Brown, City Clerk APPROVED: r .� 0. �✓� TITLE: APPOINTMENT OF DISTRICT 4 ALTERNATE MEMBER TO THE AVIATION COMMITTEE ABSTRACT: The District 4 Alternate Member seat on the Aviation Committee is currently vacant and Council Member Leslie Daigle nominated Jock Mario, subject to City Council confirmation, to fill the vacancy. RECOMMENDATION: Confirm Council Member Leslie Daigle's nomination of Jock Mario as the District 4 alternate member to the Aviation Committee. FUNDING REQUIREMENTS: There is no fiscal impact related to this item DISCUSSION: Resolution No. 2011 -31 which established the membership of the Aviation Committee states, in part, that the Aviation Committee shall consist of seven members, one from each City Council district, nominated by the District Council Member and confirmed by the City Council; and seven alternates, one from each City Council district, nominated by the District Council Member and confirmed by the City Council. The District 4 alternate member position on the Aviation Committee is vacant. Council Member Leslie Daigle has nominated Jock Mario to fill that position. If confirmed by the City Council, Jock Mario will serve a four year term on the Aviation Committee. Appointment to the Aviation Committee April 23, 2013 Page 2 Pursuant to Council Policy A -2, Board and Commission Appointments, Mr. Mario has an application on file in the City Clerk's Office, is a qualified elector of the City, and is not currently sitting on any other City Board, Commission or Committee. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). Submitted by: Leilani f. As a 17 year resident of the back bay, and multiple term Eastbluff HOA board member and current president, I have a good understanding of the John Wayne airport issues affecting Newport residents. These include takeoff patterns, noise levels, hours of operation, etc. While I do not oppose the airport or planes flying over the back bay, I appreciate and understand residents' concerns with the airport as a neighbor. have a good ability to listen to differing points of view, assimilate complex information, and formulate recommendations.
