RESOLUTION N0..3�0 • A RESOLUTION OF THE BOARD.OF TRUSTEES OF THE CITY OF NEWPORT BEACH ADOPTING SPECIFICATIONS NO. 37 FOR THE CONSTRUCTION OF A DATER DIS- TRIBUTION SYSTE11 FOR DOMESTIC SUPPLY AND .FIRE PROTECTION AND APPURTENANCES THERETO WITHIN THE CITY OF NE7PORT BEACH. - - 0 0 - - Be it resolved by the Board of Trustees of the City of Newport Beach that the following specifications to be known as Specifications No. 37 for the construction of a water distri- bution system for domestic supply and fire protection, and appur- tenances thereto within the City of Newport Beach, be and the same are hereby adopted. PLANS, PROFILES ETC. The work "herein provided for is to be done in accordance with the plans, profiles and cross - sections on file in the office of the City Engineer of the City of Newport Beach, and in accordance with the resolution therefor, and all work shall, during its pro- greys and on its completion, conform to the lines and levels which may, from time to time, be given 'by said City Engineer. STORK TO BE DONE. Under these specifications the contractor will be required to furnish all labor and materials as hereinafter provided for and re- quired for the construction and completion of the improvement in accordance with .the plans and specifications, and all tools and equipment necessary for the performance of said work,and to lay and install the pipe, fittings and other appurtenances as herein- after specified. WORK GENERAL REQUIREMENTS. The Contractor shall, for the price bid, furnish all the materials to execute the work in every respect in a thorough and workmanlike manner, "in accordance with the plans, and specifica- - 1 - Lions and to the satisfaction of the Street Superintendent. %TATMIALS AND SA1!TPLT:U . All materials meet be of specified quality and fully equal to the samples when samples.are required. The Contractor shell furnish to the Engineer for test, whenever called for and free.of charge, samples of all materials proposed to be used in the mrk. Rejected materiel must be immediately removed from tho rork by the Contractort. LABOR. Any oversee]`, superintendent., laborer or other person employed by the Contractor on the pork, who shall perform work in .a manner contrary to theco speoiftoations shall be discharged immediately and such persons shall not again be employed on the raork. EXA'- RTFATION OF Ga0UMD. Bidders mutt examine and judge for themselves as to the loca- tion of the proposed .7ork, and the-nature of the excavation to be made and the pork to be done. SETTIM STAXT:G. The Contractor shall give $4 hours notice in writing when he will require the setvioss of the En&ftneor for laying out any por- tion of the rork. He shall dig all stake holes necessary to give lines and levels. The Contractor shall preserve all stakes set for the lines, levels or measurements for the.nork in their proper places until authorized to remove them by the Engines!, and any expense incurred in replacing ocid stakes vhieh the Contractor or f o subordinates may have failed to proaerve, shall be borne by the Contra ©tor. PLA2]S AND SPECIFICATIONS. The Contractor shall keep upon the pork a copy of the plans -a - • • of S 3_ and specifications, and access thereto shall at all times. be ac- corded the Engineer or Inspector, INSPECTORS. The Contractor shall prosecute work only in the presence of an Engineer..or Inspector, appointed by the Street Superintendent, and any.work done in the absence of said Engineer or Inspector will be subject to rejection. The Contractor shall furnish the Engineer and Inspector reasonable facilities for.-obtaining such information as may be necessary to give them full information at all times respecting the progress.and manner of the work and the character of the materials. PRESERVATION OF MONUMENTS. The Contractor shall not disturb any monuments or stakes found on the line of improvements until ordered by the Engineer, and he shall bear the expense of resetting any monuments or stakes which may be disturbed without orders REMOVING OBSTRUCTIONS. The Contractor shall remove all trees, stones, debris and all other obstructions that may be encountered in making said improve- ments. OBSERVING CITY ORDINANCES. The Contractor shall observe all the Ordinances of the City of Newport Beach.in relation to the obstruction of streets, keeping open passageways and protecting the same where they are exposed or dangerous to tfavel. BARRIERS, LIGHT, ETC. The Contractor shall take all necessary measures to protect the work and prevent accidents during construction. He shall - 3 - �_ maintain and provide all necessary barriers, guards, temporary • bridges, watchmen and lights. • PUBLIC UTILITIES. In case it should be necessary.to move the property of any owner of a public utility or franchise, such owner will, upon proper application by the Contractor, be notified by the Street Superin- tendent, to move such property within a specified reasonable time, and the Contractor shall not interfere with said property until after the expiration of the time specified. The right is reserved to the owners of public utilities and franchises to enter upon the street for the purpose of making re- pairs or changes of their property that may be made necessary by the work. The City shall also have the privilege of entering upon the street for the purpose of repairing culverts or storm drains. LOSS OR DAMAGE All loss or damage arising from any unforseen obstruction or difficulties, either natural or artificial, which may be encountered in the prosecution of the work, or from any action of the elements, or from any act or omission not authorized by these specifications, on the part of the Contractor, or any agent or person employed by him, shall be sustained by the Contractor. DEFECTIVE WORK. No.work which may be defective in its construction or defi- cient in any of the requirements of these specifications will be considered as accepted in consequence of the failure of any of- ficer of the City or Inspector connected with the work, to point 1. out said defect or deficiency during.cons.truction, and the Con- tractor shall correct any imperfect work, whenever discovered, before the final acceptance of the work. - 4 - • 00 d 2 f'.a PROTECTION OF WORK AND CLEANING UP. � r The Contractor shall care for all work until final completion and acceptance. He shall remove all surplus material and rubbish from the work after its completion and before he make application for the acceptance of the work. FINAL INSPECTION. The Contractor shall notify the Street Superintendent when he desires a final inspection of the work, when the latter will,as soon as possible, make the necessary examination, and if the work is found in compliance with these specifications, the street super- intendent will furnish the Contractor with a certificate to that effect. ALLOWABLE VARIATION. When in these specifications a maximum or minimum, either in size, percentage or thickness, or relating to quality or character or other matter, is allowed or prescribed, the work shall be.ac- cepted as in compliance therewith, if within such maximum or min- imum so allowed thereby.. DEFINITIONS: Whenever the word "City" is used in.these specifications it refers to the City of Newport Beach, California. Whenever the word "Contractor" is used.in these specifications- it refers to the party or parties of the second part in the agree -- ment for the construction of the work herein specified. Whenever the words "Superintendent" or "Engineer" are used. in these specifications, they refer respectively to the "Street Superintendent" or "City Engineer[' of the City of Newport Beach, or their authorized agents or inspectors. - 5 - r I I';,_ i,,- STANDARD STEEL PIPE • MATERIAL. ` a, e- All steel pipe shall be made�of soft weldable steel of uni- form good quality, this steel to be particularly adapted to the re- quirements for wrought pipe, and sufficient crop shall be out from the top of each ingot to secure solid metal in the skelp. PROPERTIES. The steel from which the pipe.-is, made shall halre approximately the following physical properties; Tensile strength not less than 50,000 lbs. per square inch. Elastic limit not less than one -half the tensile strength. Elongation in 811 not less than 20%. Reduction in area not less than 50%. BEND TEST. Veen required, a test specimen out lengthwise from finished pipe and filed smooth on the edges,.shall bend to an angle of 1800 with an inner diameter equal to.the thickness of the material, without fracture. THREADING. Pipe and couplings shall be threaded and tested according to Briggs Standard. Thread must be a good commercial thread and must not leak when subjected to an internal pressure of 600 pounds per square inch. The thread must not vary more than 1 1/2 turns either way. All burrs at the ends shall be removed. TOBERANCE. The pipe shall not vary more than 1% either way from being perfectly round and true to the standard outside diameter, and shall not vary more than 5% either way.from the standard reight hereinafter referred to. SIZES. - 6 - rte,_ .VX , ► SIZES. • 3/411 pipe shall have an external diameter of 1.05" and an internal diameter of 0.8241,, a thickness of 0.1131' and a weight of not less than 1.13 lbs. per foot. 2" Diameter pipe shall have an external diameter of 2.375++, an internal diameter of 2.067+1, a thickness of 0.154++ and a weight of not less than 3.65 lbs. pet foot 2 1/211 Diameter pipe shall have an external diameter of 2.87511, an internal diameter of 2.46911., a thickness of 0.20311 and a weight of not less than 5.79:1bs. per foot. All steel pipe shall be standard black, and shall be galvanized whenever