• AN ORDINANCE OF THE CITY OF NEWPORT BEACH
CHANGING AND REDEFINING THE BOUNDARIES OF
THE COUNCILMANIC DISTRICTS OF THE.CITY
WHEREAS, Section 1005 of the City Chater provides that
at any time deemed necessary or desirable in order that the
district boundaries be fair and logical, the City Council may by
ordinance change and redefine the boundaries of any or all of the
seven districts; and
WHEREAS, the City Council has determined that the
redefinition and change of the councilmanic districts is appro-
priate at this time; and
WHEREAS, the City Council has determined that the changes
in the boundaries and numbering of the districts incorporated in
this ordinance should be made in order that each district shall, as
• nearly as practicable, constitute natural areas of contiguous and
compact territory and provide fair representation on the City
Council;
NOW, THEREFORE, the City Council of the City of Newport
Beach DOES ORDAIN as follows:
SECTION 1. The First District shall include all that
portion of the City included within the following described boundary
line, to wit:
Beginning at the intersection of the mean high tide
line of the Pacific Ocean and the southwesterly prolongation
of 27th Street; thence northeasterly along said prolongation
and 27th Street to Balboa Boulevard; thence southeasterly
along Balboa Boulevard to 26th Street; thence easterly along
26th Street to the Newport Channel; thence southerly along
said Newport Channel; thence in a northeasterly direction to
the West Lido Channel; thence northerly along the West Lido
Channel to the Lido Channel; thence in a southeasterly
direction along the Lido Channel, and the main channel of
Newport Bay to the centerline of the Harbor entrance; thence
southerly along the centerline of the Harbor entrance to the
• mean high tide line of the Pacific Ocean; thence westerly
along the mean high tide line to the Point of Beginning.

SECTION 2. The Second District shall include all that
portion of the City included within the following described
• boundary line, to wit:
Beginning at the intersection of the mean high tide
line of the Pacific Ocean and the southwesterly prolongation
of Summit Street, being the westerly boundary line of the
City of Newport Beach; thence in a northerly and easterly
direction along the most westerly boundary line of the City
of Newport Beach to Superior Avenue; thence southwesterly
along Superior Avenue to the northwesterly prolongation of
Hilaria Way; thence southeasterly along said prolongation
and along Hilaria Way to Newport Boulevard; thence
southerly along Newport Boulevard to West Coast Highway;
thence in a southerly and westerly direction along the Lido
Channel, the West Lido Channel and the Newport Channel to
the northeasterly prolongation of 26th Street; thence
southwesterly along said prolongation and along 26th Street
to Balboa Boulevard; thence northwesterly along Balboa
$oulevard to 27th Street; thence southwesterly along
27th Street to the mean high tide line; thence northwesterly
along the mean high tide line to the Point of Beginning.
SECTION 3. The Third District shall include all that
portion of the City included within the following described
• boundary line, to wit:
Beginning at the intersection of West Coast Highway
and Newport Boulevard; thence northerly along Newport
Boulevard to the southeasterly prolongation of Hilaria Way;
thence northwesterly along said prolongation and along Hilaria
Way and its northwesterly prolongation to Superior Avenue;
thence northeasterly along Superior Avenue to the northwesterly
prolongation of 15th Street and the boundary line of the City
of Newport Beach; thence southeasterly and northeasterly along
said boundary line to westcliff Drive; thence southeasterly
along Westcliff Drive and its southeasterly prolongation to
Upper Newport Bay; thence southerly along Upper Newport Bay
to the northerly line of Bayshore Trailer Park; thence
westerly along said northerly line to Dover Drive; thence
southerly along Dover Drive to West Coast Highway; thence
easterly along West Coast Highway to the main channel of
Newport Bay; thence southerly along the main channel to the
Lido Channel; thence northwesterly along the Lido Channel
and its prolongation to the Point of Beginning.
SECTION 4. The Fourth District shall include all that
portion of the City included within the following described
boundary line, to wit:
• Beginning at the intersection of Irvine Avenue and
Westcliff Drive; thence southeasterly along Westcliff Drive
and its southeasterly prolongation to Upper Newport Bay;

