CURRENT BUSINESS 1. CLARIFICATION OF ITEMS ON THE CONSENT CALENDAR (4:00 P.M.) 2. CORONA DEL MAR ENTRYWAY DESIGN CONCEPTS (4:05 P.M.) The Public Works Department will present various design concepts for enhancing the parkway area on the south side of Coast Highway at the intersection of MacArthur Boulevard in Corona del Mar. This project is scaled back from a larger project discussed in 2011 and 2012 which would have dropped one eastbound traffic lane on Coast Highway near Avocado. The design concepts to be presented today would maintain the current lane drop location and add additional landscaping and pedestrian area in place of the existing parking lane on the south side of Coast Highway between Begonia Avenue and Carnation Avenue. 3. CAPITAL IMPROVEMENT PROGRAM (CIP) STUDY SESSION (4:35 P.M.) The City Manager, the Finance Director, and the Public Works Director will give an overview of the City's proposed budget for the Fiscal Year that starts July 1, 2013, continuing through June 30, 2014. This is the City Council's and the public's first formal review of the budget, so the City Manager will provide a general overview of the current year's budget (FY 2012 -13), as well as key recommendations within and the budget picture for both FY 2012 -13 and FY 2013 -14. The Public Works Director will provide a summary of the Capital Improvement Program as proposed, with areas of focus including key community projects like traffic management, neighborhood beautification and new parks. The City provides a yellow sign -in card to assist in the preparation of the minutes. The completion of the card is not required in order to address the Council. The City Council of Newport Beach welcomes and encourages community participation. Public comments are generally limited to three (3) minutes per person to allow everyone to speak. Written comments are encouraged as well. Any writings or documents provided to a majority of the City Council regarding any item on this agenda will be made available for public inspection in the Office of the City Clerk located at 3300 Newport Boulevard during normal business hours. In addition, such writings and documents will be posted on the City's website at www.newuortbeachca.aov. This meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the agenda be posted at least 72 hours in advance of each meeting and that the public be allowed to comment on agenda items before the City Council and items not on the agenda but are within the subject matter jurisdiction of the City Council. The City Council may limit public comments to a reasonable amount of time, generally three (3) minutes per person. The City of Newport Beach's goal is to comply with the Americans with Disabilities Act (ADA) in all respects.
