RESOLUTION NO. 6686
21 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH REQUESTING THE COUNTY OF ORANGE TO
3I INCLUDE WITHIN THE ARTERIAL HIGHWAY FINANCING
PROGRAM THE U42ROVEMNT OF.32ND.STREET BETWEEN
4 NEWPORT BOULEVARD AND BALBOA BOULEVARD

6 WHEREAS, the City of Newport Beach desires to. improve
7 32nd Street between Newport Boulevard and Balboa Boulevard; and
8 WHEREAS, 32nd Street is an important artery in the
9 County of Orange and of general County interest; and
10 WHEREAS, Article 2, Chapter 9, Division 2 of the Streets
111 and Highways Code authorizes a county, if it so desires, to expend
12 funds apportioned to it out of the California Highway Users Tax
13 Fund for aid to any city in the improvement, construction or
7-4 repair of a street within a city; and
15 WHEREAS, the Board of Supervisors intends to, by appro-
16 priate action, provide in the County budget of the Special Road
17 Improvement Fund for the Fiscal Year 1968-69 a sum of money for
18 the improvement of streets within the incorporated cities of the
19 County in accordance with the Orange County Arterial Highway
20 Financing Program;
21 NOW, THEREFORE, BE IT RESOLVED that the City Council of
22� the City of Newport Beach hereby requests the Board of Supervisors
23 of the County of Orange to allocate to said City from County Funds
24 the amount of $150,000, said amount to be matched by funds from
25 said City, to be used to aid said City in the improvement of
26i 32nd Street between Newport Boulevard and Balboa Boulevard, said
27 improvements to be in accordance with the attached project state -
28 ment.
29 BE IT FURTHER RESOLVED that the Board of Supervisors of
30 the County of Orange is hereby requested to find tT7.at said work
31 on 32nd Street, in the manner provided, is in the general County
32I interest,

BE IT FURTMR RESOLVED that, by this Resolution, the
City of Newport Beach agrees with the basic concepts of the
Arterial Highway Financing Program; and further agrees that its
share of the cost of improvements and rights of way will be avail-
able for the fiscal year 1968 -69.
ADOPTED this 27th day of December, 1967.

Title
The City portion will be provided from Gas Tax Funds, Right -
of -way acquisition will be spread over two fiscal years. Con-
struction would then be scheduled for the following fiscal year.
• The existing ight -of -way along 32nd Street is 30' wide. An
additional 46± will be acquired to permit widening the present
one lane to four full lanes. This will require purchase of 24
parcels. Entire lots will be acquired where possible to avoid
severance damages. Access to 32nd Street will be restricted.
Improvements will.include 4 travel lanes, two parking lanes, re-
placement of existing curb, gutter and sidewalk,catch basins, and
a traffic signal at the Balboa Boulevard intersection. (The re-
quired warrant is attached) Street lighting along 32nd Street
will be relocated to behind the proposed curb lines.
The general layout of the project is shown on City of Newport
Beach Drawing No. R- 5056 -S, a copy of which is attached.
This project will facilitate the movement of recreational
traffic enroute to and from the beach area.