thence southerly along Upper Newport Bay to the northerly
line of Bayshore Trailer Park; thence westerly along said
• northerly line to Dover Drive; thence southerly along Dover
Drive to West Coast Highway; thence easterly along West
Coast Highway to the main channel; thence southerly and
easterly along the main channel and along Balboa Island
Channel to the proposed centerline of the waterway entrance
to Promontory Bay; thence northerly along said entrance to
the proposed realignment of Bayside Drive; thence north-
westerly along said Bayside Drive to East Coast Highway;
thence northerly along the easterly line of Bayside Trailer
Village to Upper Newport Bay; thence in a northerly and
easterly direction along Upper Newport Bay to Backbay Drive;
thence northeasterly along Backbay Drive to Eastbluff Drive;
thence northeasterly along Eastbluff Drive and its prolonga-
tion to MacArthur Boulevard, and the boundary line of the
City of Newport Beach; thence along the boundary line the
following courses; Northerly along MacArthur to Jamboree
Boulevard, northeasterly along Jamboree Boulevard to Campus
Drive; northwesterly and southwesterly along Campus Drive
to Orchard Drive; southeasterly along Orchard Drive;
northeasterly to Palisades; southeasterly along Palisades
to Jamboree Road and the boundary line of the City of Newport
Beach; southwesterly along the City boundary line to an angle
point in the City boundary line, said angle point being the
most easterly angle point on the southeasterly prolongation
of Mesa Drive; westerly along said City boundary line to
Tustin Avenue; thence southwesterly along Tustin Avenue to
the southwesterly boundary line of Annexation No. 59;
thence southerly along said boundary line to Irvine Avenue;
• thence southwesterly along Irvine Avenue to the Point of
Beginning.
SECTION 5. The Fifth District shall include all that
portion of the City included within the following described
boundary line, to wit:
Beginning at the intersection of Ford Road and
MacArthur Boulevard; thence westerly along Ford Road to
Jamboree Road; thence southerly along Jamboree Road to Marine
Avenue; thence southerly along Marine Avenue to the main
channel; thence westerly along the main channel to the Balboa
Island Channel; thence easterly along the Balboa Island
.Channel to the proposed centerline of the waterway entrance
to Promontory Bay; thence northerly along said entrance to
the proposed alignment of Bayside Drive; thence northwesterly
along said Bayside Drive to East Coast Highways thence
northerly along the east line of Bayside Trailer Village to
Upper Newport Bay; thence in a northerly and easterly direction
along Upper Newport Bay to Backbay Drive; thence northeasterly
along Backbay Drive to Eastbluff Drive; thence northeasterly
along Eastbluff Drive and its prolongation to MacArthur
Boulevard; thence southerly along MacArthur Boulevard to the
Point of Beginning.
SECTION 6. The Sixth District shall include all that
portion of the City included within the following described

boundary line, to wit:
• Beginning at the intersection of Ford Road and
MacArthur Boulevard; thence westerly along Ford Road to
Jamboree Road; thence southerly along Jamboree Road to
•Marine Avenue; thence southerly along Marine Avenue to
the main channel, thence easterly along the main channel
to the centerline of the Harbor entrance; thence southerly
along the centerline of the Harbor entrance to the mean
high tide line of the Pacific Ocean; thence easterly along
the mean high tide line to the southwesterly prolongation
of Narcissus Avenue; thence northeasterly along said
prolongation and Narcissus Avenue to Fifth Avenue; thence
northwesterly along Fifth Avenue and its northwesterly
prolongation to MacArthur Boulevard; thence northerly along
MacArthur Boulevard to the Point of Beginning.
SECTION 7. The Seventh District shall include all that
portion of the City included within the following described
boundary line, to wit:
Beginning at the intersection of Fifth Avenue and
Narcissus Avenue; thence northwesterly along Fifth Avenue and
its northwesterly prolongation to MacArthur Boulevard; thence
northerly along MacArthur Boulevard!to_Ford Road and the
boundary line of the City of Newport Beach; thence easterly
and southerly along the boundary line to the mean high tide
• line of the Pacific Ocean; thence westerly along the mean
high tide line to the southwesterly prolongation of Narcissus
Avenue; thence northeasterly along Narcissus Avenue and its
prolongation to the Point of Beginning.
SECTION 8. By the enactment of this ordinance it is
the intention of the City Council that the district numbers and
boundaries as set forth herein shall replace and supersede all
prior district numbers and boundaries as originally established
by Sections 1006 through 1012 of the City Charter and as subse-
quently modified by ordinance.
SECTION 9. This ordinance shall be published once in the
official newspaper of the City, and the same shall be effective
30 days after the date of its adoption.
This ordinance was introduced at a regular meeting of
the City Council of the City of Newport Beach held on the 23rd
