RESOLUTION N0, 6212
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH EXPRESSING ITS OPPOSITION TO THE
CONSTRUCTION OF WATER STORAGE AND DISTRIBUTION
FACILITIES BY THE COASTAL MUNICIPAL WATER DISTRICT
WHEREAS, the City of Newport Beach is a member agency
of the Coastal Municipal Water District and has a significant
interest in its policies and operations; and
WHEREAS, it has come to the attention of this City
Council that the Coastal Municipal Water District is consider-
ing a change in its existing policy of acting exclusively as an
intermediary for the sale of water from the Metropolitan Water
District to local agencies and districts to a policy of con-
structing its own water storage facilities and distribution
systems; and
WHEREAS, the Coastal Municipal Water District has in-
dicated that it intends to retain an engineering firm to study
the feasibility of such change in policy; and
WHEREAS, only last year the Coastal Municipal Water
District had a similar engineering report prepared at consider-
able expense to the taxpayers of the District despite the oppo-
sition of a majority of the member agencies of the District; and
WHEREAS, the City of Newport Beach has sufficient water
storage capacity to serve its present and future needs as indicated
by an engineering study by James Me Montgomery, Inc., dated August
6, 1964; and
WHEREAS, the residents of the City of Newport Beach would
not derive any benefit from the contemplated change in the policy
• of the District and yet would be heavily taxed to pay for the de-
velopment of storage and distribution facilities;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Newport Beach:
1, That the City Council is strongly opposed to any
change in the policy of the Coastal Municipal Water District which

would involve the development by the District of facilities for
water storage and distribution.
0 2, That the City Council objects to the expenditure
of any funds of the District for preliminary engineering studies
related to such a change in the District's policies.
30 That the City Council is of the opinion that the
most equitable method of providing storage capacity and distribu-
tion facilities for the member agencies of the District is for
the agencies themselves to finance the development of such facil-
ities either individually or on a cooperative basis with the
costs thereof to be distributed on the basis of benefits received.

1965 , by the following vote, to wit:
