A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH ESTABLISHING FUNCTIONS AND
DUTIES FOR VARIOUS STANDING AND AD HOC CITY
COUNCIL COMMITTEES
WHEREAS, the efficient functioning of the City's business
requires the creation of special subcommittees of the City Council
to study and review community issues and make recommendations con-
cerning appropriate Council action; and
WHEREAS, there is also a need for permanent standing
committees of the Council to keep abreast of current events within
the purview of the committee and make periodic recommendations to
the City Council concerning needed legislation, policy determina-
tions, or information deficiencies; and
WHEREAS, the City Council has established procedural
policies governing the conduct and operations of such committees;
and
WHEREAS, the City Council has determined that in order
to insure clarity in establishing assignments, all future committees
will be implemented by resolution;
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Newport Beach does hereby establish the following
standing and special committees and committee functions:
COUNCIL STANDING COMMITTEES
APPOINTMENTS COMMITTEE:
A. Recommend to the full City Council regarding appointees
to fill vacancies on city boards, commissions, and
special citizen involvement committees;
B. Solicit and interview interested and qualified citizens
for community service on boards, commissions, and committees;
C. Advise the City Council on selection standards for such
appointments.

ENVIRONMENTAL QUALITY CONTROL COMMITTEE:
A. Consider and evaluate environmental legislative measures;
B. Keep abreast of the latest techniques for environmental
quality management to bring to the attention of the
City Council.
PENDING LEGISLATION COMMITTEE:
A. Review on its own initiative, or Council instructions,
legislative measures not the purview of any other committee
having an impact on the affairs of city government or the
community as a whole;
B. Keep abreast of all legislative measures pending at the
county, state, or federal level influencing local government;
C. Act on its own initiative to present testimony or corres-
pondence in support of established city policies or
principles of local home rule in order to make a timely
response at legislative hearings.
PROCLAMATION COMMITTEE:
A. Meet as required to develop official City statements
recognizing significant charitable, service, or philan-
thropic events in the Harbor Area;
B. Cooperate with local business or professional organizations
by acknowledging through proclamations business activity
recognition periods of significance to the local economy;
C. In the absence of the Mayor, the Mayor Pro Tempore may
issue such proclamations on his own initiative.
WATER COMMITTEE:
A. Recommend to Council changes in water rate structure;
B. Recommend to Council on water budget changes and level of
capital improvement expenditures;
C. Represent City on the Coastal Municipal Water District
Study and Advisory Group;
D. Represent City and make recommendations to Council on
water districting matters.

COUNCIL AD HOC COMMITTEES
BUDGET GOALS COMMITTEE:
A. Review and recommend for Council consideration fiscal policy
for preparation of the proposed operating budgets for the
city government.
EMPLOYEE GROUP INSURANCE COMMITTEE:
A. Review as may be required, broker selection, specifications,
and bidding procedures for the selection of group insurance
coverage for municipal employees.
FREEWAY AFFAIRS COMMITTEE:
A. Keep abreast of the latest legislative matters concerning
the proposed Coastal and other freeways;
B. Advise the City Council on appropriate actions governing
implementation of the City Charter mandate concerning
freeway alignments;
C. Meet as may be required with other government agencies to
present the official city position concerning the Coastal
Freeway.
LAND DEVELOPMENT RESPONSIBILITIES COMMITTEE:
A. Develop recommendations governing cost sharing responsi-
bility in financing capital improvements on undeveloped
lands;
B. Meet with property owners and investors as may be required
to review existing public policy and consider financing
and specifications for new public improvements.
NEWPORT BEACH BICYCLE TRAILS CITIZENS COMMITTEE:
A. Review and make recommendations for amendments to the
adopted Master Plan of Bicycle Trails.
OFF - STREET PARKING COMMITTEE:
A. Meet with Newport Pier - McFadden Place businessmen and
property owners to develop proposals for resolution of
the area's parking difficulties;

B. Make recommendations concerning utilization of the area's
fair share apportionment of the off - street parking
facilities acquisition trust fund.
PROCEDURAL ETHICS COMMITTEE:
A. Consider standards for the conduct of public officers;
B. Review procedures governing the conduct of City Council
meetings.
TRANSPORTATION PLAN CITIZENS ADVISORY COMMITTEE:
A. The Committee is to consist of seven members representing
community associations (one nomination by each Councilman
from a community association within his district), one
member each from the Newport Harbor Chamber of Commerce
and the Corona del Mar Chamber of Commerce, and two
Council members to sit on the Committee as observers
(appointed by the Mayor and approved by the Council);
B. The Committee shall be responsible for the conduct and
direction of each phase of the Newport Beach Transporta-
tion Plan Study;
C. The Committee shall also serve as a source of community
opinion for the assessment of citizen desires and needs
regarding the City's transportation requirements.
JOINT GOVERNMENTAL COMMITTEES
CITY - SCHOOL LIAISON COMMITTEE:
A. Confer regularly with City of Costa Mesa and Newport-
Mesa Unified School District officials to discuss matters
of mutual concern to develop closer working relationships
between the respective public agencies;
B. Consider cooperative endeavors between agencies for more
effectively and efficiently meeting public service
responsibilities;

C. Serve as a clearing house for ideas for a more effective
interface of local government activities with educational
responsibilities to better meet the needs of young
people of the Harbor Area.
INTER -CITY RELATIONS COMMITTEE:
A. Meet as may be required with Costa Mesa and Irvine city
officials to review the disposition of ultimate city
boundaries and border area land developments;
B. Develop where feasible agreements for sharing municipal
services on a cooperative basis in order to consider
general propositions for the betterment of life and
the quality of government services in the Harbor/
Irvine communities.
