We should remember that it's possible to approve a Genera Plan that has less capacity than what was analyzed in the EIR, but you can't go above hat you've analyzed in the EIR unless you re -do and re- circulate the EIR. So if you're oing to err on one side or the other, I would encourage you to err on the high side s e don't find ourselves at the end of the process hung up by an EIR that considered to little. This is not to suggest that you do something that's unreasonable, or that you ould never consider approving; but, if you're on the borderline I think we should keep hat in mind. Wood indicated that in Policy NR5.2, GPAC had recommended changing the capitalization of the Upper Newport Bay Ecosystem Restoration Project; however since hat meeting she confirmed this was a project supported by the City and recommended he Commission approve of the original language. The Commission agreed. nmissioner Eaton pointed out that the LCP had been changed by the C nmission and asked if staff would be updating any policies affected by nges. Commissioner Eaton suggested also striking the w sting." Commissioner Hawkins wanted the goal to read "Maintain and enhance.... sioner Tucker asked to delete the reference to "wetland" in Policy NR14.4. isioner Hawkins recommended the policy read `Require that any project tha s diking, filling or dredging of an estuary must maintain the capacity of the as required by State or Federal law." He also recommended deleting the sentence. nmissioner Hawkins asked about the parenthetical Ecological Reserve in P 16.1. Ms. Wood indicated the language would be changed to "Upper Newport rine Park (formerly Ecological Reserve)."
