required by any provision of this
Chapter to be made or furnished.
"Section 3411. Sam^, Exemption
for Pardoned Offense. Nothirg in
this Chapter shall be deemed nor
construed to apply to any person
,who has or shall have received a
ifull pardon for each such crime
whereof he shall have been con -
victed.
"Section 3412. Same, Penalty.
Any person violating any pro-
vision of this Chapter shall be
deemed guilty of a misdemeanor
and upon conviction thereof shall
be punishable by a fine of not to
exceed Five' hundred Dollars
($500.00) or by imprisonment in
the City or County Tail for a
period of not to exceed six (6)
months, or by both such fine and
imprisonment.
"Each separate day, or any por-
tion thereof, during which any
violation of this Chapter occurs
or continues, and each failure, ne-
glect or refusal to make any such
report or to furnish any such in-
formation, photograph or fiiiyer-
prints during each or any day or
portion thereof, from and after
the expiration of the time speci-
fied in this Chapter within which
such report must be made, or
such information, photograph or
fingerprints furnished, shall be
deemed to constitute a separate
violation hereof, and a separate
offense hereunder, and upon con-
viction therefor each such vio:a-
lion shall be punishable as herein
provided."
SECTION 2: This Ordinance is
hereby declared to be an urgency
measure and necessary for the im-
mediate preservation of the public
peace, health and safety, for the
reason that it is necessary to take
immediate steps to suppress the
activities of a certain criminal
class, including those known and
reputed to be the "Gangsters,"
who are coming into the State of
California, and various communi-
ties of Southern California par-
ticularly in increasing numbers, as
is shown by recent criminal acts
of major character in this and ad-
joining counties, and by reason of
the close proximity of the City of
Newport Beach to a large center
of population, to wit: The City and
County of Los Angeles; and that'
there is no means provided by law
whereby the law enforcement offi-
cers of this City may be apprizcd1
of the arrival into nr the presenro

until a crime or act of violence

nance shall become effective im-
mediately upon its_ passage

the 8th day of February, 1954, and

on the 23rd day of February, 1954,
