RESOLUTION NO. 4147
WHEREAS, the State of California, under Chapter 20,
Statutes of 1946, (First Extra Session), as amended, has
appropriated funds for allotment to provide for financial
assistance to Local Agencies, defined therein as Counties, ci
and counties, or cities, so that they may engage in a large
public works construction program in order to prevent and
alleviate unemployment; and
WHEREAS, the City of Newport Beach, hereinafter
designated "Local Agency" desires to apply for an allotment of
State aid for the construction of a public works project under
said Act; and
WHEREAS, Local Agency proposes to construct said proj
for the improvement of its publicly owned water system, as
hereinafter more particularly described; and
WHEREAS, an application to the State Director of
Finance for such an allotment has been prepared and presented to
this Legislative body for consideration; and
WHEREAS, Local Agency has made provisions for paying
that portion of the cost of the project not requested as an
allotment from the State;
NOW THEREFORE BE IT RESOLVED, that Local Agency submit
the aforesaid application for state aid to the Director of
for construction of public works project, to -wit, "River Channel
Water Main" and requesting an allotment of Seven Thousand and
/100 Dollars ($7,000.00) by the State Allocation Board or an
allotment of such amount as may be allotted by the State
Allocation Board;
BE IT FURTHER RESOLVED, that Local Agency hereby
certifies that the total estimate of cost to be paid for the
construction of said improvements to water system, for which
said application is made under said Act, is the sum of Sixteen
Thousand and no /100 Dollars ($16,000.00)

BE IT FURTHER RESOLVED, that that portion of the cost
of construction of said project to be paid for by Local Agency
shall be provided for from the Water Department Funds of the City
and
BE IT FURTHER RESOLVED, that for the purpose of this
request, J. B. Webb, City Engineer, City Hall, Newport Beach,
California, be and he hereby is designated as the authorized agen
of Local Agency, and is hereby authorized and directed'on behalf
of Local Agency to sign said application of Local Agency for said
allotment and to submit the same to the State Director of Finance
together with a certified statement of the total estimated cost
to be paid for construction of said project, a certified copy of
Resolution of Local Agency, showing what provision Local Agency
has made or will make for paying its share of the cost of
construction of said project, together with such other informatio
as may be required by the State Allocation Board; and said auth-
orized agent is further authorized and directed as representative
of Local Agency to conduct all negotiations and conclude all
arrangements, with both the State Allocation Board or the Direc
of Finance, including requests for payment of the State's share
the cost of the construction of said project.
The above and foregoing Resolution No. 4147 was passed
at a regular meeting of the City Council of the City of Newport
Beach held on the 28th day of September, 1953, by the following
vote, to -wit:
