'Park- ing Meter' is any mechanical device placed upon streets or other property owned, leased or controlled by the City at the direction of the City Council or under the provisions of this Code which is designed, upon the deposit of lawful coin or coins of the United States, to measure in min- utes or hours the period of time during which a vehicle may be parked in the park- ing space adjacent thereto ' and so constructed or equip- ped that the same will, upon the expiration of the time for which a coin or coins have been deposited, display a sign or signal indicating such expiration." SECTION 2: Sections 3291.1, 3291.2, 3291.3, 3291.4, 3291.5, 3291.6 and 3291.7 of the New- port Beach Municipal Code are repealed. SECTION 3: Section 3291.1 is added to the Newport Beach Municipal Code to read: "SECTION 3291.1 Park- ing Meter zones. The City Council may by resolution establish or authorize park- ing meter zones including i therein such streets and such land owned, leased or controlled by the City as traffic and parking condi- tions require." SECTION 4: Section 3291.2 is added to the Newport Beach Municipal Code to read: "SECTION 3291.2 Desig- nation of Parking Spaces. Lines or marks shall be placed on the curbs or on the pavement or surface of parking meter zones at or alongside of each parking meter to designate the park- ing space for which such Parking meter is to be used." SECTION 5: Section 3291.3 is added to the Newport Beach .�Imricipal Code to read: "SFC'rIW% :1291.3 3la,) SECTION 6: Section 3291.4 is addeedmama to the Newport Beach Municipal Code to mad- . "SECTION 3291.4 Park- ing Meter Operation. The de- nomination of the coin or coins that shall be deposit- ed in parking meters, the Parking time allowed follow- ing deposit of such coins, the hours during which such deposits are required, the days of the week and the weeks of the year during which such deposits are re- quired and the directions which -shall appear on the parking meters shall be such as may be prescribed by the City Council by reso- lution." SECTION 7: Section 3291.5 is. added to the Newport Beach Municipal Code to read: "SECTION 3291.5 De- posit of Coins and Active- , tion of Dieter. No per. son, except as otherwise provided in this Article, shall cause, permit, allow or suffer any vehicle register- ed to or parked or operated by him to be or remain park- ed in any parking space in a parking meter zone dur- ing any time when the park- ing meter adjacent to such parking space indicates that no portion remains of the period of time for which a coin or coins have been de- posited or beyond the time parking in such apace is otherwise permitted or limit - ad" SECTION 9: - Section 3291.7 is added to the Newport Beach Municipal Code to read: "SECTION 3281.7 Excep- tion. A vehicle may be park- ed and remain parked in a parking space in a parking meter zone open to parking without the deposit of any coin in the parking meter adjacent thereto during time other than that designated by resolution of the City Council as time during which deposits are required." SECTION 10: Section 3291.8 is added to the Newport Beach Municipal Code to read: "SEOPION 3281.8 Use of Slugs Prohibited. No person shall deposit in any parking meter any slug, device or other substitute for lawful coin of the United States." SECTION 11: Section 3291.9 is added to the Newport Beach Municipal Code to read: " SEOTION 3291.9 Tamper- ing with Parking Meters. No person, except an agent or employee of the City in the course of his agency or em- ployment, shall deface, in- jure, tamper with, open, or wilfully break, destroy or impair the usefulness of any parking meter." SECTION 12: Section 3293 of the Newport Beach Municipal Code is amended to read: "SECTION 3293. Driving, Riding or Parking on Beach Prohibited. No person shall ride in, or upon, or opemte, drive or park, any motor vehicle upon that portion of the City, commonly known and designated as the beach, and which is the strip of land lying between the wa- ters of the Pacific Ocean and the southerly line of Ocean Front." SECTION 13: This Ordinance shall be published once in the Newport Harbor News - Press, e newspaper of general circula- tion, printed and published in the City of Newport Beach, and the same shall be effective 30 days after the date of its adopt- ion.
