RESOLUTION NO.
WHEREAS, the Health Officer of the County of Orange,
Dr. Sutherland, who is also Health Officer of the City of Newport
Beach, has notified the City of Newport Beach that it is
necessary that said City forthwith furnish toilet facilities
for the general public, using the city owned beaches at Corona
Del Mar; and
WHEREAS, there are no toilet facilities or comfort
stations for the general public on the public owned beaches at
Corona Del Mar; and
WHEREAS, said Corona Del Mar beach is very popular
with the general public and large crowds of people patronize
said beaches; and
WHEREAS, many citizens of the city of Newport Beach
have complained to the City Council of the city of Newport
Beach concerning the unsanitary conditions of the beaches at
Corona Del Mar, and more particularly the total lack of toilet
facilities for the general public using said beaches; and
WHEREAS, it is the opinion of the City Council of the
'City of Newport Beach that the public health is endangered by
reason of the total lack oftoilet and comfort station facilities
near the beaches at Corona Del Mar, and by reason thereof
an emergency exists.
NOW, THEREFORE,BE IT RESOLVED by the City Council of
the City of Newport Beach, that the public interest and
necessity demand the immediate expenditure of public money to
safeguard life, health and property in the city of Newport
Beach, from the unsanitary conditions existing, by reason of
the total lack of toilet and comfort station facilities on
the public beaches at Corona Del Mar.

BE IT FURTHER RESOLVED by the City Council of the
City of Newport Beach, that by reason of the emergency existing
I at this time, that the City Council of the city of Newport Beach
does not have time to advertise for bids for the doing of the
work and furnishing of materials hereinafter mentioned for the
erection and construction of toilet and comfort station
facilities near the public owned beaches at Corona Del Mar.
BE IT FURTHER RESOLVED that the City Engineer of the
City of Newport Beach be, and he iEyhereby directed and instructed
to immediately erect and construct a comfort station on city
owned property at Corona Del Mar, at the location designated by
the City Council of the city of Newport Beach, and more
particularly described as follows:
In Parkway along South side of Ocean Boulevard at Larkspur
Avenue.
BE IT FURTHER RESOLVED: That the City Engineer of
the City of Newport Beach be, and he is hereby instructed to
purchase sufficient materials and hire sufficient labor to
construct and erect a comfort station on city owned property
at Corona Del Mar as aforesaid, and hereinbefore described, said
comfort station to be in accordance with the plans and specifi-
cations of the City Engineer of the City of Newport Beach hereto -

fore prepared by said City /of Newport Beach, presented to the
City Council and approved by them, and which said plans and
specifications are herein on file, and by reference thereto the
same are made a part of this Resolution.
BE IT FURTHER RESOLVED that the sum of $1.800.00
be, and the same is hereby appropriated by the City Council of

1 the City of Newport Beach out of the general fund of said City,
2 for the purpose of paying for all materials and labor necessary
3 for the erection and construction of said comfort station, in
4 accordance with the plans and specifications of the City Engineer
5 aforesaid.
6 BE IT FURTHER RESOLVED that the City Engineer of the
7 City of Newport Beach commence the work herein contemplated
8 immediately and complete the same as soon as possible in order
9 that life, health and property in the city of Newport Beach be
to properly safeguarded.

12 I hereby certify that the above and foregoing Resolution
13 was duly and regularly.passed and adopted by the City Council of
14 the City of Newport Beach at an adjourned regular meeting of the
15 City Council held on the 8th day of June, 1935, by the following
16 vote, to -wit:
