TITLE: Set Public Hearing Date to Adopt Fiscal Year (FY) 2013 -14 Budget
ABSTRACT:
Per Section 1102 of the City Charter, the City Manager is to submit the budget to the
City Council at least thirty -five days prior to the beginning of the fiscal year, July 1st
After reviewing the budget and making such revisions as it may deem advisable, the
City Council shall determine the time for the holding of the public hearing and publish a
notice in an official newspaper not less than ten days prior to said hearing. The City
Council is required to adopt an annual budget each year on or before June 30th.
RECOMMENDATION:
Schedule a public hearing of the City's Proposed Budget for FY 2013 -14 on
June 11, 2013, and direct the City Clerk to publish a notice of said hearing in
accordance with Section 1102 of the Newport Beach Charter.
FUNDING REQUIREMENTS:
The FY 2013 -14 proposed budget is balanced but subject to change based on Council's
final recommended action.
DISCUSSION:
The FY 2013 -14 Budget Documents were distributed to City Council on Thursday,
May 9, 2013. On Monday May 13, 2013, Finance Committee reviewed, discussed and
provided input on the FY 2013 -14 budget presentation. On Tuesday May 14, 2013, the
Finance Director and Public Works Director made presentations to Council on the City
Manager's Proposed FY 2013 -14 Budget.

At the May 28, 2013, study session, staff will continue the presentation on the proposed
budget. During the regular session on May 28, 2013, staff recommends that Council set
the date for the public hearing to be June 11, 2013 during the regular session.
The City Council shall conduct a Public Hearing as previously noticed. After hearing
public comment, the Council shall adopt the budget at this meeting or at another
meeting or on before June 30, 2013.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or
indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