shown on the plans. COATING. All pipe except when galvanized shall be double dipped and coated inside and outside with asphaltum or coal tar. The coat- ing must.be uniformly thick and must have absolute adhesion to the pipe. To prevent a layer of.moisture beneath the coating the mix- ture must be applied on a perfectly dry surface. The pipe, before applying the coating, must be cleaned.of rust and mill scars. Aftex the pipe has been screwed together the entire outside surface thereof and all fittings shall again be thoroughly painted with asphaltum or coal tar. TRENCHING. All,pipe shall be laid in an open trench. The minimum width of excavation for pipes and fittings shall not be less than 611 wide on both sides of pipes or fittings. The Contractor shall at all times during the progress of the work keep the trenches and excavations free from water until the backfilling kias been com- pleted. - 7 - ft F LAYING PIPE. After the trenching has been brought to the proposed line and grade the pipe shall be laid .therein in the following manner: be- fore any pipe is put into place the trench between shall be pre- pared so that the pipe will have a firm and uniform bearing over its entire length. All adjustments.to line and grade must be made by scraping away or filling in the earth under the body of the pipe and not by wedging or blocking up the ends. The joints of.all pipe shall be screwed up tight in a good and workmanlike manner. SADDLES. All pipe saddles for service connections shall be standard and be made of malleable iron with two wrought iron straps, and tapped to fit service connection pipes. They must be securely fastened in place on the Dipe and painted with asphaltum or coal tar. FITTINGS: All fittings for standard steel screw pipe and galvanized iron pipe shall be made of malleable iron and tapped to conform to "Briggs" standard pipe threads. They must belfree from all blisters, pits or other defects that would break the continuity of the thread. BACKFILLING TRENCH. After the pipe laid has been tested as hereinafter provided for, the trench shall be backfilled with the same material ex- cavated from the trench, and carefully packed and well rammed with proper.tools under and around the body of the pipe and fittings, as well as the fill over the top df the pipe and fittings. Surplus material not required in refilling the trench shall be evenly and uniformly spread over the ground adjacent to the trench. - 8 - 3. :c • TESTING PIPE AND FITTINGS FOR LEAKAGE. • After the pipe has been laid it will be subjected to a hydrostatic pressure test of 125 pounds per square inch, held for 30 minutes, during which time no portion of the pipe or fittings laid shall show percolation. SPOIL BANKS. The .materials excavated shall.be laid compactly along the side of the trench, and kept..trimmed up so as to cause as little in- convenience as possible to the public travel. In case the street is not wide enough to hold the earth without stopping the passage- way on the sidewalk, the Contractor shall eaect a board fence and keep a passageway - six feet wide - open. on said sidewalk. Free access must be left to all fire hyidrants and watergates. MEASUREMENTS. Main pipes will be measured horizontally from center to center of structure along the center line of the pipe service, including all specials. SURPLUS MATERIAL. Surplus material not required in refilling the trench or tunnel shall be promptly removed by the Contractor as the back- of filling progresses and disposed /by him;' UNGRADED STREETS: Ninenever the pipe is built in any ungraded street, the trench shall be refilled to the original surface of the street; provided, /B inches however, that there shall not be less than of earth or sond over the pipe; and, provided further that where a fill is required on which to construct the pipe, the fill shall be made of good, or sono' sound earth built up in layers not more than one (1) .foot thick, and the layers thoroughly compacted by rolling or tamping. 5here the trenches do not supply sufficient material of the - 9 - a . proper quality for making the fill,the Contractor shall supply • the deficiency. RESTORATION OF SURFACE OVER PIPES: In all public streets, alleys of other public places, and in pipe right -of -way, the surface over and adjacent to the sides of the trenches shall, after being backfilled and prepared as specified in these specifications be restored by the'Contractor without delay in a workmanlike manner with the same class of materials and constructed in the same manner as the surfacing or paving that was in place before the construction of the pipes was commenced. The City Clerk shall certify to the passage of this Resolution and shall cause a minute of the passage thereof to be entered in the records of the Board of Trustees of the meeting at which it was passed.
