RESOLUTION NO. 6056
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
N;' MORT BEAC;i URGING SUPPORT OF COUNTY PROPOSITIONS
A AND B APPEARING ON THE NOVE14BER 3, 1964, BALLOT
WHEREAS, County Propositions A and B are of vital concern
to Newport Beach and all Orange County residents and will appear on
the November 3, 1964, ballot; and
WHEREAS, the propositions will authorize the Orange
County Board of Supervisors to sell twenty -eight million dollars
worth of forty (40) year General Obligation Bonds to meet the
present and future needs of the County; and
WHEREAS, the Orange County Board of Supervisors has
wisely determined, after thorough study and analysis, these needs
can be more economically and efficiently met by low, long-term
interest rate financing; and
WHEREAS, it can be shown the cost of providing necessary
and required County facilities by other means will subject the
present residents of Newport Beach and the County to an unreasonable
tax burden which should rightfully be shared by the thousands of
new inhabitants arriving daily; and
WHEREAS, present jail, court and other County facilities
were constructed to accommodate a population less than one - quarter
the present count; and
WHEREAS, the overcrowded conditions existing in our jail
and court facilities are not only humiliating, but breed ineffici-
ency and contempt for law and order; and
WHEREAS, the average annual cost to the taxpayer under
the proposed method of financing has been estimated at .02 per one
hundred dollars assessed valuation over the next forty (40) years,
while other methods would be higher; and
WHEREAS, the Orange County Board of Supervisors are obli-
gated and required to provide court and jail facilities capable of

serving the needs of the entire County; and
[WHEREAS, the choice is not whether the County provides
these facilities but how they should be financed; and
WHEREAS, the City Council of the City of Newport Beach
has determined the most economical and fair method of providing
the funds to meet the long-term capital needs of the County is by
the method proposed under Propositions A and Bi
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Newport Beach as follows:
Section 1. The residents of Newport Beach and Orange
County by reason of the foregoing are urged to support Propositions
A and B and cast their ballots in favor of both propositions at
the November 3, 1964, election.
Section 2. The City Clerk is hereby directed to transmit
certified copies of this resolution to the members of the Orange
County Board of Supervisors and the Newport Harbor Chamber of
Commerce.
