RESOLUTION NO. 7358
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH STATING THE POLICY OF THE
COUNCIL CONCERNING THE CONSTRUCTION OF A NEW
CIVIC CENTER
WHEREAS, the members of the City Council as elected
representatives of the people are responsible for providing
adequate facilities for the performance of City functions and
provision of City services; and
WHEREAS, the existing civic center facilities are
inadequate to meet either the current or future space needs of
the City, and by all accepted standards currently provide less
than fifty per cent (50%) of space required; and
WHEREAS, these deficiencies are impairing the
efficient and economic functioning of the departments housed
in the facilities; and
WHEREAS, this space deficiency has a direct adverse
effect on the morale and operating efficiency of the personnel
involved; and
WHEREAS, a qualified local citizens committee has
concluded that the present civic center site is economically
and functionally impractical to meet present and future needs,
and this conclusion has been verified through a consultant
study and by the City Council through its own study; and
WHEREAS, construction of adequate police facilities
is mandatory for the public safety and welfare, and construction
of this facility in conjunction with the County court facility
will provide advantages to both the County and the City of
Newport Beach; and
WHEREAS, this City Council believes that it would be
in the best interests of the taxpayers of the City to finance
the construction of the City police facility by the use of

general obligation bonds;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Newport Beach that the following policy statements
be adopted:
1. The City intends to build the City police facility
in conjunction with the County court facility.
2. In view of the fact that the use of general
obligation bonds offers, the entire electorate the opportunity
to be heard on the subject of financing public facilities, it is
the intention of this Council to present a general obligation
bond issue to the voters of the City for construction of the
City police facility.
3. It is the further intention of this Council to
present one or more general obligation bond issues to the voters
which will cover the costs of constructing the balance of the
civic center complex.
ADOPTED this 11th day of January, 1971.
