Newport
Beach.
SECTION II. Said Veteran Af-
fairs Committee shall be composed
of the mayor, who shall be ex
officio chairman of the commit-
tee, and representatives of the
American Legion, Veterans of
Foreign Wars of the United
States, Disabled American Vet-
erans, American Red Cross, Cali-
fornia Federation of Women's
Clubs, and other State and Federal
agencies and departments, and
public and private organizations
and agencies concerned with vet-
erans' affairs and problems. Said
representatives shall be appointed
by the Mayor with the advice and
approval of the city council. One
of the members of the committee
shall be designated as general
chairman and one as secretary,
and from the general membership
of the committee there shall be ap-
pointed an executive committee of
12 members to act with the gen-
eral chairman.
SECTION III. The members of
said Veteran Affairs Committee
shall serve for a term of one year
and until their successors are ap-
pointed and qualified. A majority
vote of the members of the city
council will be required to remove
any member of said Veteran Af-
fairs Committee from office prior
to the expiration of his term of of-
fice. Vacancies on the Veteran Af-
fairs Committee shall be filled by
appointment by the mayor, with
the approval of the city council.
SECTION IV. It shall be the
duty and responsibility of the Vet-
eran Affairs Committee, to co-
ordinate the activities within the
city of governmental and private
agencies, and of induviduals co-
operating in the committee pro-
gram; and to stimulate public in-
terest and participation in the pro-
gram; and to perform such other
advisory functions as may be re-
quested of it by officials of the
city, county, State, and Federal
agencies engaged in the program.
Said committee shall receive,
acknowledge, and appraise prof-
fers of facilities, services, and
ideas originating within the com-
munity and make appropriate dis-
position of same; clear the infor-
mation concerning the programs
and objectives among cooperating
agencies; recommend adjustments
or arrangements necessary for
prompt assimilation of programs
to the appropriate officers, depart-
ments, or agencies; receive re-
quests for assistance from the Cal-
ifornia Veterans' Committee and
transmit these requests to the
proper city authorities or agen-
cies; accumulate or assist in the
accumulation of information . re-
garding local governmental, finan-
cial, economic, industrial, and hu-
man facilities and resources and
transmit any such facts, as well
as ither necessary information, to
the California Veterans' Commit-
tee.
The committee shall aid the vet-
erans of the community to under-
stand thoroughly the benefits pro-
vided by Federal and State Gov-
ernments and assist them in se-
curing such benefits.
The committee shall aid the vet-
eran and his family in problems
which arise from the act of re-
establishing himself in civilian en-
terprise.
The committee shall invite the
organizations, agencies and groups
in the community concerned with
veterans' affairs into a single
group for controlled and coordin-
ated effort.
SECTION V. The function of
the Veteran Affairs Committee of
the City of Newport Beach shall
be carried on through a Veteran
Affairs Center where the veteran
can obtain general information,
counselling and referral to specific
groups for assistance in business
and personal difficulties.
The Veteran Affairs Center
shall be under the supervision of
a paid director, said director to
carry out the mandates and in-
structions of the Veteran Affairs
Committee, effect coordination and
cooperation between the partici-
pating organizations, and main-
tain the necessary office procedure
to assure an efficient veteran serv-
ire function.
SECTION VI. The Veteran Af-
fairs Committee shall create such
sub - committees as may be requir-
ed to properly execute its duties
and functions.
SECTION VII. This ordinance
is hereby declared to be an emer-
gency measure and shall take ef-
fect immediately; such emergency
being that it is necessary for the
preservation of the public peace,
health and safety, that this ordin-
ance become effective immedi-
ately. The following is a specific
statement showing the urgency of
this ordinance:
An emergency exists in the
United States and in this State in
providing adequate information
and aid to returning veterans of
World War II. to enable them to
readjust themselves to the con-
ditions of civil life and to secure
the benefits provided for them by
Federal and State Laws.
SECTION VIII. The City Clerk
shall certify to the separate vote
on the urgency of this Ordinance
and to its passage by the vote of
five members of the City Comicil
of the City of Newport Beach, and
shall cause the same to be pub-
lished once in the Newport Balboa
News - Times, a semi - weekly news-
paper of general circulation print-
ed, published and circulated in the
City of Newport Beach.
I hereby certify that the ques-
tion of the urgency of the fore-
going ordinance was passed, and
the foregoing ordinance w a s
,adopted, by the vote of five mem-
bers of the City Council of the
City of Newport Beach at an
adjourned regular meeting held on
the 00th day of August, 1945.

ley, Isbell, Reed, Hall.
NOES, Councilmen: None.
ABSENT, Councilmen: None.
The above and foregoing Ordin-
ance is approved by me this 17th
