RESOLUTION NO. 51X
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH ESTABLISHING RULES FOR THE ADMIN-
ISTRATION OF THE ANNUAL BUDGET
WHEREAS, the City Charter requires that an annual budget
be prepared and adopted; and
WHEREAS, increased revenues and donations occasionally
occur during the fiscal year which are not expected when the budget
is adopted; and
WHEREAS, questions arise as to the authority to make
expenditures for the various objects and purposes within the budget;
and
WHEREAS, it would be convenient and helpful for the City
Council to establish rules to guide in the administration of the
budget;
NOW, THEREFORE, the City Council does hereby resolve,
direct and orders
Section 1. The Director of Finance shall increase all
revenue estimates upon receipt of revenues that exceed the esti-
mates and shall make appropriate adjustment in the unappropriated
surplus account of the affected fund or funds. The Director of
Finance shall not make any reduction in revenue estimates without
prior approval of the City Council.
Section 2. Donations or contributions to the City with-
out restrictions as to use shall be recorded as revenue by the
Director of Finance and an appropriate reserve set up to record
such revenue. The Director of Finance shall promptly report any
such receipts to the City Manager and City Council. Donations or
contributions to the City which are to be used for a specific
purpose shall be recorded as revenue only after acceptance by the
City Council. Upon acceptance, the Director of Finance shall record
such donations or contributions as revenue and establish an appro-
priate reserve. Transfers from such a reserve must be authorized
only by the City Council. The provisions of this section do not
apply to the receipt and expenditure of deposits made for the pur-
pose of payment for street or, utility improvements.
• Section 3. Expenditures by department heads may be made
from the respective accounts listed in the department budget for
the object of each such account without approval of the City Man-
ager or City Council. Transfers from one object account to another

object account within a departmental budget may be made upon the
approval of the City Manager; provided, however, that transfers
to or from capital accounts are not hereby authorized. Transfers
to or from capital accounts may be made only with the prior approval
of the City Council. Transfers from one department's budget to
another department's budget may be made only with prior approval of
the City Council.
