HomeMy WebLinkAbout7053 - Expensive Employee Benefits at City ExpenseRESOLUTION NO. 7053 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH EXPRESSING ITS OBJECTIONS TO RECENT EFFORTS TO ENACT STATE LEGISLATION WHICH WOULD MANDATE CITIES TO PROVIDE EXPENSIVE NEW EMPLOYEE BENEFITS AT CITY EXPENSE • WHEREAS, during the 1969 session of the State Legislature efforts were made to obtain passage of two bills, Senate Bill 1414 and Assembly Bill 374, which if enacted would have required cities to grant substantial salary increases to all peace officers in their employ and to allow police and fire personnel to retire at age 50; and WHEREAS, conservative estimates indicate that the impact of implementing either of the two bills would have necessitated that cities impose substantial tax increases to fund the requisite employee benefits; and WHEREAS, this City Council is dismayed that the Legis- lature would contemplate enacting legislation which would mandate new programs involving heavy financial burdens on cities; NOW9 THEREFORE, BE IT RESOLVED that the City Council of the City of Newport Beach wishes to express its opposition to the apparent trend in the State Legislature to impose costly State - mandated programs on cities concerning matters which heretofore have been considered to be within the home rule powers of cities; BE IT FURTHER RESOLVED that this City Council urges that this matter be brought to the attention of the League of California Cities in order that appropriate steps can be taken to reverse this trend, including consideration of proposing an amendment to the State Constitution. - ADOPTED this 11th day of August , 1969.
