RESOLUTION NO. 3983
WHEREAS, there has been presented for consideration a
proposal of the County Supervisors Association, supported by the
California Retail Merchants Association, to provide for a 4% Stater
Sales Tax with 3% to go to the State, 3/4 of 1% of the amount col-
lected within the incorporated cities to the cities, 1/4 of 1% col-
lected within the cities to the counties and 1% collected within t
unincorporated areas to the counties, and
WHEREAS, it is contended that such a sales tax plan would
bring desirable uniformity to sales tax collection methods and
cedures as well as provide revenues to County governments, and
WHEREAS, presently the unincorporated areas of many coun-
ties have both a property and sales tax advantage over the cities
within said counties,
NOW, THEREFORE, BE IT RESOLVED, that the City of Newport
Beach actively opposes this proposal of the County Supervisors As -1
sociation for the following reasons:
1. This proposal would deprive cities of hard -won local
atuonomy over a strictly local revenue source.
2. This proposal would constitute an invasion., of here-
tofore exclusive state and municipal taxing areas and could lead
any number of additional county taxes on business operations wit
cities. This proposal is, in effect, forcing a local sales tax
upon cities which do not now have, nor may not desire to have, a
sales tax.
3. This proposal would accentuate rather than reduce the
problem of financing urban communities in unincorporated areas to
the further disadvantage of the cities.
4. This proposal would place additional city funds and
taxing powers at county disposal, whereas we believe that as the
population of a county grows, local self- government as
by municipalities should expand and increase, while remote, non
•nicipal government as represented by counties should be held in

BE IT FURTHER RESOLVED, that any desired or essential
uniformity in sales tax methods and procedures can best be
accomplished by voluntary action between cities, and
BE IT FURTHER RESOLVED, that the City of Newport Beach
would interpose no injection to either a special county property
tax or a county sales tax in unincorporated areas only for the
purpose of raising any additional funds they may need, and
BE IT FURTHER RESOLVED, that this City vigorously oppo-
ses the aforementioned proposal of the County Supervisors Associ
tion, and the City Clerk be and he is hereby instructed to send
a copy of this resolution to the League of California Cities and
to the local representatives of the State Senate and the
Assembly.
The foregoing resolution was passed and adopted by the
City Council of the City of Newport Beach at a regular meeting
on the 28th day of July, 1952, by the following vote:
