PROJECT SUMMARY
This is a request that the Planning Commission initiate an amendment to the Zoning
Districting Maps to reclassify the zoning of two parcels of land owned by the City of
Newport Beach from PC -33 (Corona del Mar Seniors Project Planned Community) to
OS (Open Space) in conjunction with the construction of a new Oasis Senior Center.
Staff recommends that the Planning Commission adopt a draft resolution (Exhibit 1) of
intent to initiate an amendment of Zoning Districting Maps No. 32 and No. 51 to
reclassify the zoning of Lots A and B of Tract 11949 from PC -33 to OS.
DISCUSSION
The City is currently working with consultants on the design and construction of a new
Oasis Senior Center. As part of the development process, staff discovered an
inconsistency in the zoning of the parcels that comprise the project site. As shown on
Exhibit 2, the Oasis Senior Center site consists of three parcels of land. Although all
parcels are owned by the City and are developed for use by the senior center, one
parcel is currently zoned OS, while two smaller parcels are zoned PC -33.
Background
In 1977, the City Council adopted an ordinance to reclassify a parcel of land designated
for use as a senior citizens center from R -2 -13 to OS. This is the larger parcel of land
currently zoned OS.

In 1986, the City Council adopted an ordinance establishing PC -33 for development of
The Terraces of Corona del Mar, a senior housing project located directly to the east of
the Oasis Senior Center. The approved tract map for the senior housing project
included the dedication of two parcels of land (Lots A and B of Tract 11949) to the City
of Newport Beach for public recreational purposes. These are the two parcels of land
that staff recommends be reclassifed from PC -33 to OS with the intent of assigning
consistent zoning to the entire site in conjunction with the redevelopment of the Oasis
Senior Center.
CONCLUSION
If the Planning Commission concurs with staffs recommendation to reclassify the
zoning of Lots A and B from PC -33 to OS, staff will proceed with the processing of an
application on behalf of the City of Newport Beach for an amendment to Zoning
Districting Maps No. 32 and No. 51.

ZONING DISTRICTING MAPS NO. 32 AND NO. 51 FOR

WHEREAS, Title 20 of the Newport Beach Municipal Code authorizes the Planning
Commission to adopt a resolution initiating amendments to the Zoning Districting Maps of the
City of Newport Beach; and
WHEREAS, the Planning Commission desires to amend Districting Maps No. 32 and No.
51 to reclassify the zoning of Lots A and B of Tract Map 11949 for property located at 800
Marguerite Avenue from PC -33 (Corona del Mar Seniors Project Planned Community) to OS
(Open Space) in conjunction with the construction of a new Oasis Senior Center.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of
Newport Beach hereby initiates an amendment to Title 20 of the Newport Beach Municipal Code
to reclassify the zoning of Lots A and B of Tract Map 11949 for property located at 800
Marguerite Avenue from PC -33 to OS.
