A RESOLUTION OF THE CITY COUNCIL OF THE .CITY OF
NEWPORT BEACH APPROVING IN PRINCIPLE A BEACH
EROSION REPORT AND RECOMMENDING APPROPRIATE.
ACTION THEREON BY PROPER FEDERAL OFFICIALS
WHEREAS, the County of Orange and the State of California
and Federal Government entered into an agreement on February 26,
1957, to jointly finance a study of the problems of beach erosion
and shore protection between the mouth of the San Gabriel River and
the Newport Bay Harbor entrance in Orange County; and
WHEREAS, the U. S. Army Engineer District, Los Angeles,
Corps of Engineers, has prepared and published a Beach Erosion
Control Report, dated March 1, 1962; and
WHEREAS, the report indicates that from the Anaheim Bay
jetties to the Newport Beach pier the beach is eroding at an average
rate of 300,000 cubic yards of beach material per year, with more
than 75 per cent of this material being lost into the submarine
canyon immediately up-coast of the Newport Pier; and
WHEREAS, the District Engineer has concluded that a plan
of protection will provide annual tangible benefits averaging
$2,221,000 with a benefit to cost ratio of 3.6 to 1; and
WHEREAS, the District Engineer recommends the construcm
'tion of a single detached off -shore breakwater about 2,600 feet in
length located along the minus 24-foot contour (MLLW) just up-coast
of the Newport Beach pier, together with the deposition of approxi-
mately 3,000,000 cubic yards of suitable beach building material
along the shoreline in the vicinity of Surfside m Sunset Beach for
an estimated cost of $4,250,000; and
WHEREAS, the District Engineer also recommends that the
Federal share be 61 per cent of the construction and maintenance
• costs; and
WHEREAS, the State through the Department.of Water Re-
sources is authorized to pay 50 per cent of the remaining costs,
leaving the 50 per cent to be paid by the local shoreline owners
and the State Division of Beaches and Parks; and

WHEREAS, there is imminent danger of losing the large
recreational beaches along this segment of the Orange County coast-
line;
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Newport Beach approve in principle this Beach Erosion
Report and recommend its favorable consideration by the Beach
Erosion Board, Office of the Chief of Engineers, Corps of Engineers,
Department of the Army, Washington, D. C.
BE IT FURTHER RESOLVED that the City Council request that
the Beach Erosion Control Report on Cooperative Study of Orange
County, California, Appendix V, Phase 2, dated March 1, 1962, be
introduced, heard and passed by the U. S. Congress as an Authorized
Federal Project.
BE IT FURTHER RESOLVED that the City Clerk be instructed
to forward copies of this resolution to the Board of Supervisors of
Orange County, U. S. Senators from California, the Congressman from
Orange County, and the Secretary of the Army.
