HomeMy WebLinkAbout6564 - Off-Street Parking Meter ZonesTHG: aem 5%18/67 RESOLUTION N0.,6SQ4 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH ESTABLISHING OFF - STREET PARKING METER ZONES AND REGULATIONS FOR THE OPERATION OF PARKING METERS AND REPEALING RESOLUTION NO. 6378 AND ALL AMENDMENTS THERETO . WHEREAS, Chapter 12.44 of Title 12 of the Newport Beach Municipal Code establishes on- street parking meter zones and sets the fees for parking in such zones and provides that the City Council may by resolution establish off - street parking meter zones and set the fees for parking in such zones; and WHEREAS, said chapter further provides that the City Council shall by resolution designate the denomination of coins to be deposited in parking meters, the parking time allowed fol- lowing such deposit, and the hours of the day, the days of the week, and the weeks of the year during which deposits are required and the meters will be in operation; NOW, THEREFORE,BE IT RESOLVED: Section 1. Traffic and parking conditions require that the following off - street parking meter zones designated in Section 2 be established, and that parking meters be installed and main- tained in such zones except where no parking is permitted or where the traffic engineer determines that the presence of parking meters would interfere with the flow of traffic on said land or the use thereof. Section 2. The following off - street parking meter zones are hereby established: Zone 10 The City -owned and leased land easterly of and adjacent to Central Avenue between Via Oporto and Newport Bay Zone 11 The City -owned land known as McFadden Park- ing Lot lying within McFadden Place between Balboa Boulevard and Ocean Front • Zone 12 The City -owned land known as the Ocean Front Parking Lot lying oceanward of Ocean Front between McFadden Place and 24th Street Zone 13 The City -owned land along 19th Street Beach known as Bay Avenue between 18th Street and 19th Street r 11 Zone 15 The parking spaces adjacent to the center- line dividing strip on Balboa Boulevard between Twenty -first Street and Fifteenth Street Zone 16 The improved parking area in Las Arenas Park, particularly described as Lots 1, 2, and 3, Block 117, Section B, Newport Beach Tract. Section 3. Except when the operation of said meters is suspended as hereinafter provided, parking meters in zones 1, 2, 4, 6, 11, 129 13, 15, and 16 shall be in operation and the deposit of coins required from 6 :00 A.M. to 6 :00 P.M. on 6 -hour and 12 -hour meters and from 8 :00 A.M. to 6 :00 P.M. on all other meters, seven days per week and each week of the year. Except when the operation of said meters is suspended as hereinafter provided, parking meters in zones 3, 5, and 10 shall be in operation and the deposit of coins required from 6 :00 A.M. to 6 :00 P.M. on 12 -hour meters and from 8 :00 A.M. to 6 :00 P.M. on all other meters, each day of the week except Sundays and holidays and each week of the year. Section 4. Meters that will measure parking time of 24 minutes, one hour, 2 hours, 5 hours, 6 hours, and 12 hours shall be placed at each parking space in parking meter zones as herein prescribed. In zone 1, 24- minute meters shall be used. In zone 2, 24- minute and one -hour meters shall be used. In zone 3, 2 -hour meters shall be used. In zone 4, 24- minute, one -hour and 12 -hour meters shall be used. In zone 5, 24- minute,one -hour, 2 -hour and 12 hour meters shall be used. In the portion of zone 6 described as Fifteenth Street between Ocean Front and Newport Bay, 24- minute and 6 -hour meters shall be used. • In the remainder of zone 6, 24- minute, 2 -hour, 5 -hour, and 12 -hour meters shall be used. In zone 10, 2 -hour meters shall be used. In zone 11, 6 -hour meters shall be used. 2. t In zone 12, 24- minute, 6 -hour, and 12 -hour meters shall be used. In zone 13, 6 -hour meters shall be used. In zone 15, 6 -hour meters shall be used. In zone 16, 6 -hour meters shall be used. • The coins to be deposited in the parking meters in all zones shall be pennies, nickels, dimes or quarters as required by each meter. Subject to the limitations of this resolution and the Municipal Code, the traffic engineer shall decide the number, loca- tion, and time limit of parking meters as he determines will best serve the traffic and parking requirements of the particular area and zone. Section 5. The fees for parking at parking meters in the zones established by this resolution when the parking meters are in operation are hereby established at twenty cents per hour in zone 11, the northerly two rows of meters in zone 12, and in zones 13, 15, and 16; twenty -five cents per hour in the first row of meters on the beach side of zone 12; and one cent for each 12 minutes or 5 cents per hour in all other such zones. Section 6. The City Council hereby determines that the year - around operation of those parking meters described in this section is not necessary for the regulation of traffic and parking and such operation is hereby suspended and such meters shall be inoperative each year for the periods hereinafter des- cribed. Such meters shall be inoperative and the heads shall be removed and stored or suitably marked and identified to indicate they are not operative. Zone 6 All meters on 15th Street between Ocean Front and Newport Bay, beginning October 15 and ending February 28, and between February 28 and May 15 on days other than Saturdays, Sundays and holi- days and other than the period beginning the day before Palm Sunday and ending the day after Easter. Zone 11 All meters,beginning October 15 and ending February 28. 3. 1 Zone 13 All meters,beginning October 15 and ending February 28. Zone 15 All meters, beginning October 15 and ending February 28. Section 7> Resolutions No's. 6378, 6474, 6496 and 6535 are hereby repealed. ADOPTED this 22nd day of May /g e, 1967.
