DISCUSSION:
City Council Policy A -2 generally allows an appointee to serve on one Board,
Commission or Committee at one time. This restriction may be waived by a majority
vote of the City Council.
The following members are currently serving on more than one Board, Commission or
Committee:
Thomas Anderson sits on the Parks, Beaches and Recreation Commission and the
Aviation Committee.
Carl Cassidy sits on the Environmental Quality Affairs Co ittee (EQAC) and the
Water Quality /Coastal Tidelands Committee.
David Salisbury sits on the Balboa Village sines p?" ment District and the
Newport Beach Restaurant Association BusinessVprcKm9ht District'.
Jim Walker sits on the Corona del Mar Business fmp ement District and the Newport
Beach Restaurant Association Business I m DroverhanYD istrict.

It should be noted that t}[e Balboa Village Business Improvement District and the Marine
Avenue Business Improvement District are proposed to be disestablished.
Pursuant to City Council Policy A -2, the City Council has the ability, by majority vote, to
waive the restriction that limits service to one Board, Commission or Committee.
Alternatively, the City Council may require the appointees listed in this staff report to
select a single Board, Commission or Committee. In which case, the appointees would
vacate their positions on the other Board, Commission or Committee.
' Appointments to the Business Improvement District (BID) advisory boards are made by the City Council
pursuant to the California Streets and Highways Code rather than City Council Policy A -2. However, for
purposes of this item, staff has included the BID appointments as well to give the City Council a complete
picture of an appointee's service to the City.

ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or
indirectly.
This agenda item has been noticed according to the BrownA (72 hours in advance of
the meeting at which the City Council considers this item).
