A RESOLUTION OF THE CITY COUNCIL OF TIM CITY OF NEWPORT Bey
ORDERING THL SUBMISSION TO THF: VOTERS OF THE CITY OF NEWPON
BEACH, AT THE GEN'RAL �TION To ij% HELD APRIL 13, 1954, TNN
QUESTION OF AMENDING BE ION No. 2601 OF THE MUNICIPAL OODE, 50
AS TO INCREASE THE TAX LEVIED Tltr441 X FOR THE PURPOSE OF PROVID-
ING AND MAINTAINING THE PUBLIC LIBRARY IN THE CITY OF Fd JVPORT
BEACH FROM 5A TO IOA PER $100.00 ASSESS iED VALUATION, 144D 50 AS
TO PROVIDE FOR THF. FIXING OF SAID RATE AT LESS THAN 10A BY ORDIN-
ANCl OF TKk. CITY COUNCIL.
WHEREAS, the present Section 2601 of the municipal Code
of the City of Newport Beach provides for a 50 per :100.00 asses-
nod valuation of all taxable property in the City of Newport
for library purposes; and
w1i REAS, it appears that the said levying of 56 per
0100.00 has not raised sufficient funds for the adequate mainten-
anoe of the said public library; and
WHEREAS, it appears that it would be advisable to submi'
to the voters of the City of Newport ;Reach the question of who
or not said 50 per $100.00 levy should be increased from 56 per
$100.00 to 10id per -WO.00;
NOW$ THT!'EFORE, F'F; IT Ko,SOLVED AS FOLLOWS:
SECTION 1: That at the general municipal election to
be held in the City of Newport :Beach on the 13th day of April,
1954, there shall be submitted to the qualified electors of said
City the proposition of amending Section 2601 of the Municipal
Code of the City of Newport Beach so as to permit the levy and
collection for the purpose of providing and maintaining the publi
library in the City of Hewnart Lieach, for each fiscal year, of a
tax up to a maximum of 10A on each <?100.00 of the assessed valu-
ation of all taxable property within the City of Newport Beach,
and so as to permit the fixing of said tax rate at less than 100
per 0100.00 in the discretion of the City Council by ordinance of
the City Council.
SECTION 2: That said proposition shall be submitted to
the qualified electors of the said City at said election by a

proposition to be worded as follows:
"PRoPORITIUN No. 1
Shall Ordinance No. 710 of the City of Newport Beach,
amending Section 2601 of the Municipal Code of the City
of WwPort Beach, providing for the levy and collection
for the purpose of providing; and maintaining the Publia
Library in the City of Newport Beach, for each fiscal
year, of a tax of ten osnts (106) on each One hundred
Dollars of the assessed valuation of all taxable pro-
perty within the City of Newport 5seach which is taxable
therein for municipal purposes, and providing for the
fixing of said Library tau rate at less than 100 per
$100.00 by Ordinance of the City Council in the discre-
tion of the City Council, be adopted ?"
SECTION 3: If a majority of the electors voting at
such election shall vote in favor of the foregoing proposition,
then said ordinance shall be passed as provided for by said pro-
position No. 1,
SECTION 4: The City Council of the City of Newport
Beach shall cause the City Clerk to print this Ordinance and mail
copies thereof, enclosed in an envelope with a sample ballot, to
each voter at least 10 days prior to the election.
The above and foregoing Resolution was duly airl regul-
arly passed and adopted by the City Council of the City of Newpor
reach, at a regular meeting thereof, held on the 23rd day of Feb-
ruary, 19541 by the following vote, to wit:
