A RESOLUTION OF THE BOARD OF TRUSTEES OF THE
CITY OF NEWPORT BEACH ADOPTING SPECIFICATIONS
NO. 42 FOR THE CONSTRUCTION AND INSTALLATION
OF CONDUITS AND METAL LIGHTING STANDARDS FOR
ORNAMENTAL LIGHTING IN THE CITY OF NE"riPORT
BEACH.
BE IT RESOLVED by the Board of Trustees of the City of
Newport Beach that the following specifications, to be known as
Specifications No. 42, for the construction and installation of
conduits and metal lighting standards for ornamental lighting in
the City of Newport Beach, be and the same are hereby adopted.
1. The work herein provided for is to be done in ac-
cordance with the plans and profiles on file in the office of the
City Engineer of the City of Newport Beach, and all work shall,
during its progress and on its completion, conform to the lines
and grades which may from time to time be given by said City
Engineer.
II. !FORK TO BE DONE.
1. To furnish all material including posts, foundations,
conduit, cable, lamps, globes, and all other suitable or necessary
appliances for the installation of the system.
2. To furnish all labor necessary, lay conduits, install
cable, erect and equip the posts, and place the system in complete
operating condition.
3. All the above in accordance with these specifica-
tions and plans in the office of the City Engineer, and all to the
satisfaction of the Street Superintendent.
III. METAL LIGHTING STANDARDS.
1. The inside of the standards shall be smoothed and
true without projections or fins that would in any manner interfere
with the introduction of cables or wiring. All castings shall
be carefully cleaned, both inside and outside, and all surfaces
of the standards, both inside and. outside, shall be painted with
one coat of approved metal paint before leaving to factory.
2. After standards are erected in permanent position
and thoroughly cleaned, which shall include the removal of sur-
plus or plastered paint, dirt, rust or other foreign substances,
a coat of KwickGlo metal primer No. 138, (or its equivalent) shall
be applied over bare metal, or red lead, as the case may be,
thoroughly covering all portions of the standard. A soft bristle
brush or spray -dun may we used for this application. It shall
then be allowed to dry and harden for a period of twenty -four
(24) hours.
3. when the primer is thoroughly dry, apply an ezen
coat of KwickGlo City Bronze Greer. No. 116 (or its equivalent),
mixed as follows:
Mix one (1) can KwickGlo C. P. NetLl Pigment (or its
equivalent) to each gallon of KwickGlo City Bronze Green No. 11.6
(or its equivalent) only at time of application and use within
eight (8) hours from time of mixing, stirring it frequently. In
the application of this coat use a good bristle brush rrd apply
liberal coat to thoroughly cover the surface and thc_i stre`. =_e� well
and brush out uniformly. This coat shall be allowed to dry end
harden for a period of t-enty -four (24)

4. After the tronze green is thoroughly dry
apply a liberal even coat of KwickGlo Long 011 Steel Spar
As Varnish No. 100 (or its equivalent).- For this Applica-
�- tion a good clean bristle brush shall be usedi
IV. ERECTION OF STANDARDS:
The foundation must be allowed three (3) days
to set before the standards are erected thereon, and the
base of the standards shall be set 12" inside of the ,
street face of the curb, unless otherwise shown upon the
plans.
The standards must be plumb and in line, and
upon a uniform height above the plane of the sidewalk.
After the standards are plumbed upon the
foundation, the base must be given a uniform bearing by
grouting with mixture of one part cement and two parts
sand.
V. CONCRETE FOUNDATION AND PLACING OF STANDARDS.
1. The concrete for the foundation shall be composed
of one (1) part by measure of Portland Cement, two (2)
parts by measure of sand, or stone screenings, four (4)
parts by measure of broken stone or screened gravel, which
will pass through a one and one -hal f (1 1/2) inch ring
and be retained on a one - quarter (l%4) inch mesh screen.
The cement used on the work shall be Portland Cement, passing
the requirements for cement and cement tests, under the
conditions prescribed in Specifications 09 -17 adopted by
the American Society for Testing Materials in 1916.
2. The concrete shall be thoroughly mixed and incor-
porated while dry so as to form a homogeneous mixture of
the ingredients: Then the waterishall be added in suffix-
cient quantities so as to produce a.Uniformly and thoroughly
wet mass. 'While being Watered, the whole mass shall be
turned at.least twice more.. The concrete thus prepared
shall be immediately placed in the form and thax:oughly
tamped until water appears upon the surface. The top of
the concrete base shall be floated and troweled smooth.
The foundation must be given at least seventy -two (72)
hours to set before the post is placed thereon. The center
of the posts shall be set twenty -two (22) inches from
the curb face, unless otherwise shown upon the plans or in
the Resolution of Intention. They shall be plumb and in
line, and of the same relative height above the curb.
After plumbing the posts upon the foundations, the base
must be given a uniform bearing by grouting with a mix-
ture of one (1) part Portland Cement and two (2) parts
sand, the grout being thin enough to flow.
VI. CONDUIT.
1. Conduit and conduit bends furnished shall be
sheridized iron conduit, and shall be three - quarters
(3/4) inch inside diameter, unless otherwise shown upon
the plans, radius of bends to be not less than eight (8)
inches.

2. All conduit threads are to be treated with graphite
pipe paste before screwing together, and are to be put together
absolutely water tight. Care must be taken to see that the pipe
connections are good electrically.
IMA 3. The ends of each length of pipe shall be reamed on
the inside. Care must be taken to prevent any obstruction
remaining in the pipe which would injure the cable when being
pulled in.
4. All ends of conduit, to be sealed with wood plugs
during construction to prevent moisture and foreign material
entering. Conduit ends terminating in each lamp post are to be
equipped with pipe bushings, and extend up into the post as far
as the bottom of the hand hole. No junction boxes of any kind
shall be used under ground.
5. In parkways all conduit shall be laid not less than
twelve (12) inches below tae top of the curb, and at street inter-
sections s'&ll be laid not less than twenty -four (24) inches
below the finished grade of the street, except when laid beneath
a concrete gutter or permanent pavement, in which case the conduit
shall beat least twelve (12) inches below the finished grade.
Conduit shall be laid between the sidewalk and curb, or between
the sidewalk and nearest property line of the street in cases where
the sidewalk joins the curb except otherwise shown upon the plans.
6. The conduit system is to be installed in a loop
system from post to post.
. 7. At the feed -in points conduit shall be run from the
posts at each end of the system to the service pole as shown on
plans, and up the pole thirty -five (35) feet. Ends of conduit
up pole to be equipped with pipe bushings. Conduit up pole to be
covered rith fiber conduit and securely strapped to the pole.
8. Conduits terminating in each post shall be electric-
ally connected to each other, with a copper ground strip, equiv-
alent in area to a No. 6 B & S. Gauge copper lire; the ends of
conduit to be thoroughly cleaned before ground strip is put on.
VII. CABLE.
The cable used is to be what is known as varnished cam-
bric lead covered cable. All cable must conform to the follo -ing
specifications:
1. Conductors.
The cable is to be single conductor number six (6) B & S
Gauge, stranded.
2. Conductivit The conductivity of all conductors
shall not be-1 es ninety -eight (98) per cent of that of pure
copper.
�. 3. Insulation. The insulation shall consist of vernished
cambric. It mus be homogeneous in quality, free from holes and
defects, and applied helically, evenly and tightly to the con-
ductor. There shall be three - thirty seconds (3/32) inch varnished
cambric around the conductor.
4. Sheath. The sheath shell consiet of lead ^nd rust be
homogeneous inqu lity, free from holes and defects. The sheatli
shall have an everaee thickness of not leas than one - sixteenth
(1/16) inch and n minimum thickness of not less t`?n ninety (90)
per cent of the required average thickness.

5. Vol _ ' Test. Cable shall Withstand three thousand
(3000) volts, al �rnating E.N.F. between conductor and sheath for
five (5) minutes.
6. Installation of the Cable.
(a) The cable is to be installed in the conduit in a
loop system from post to post.. The ends cf cable terminating in
each post are to extend up into the post to the series socket
terminals so that there will be no splices in the cable, eosvpdab

(b) Cable ends terminating in each lamp post are to be
equipped with potheads, and to be filled with an insulating com-
pound. The ends of all cable shall be sealed by soldering until
the potheads are installed to prevent moisture from entering the
cable.
(c) Vhere cambric covered duplex is used in a lamp post
the conduit shall be sealed and made water tight "rith the use of
oakum and insulating compound at the top.
Posts are to be connected up so as to form complete
series circuits as sho-n on plans, except as otherwise indicated
on said plans.
(d) One cable shall be run from each end of each under-
ground system at feed points to service pole and up the pole to a
point twelve (12) inches above the end of the conduit.
(e) The ends of all cables up poles shall be equipped
with suitable outdoor type potheads.
(f) The sheaths of all cables in the base of each post
are to be connected together with a copper ground strip and this
strip bonded to the conduit.
VIII. POST WIRING.
1. The posts shall be wired for one circuit.
IX. SOCKETS AND LAMPS.
1. Each post shall be equipped with one (1) General
Electric series film cutout socket and socket holder, or its
equivalent.
2. The contractor shall furnish and install on each post
one type "C° 6.6 amp. Mazda 150 Watt Lamp.
X. EXCAVATION AND BACK - FILLING.
1. The excavation required for the installation of con -
duit for lamp posts etc. shall be done in such a manner as to
cause the least injury possible to the grass, trees, palms or
flowers, etc. in the parkways. The dirt shall be piled in the
gutter and not upon the parkway unless the parkway is unimproved
with grass, flowers, etc.

2. After the trench has been back - filled, it shall be
flooded with water and thoroughly settled, any surplus dirt shall
be removed and the surface of the ground left smooth and level
r with the top of the curb.
XI• RESTORING STREET SURFACE AND CEMENT "'ORK.
1. Improved Streets. In all paved, macadamized, oiled*
or otherwise improved streets, the surface over the trench shall be
finished by the contractor with the seine roadway material that was
removed in excavating the trench.
2. Reconstructing Curbs, Gutters and Sidewalks. The
reconstruction of cement curbs, drain spouts, gutters, pavements
and sidewalks which are of necessity broken into by the installa-
tion of posts and conduits shall be done by the contractor in con-
formity with the City Specifications and in accordance with the
following additional requirements, namely, the curb, gutter and
sidewalk shall be removed to the next joint beyond the excavation
required by the installation of said poets and conduits.

GENERAL REQ.UIREMEITTS
WORK
The Contractor shall., for the price bid, furnish all
the materials to execute the work in every respect in a thorough
�. and workmanlike manner, in accordance mite the plans and speci-
fications, and to the satisfaction of the Street Superintendent.
r TERIALS AND SAMPLES
All materials must be of specified quality and fully
equal to the samples, when samples are required. The Contractor
Lnall furnish to the E'nF,ineer for test, whenever called for and
free of charge, samples of all materials proposed to be used in
the +pork. Rejected meterial must be immediately removed from the
work by the Contractor.
LABOR
Any overseer, superintendent, laborer or other person
employed by the Contractor on the work, ?ho shall perform work
in a manner contrary to these specifications, shall be discharged
immediately and such person shall not again be employed on the
work.
uXrMINATION OF GROUND
Bidders must examine and judge for themselves as to the
location of the proposed worn, and the nature of the excavation
to be made and the work to be done.
SETTING STAKES.
The Contractor sh =:11 give 24 hours notice in writing
mhen he will require the seftvices of the Engineer for laying out
any portion of the work.
He shall dig vall stake holes necessary to give lines and
levels. The Contractor shall preserve all stakes set for the
lines, levels or measurements of the work in their proper places
until authorized to remove them by the Engineer, and any expense
incurred in replacing said stakes which the Contractor or his
subordinates may have failed to preserve shall be borne by the
Contractor.
PLAITS AND SPECIFICATIONS
The Contractor shall keen unon the work a copy of the
plans and specifications, and access thereto shall at all times
be accorded the Engineer or Inspector.
INSPECTORS
The Contractor shall prosecute work only in the presence
of an Engineer or Inspector, appointed by the Street Superintend-
ent, and any work done in the absence of said Engineer or Inspector
will be subject to rejection. The Contractor shall furnish the
Engineer and Inspector reasonable facilities for obtaining such
information as may be necessary to give them full information at
all times respecting the progress and manner of the work and the
character of the materials.
PRESERVATION OF MONUMENTS.
.
The Contractor shall not distUib any monuments or stakes
found on the line of improvements, until ordered by the Engineer,
and Tie shall bear the expense of re- setting any ;oonuments or stakes
which may be disturbed without orders.
RE16OVING OBSTRUCTIONS
The Contractor shall remove all trees, stone^, d.erris,
and other obstructions that may be enco,;ntered in nkling ss -!d
improvements.
OBSERVING CITY ORDINANCES.
The Contractor shall observe ell the Ordinances of the
° City of N °^port Beach in relation to the obstruction of streets,
keeping open passa.geTlrays and. protecting the same where they ere

exposed or dangerous to travel.
BARRIERS , LIC -TF:L ETC .
The Contractor shall t2:rie all necessary measures to
protect the ^•ork and prevent accidents during construction. He
shall maintain and provide all necessary barriers, guards, tem-
porary bridges, watchmen and li;;hts.
PUBLIC UTILITIES
In case ii should be necessary to move the property
of any owner of a. public utility or franchise, such owner *.rill,
upon proper application by the Contractor, be notified by the
Street Superintendent, to move such property within a specified
reasonable time, and the Contractor shall not interfere with said
property until after the expiration of the time specified.
The right is reserved to the owners of public utilities
and franchises to enter upon the street for the purpose of making
repairs or changes of their property that may be :lade necessary
by the work. The City shall also have the privilege of entering
upon the street for the purpose of repairing culverts or storm
drains.
LOSS OR DAMAGE,
All loss or damage arisin6 from any unforseen obstruction
or difficulties, either natural or artificial, �•hich may be en-
countered in the prosecution of the work, or from any action of
the elements, or from any act or omission not authorized by these
specifications, on the part of the Contractor, or any agent or
person employed by him, shall be sustained by the Contractor.
DEFECTIVE WORK
Fo work which may be defective in its construction or
deficient in any of the requirements of these specifications will
be considered as accepted in consequence of the failure of any
officer of the City, or Inspector connected with the work, to
point out said defect or deficiency during construction, and the
Contractor shall correct C.,ny imperfect work, ^rhenever discovered,
before the final acceptance of the -cork.

either in size, percentage or thickness, or relating to quality or

DEFINITIONS
Whenever the word "City" is used in these specifications
it refers to the City of Newport Beach, California.
tonever the ^cord "Contractor" is used in these specifi-
cetious, it refers to the party or parties of the second part in
the agreement for the ocnstruction of the work herein specified.
Whenever the cords "Superintendent" or1° Fx gineer" are used
in these specifications, they refer respectively to the "Street
superintendent" or "City Engineery of the City of Newport Beach,
or their authorized agents or inspectors.
