A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH URGING SUPPORT.FOR SCA NO. 29
KNOWN AS THE CALIFORNIA JUDICIAL..MERIT PLAN
WHEREAS, the selection and appointment of judges to
the various courts of the State of California is a matter of
great importance and responsibility; and
WHEREAS, the present selection and appointment pro-
cedure allows the unrestricted discretion of the Governor to
be the sole determinant of the persons to be appointed; and
WHEREAS, proposed Senate Constitutional Amendment
No. 2 embodies a new way to select and elect judges of all
California courts except justice courts, and is known as the
California Merit Plan for Judicial Selection; and
WHEREAS, the California Merit Plan would minimize
political or personal pressures as factors in judicial appoint-
ments; and
WHEREAS, it has been determined by the City Council
that the California Merit Plan provides a superior method for
appointing judges;
NOW, THEREFORE, BE IT RESOLVED that the City Council
declares its support for the passage of Senate Constitutional
Amendment No. 20
BE IT FURTHER RESOLVED that copies of this resolution
be transmitted to Governor Reagan, Senator Donald R. Grunsky,
Senator John Schmitz, Senator James Whetmore and Assemblyman
Robert Badhame
