ITEM NO. 2 Residential Lot Merger Code Amendment - (PA2012 -102)
Site Location: City of Newport Beach
SUMMARY: Discussion of residential lot mergers and resulting larger homes, including
their consistency with General Plan policies protecting the character of
residential neighborhoods, a review of current development controls, and
consideration of additional controls. This item was presented for
discussion and direction as needed.
Planning Manager Patrick Alford provided a presentation to assist in
defining the issue, review of current policies, standards and design

guidelines pertaining to lot mergers, potential approaches to addressing
the issue and other considerations.
Following discussion, the Planning Commission directed staff to return to
the June 6th Planning Commission with information and /or a proposed
amendment to the Subdivision or Zoning Code to address the following:
1. Floor area limitation (as originally proposed);
2. Increased setbacks;
3. Exemption for merging substandard lots;
4. Consideration of the impact for merging 2 or more lots;
5. Consideration to applying regulations citywide; and
6. Address subjectivity of the Finding for Lot Mergers in Section
19.68.030 stating the following:
"The lots as merged will be consistent with the surrounding pattern
of development and will not create an excessively large lot that is
not compatible with the surrounding development."
