I1. CURRENT BUSINESS
1. CLARIFICATION OF ITEMS ON THE CONSENT CALENDAR
Regarding Item 11 (Orange County Sanitation District Dover Drive Trunk Sewer Relief
Project), Council Member Gardner addressed the hours of work and inquired regarding
efforts to mitigate noise impacts to nearby neighbors.
Public Works Director Webb reported that staff is doing part of the work at night when
the traffic is low and indicated that residents will be notified. As the work progresses,
work will switch to daytime hours.
Mayor Pro Tern Hill referenced Item 14 (Board and Commission Scheduled Vacancies),
noted that he and Council Members Selich and Gardner interviewed over 30 candidates,
and stated that he has never seen such a high quality pool of individuals and it will be
an extremely tough appointments decision.
Council Member Henn addressed Item 4 (Resolution of Intention to Renew the Corona
del Mar Business Improvement District) in terms of monies allocated for a website
redesign. He inquired on whether the CdM BID is redoing the website for $10,000 and
if that is what the $10,000 supplemental amount approved by Council will be used for
He pointed out that there was only a $2,000 item in the BID budget for the website and
requested clarification regarding the discrepancy.
Public Information Manager Finnigan reported that the City will pay $10,000 directly
to Visit Newport Beach (VNB) for the BID website, as well as branding and marketing
support.
Regarding Item 17 (Fiscal Year 2013.14 Budget Adoption), Council Member Henn
requested clarification relative to the Santa Ana Heights RDA extra money. Finance
Director Matusiewicz confirmed that it is not currently reflected in the budget and will
be accounted for this fiscal year. It was noted that the matter may be discussed at a
later time and, if not, the matter would be rolled into the unassigned fund balance.

Mayor Curry commented on the City's award for its 4th of July Program last year.
Council Member Henn discussed the progress made in changing the culture of West
Newport relative to 4th of July celebrations and expressed his appreciation to
Recreation and Senior Services Director Detweiler and her staff, as well as the
community for the continued success of the program.
Brief discussion followed regarding participation by the Mounted Enforcement Unit and
the number of horses being used to assist the Police Department.
Deputy Police Chief McGill provided a PowerPoint presentation to detail the 2013 July
4th Operation Plan. He discussed the goal of a shared. vision with the City and
reviewed 2012 which included the Loud and. Unruly Gathering Ordinance (LUGO), the
Family Friendly Parade and NBPD operational changes. He also highlighted statistics
and plan for 2013. He detailed the enforcement philosophy, the safety enhancement
zone, area closures, crowd and traffic management, location of the command post, and
deployment. Deputy Chief McGill reported that the participation of Mounted Officers
will be at no cost to the City, addressed community outreach, and other related events
in the City.
Acting Recreation Manager Valdez invited Council to the 41st Annual 4th of July
Celebration at Mariners Park starting at 10:30 a.m., and the 4th of July for Families
event starting at 9:00 a.m. She addressed new street banners and expressed her
appreciation to the 4th of July Committee Members and sponsors.
Council Member Petros commented on efforts for strategic and tactical planning of the
event, as well as changing the culture to a family-oriented event and destination. He
addressed an upcoming landscaping project on the Peninsula and believed that this will
also help change the culture and raise the standards in the area.
Jim Mosher commended staff for the success of the family - friendly effort and suggested
revisiting the matter of closing public parking lots.
George Schroeder commended the Newport Beach Police Department for their efforts to
increase public safety. He believed that things are going in the right direction and
expressed concern with the possibility of decreasing enforcement. He expressed support
for keeping the public parking lots closed as a means for crowd control.
Mayor Curry commended the Police Department, staff, and the community.

The agenda for the Study Session was posted on June 6, 2013, at 4:00 p.m. on the City's
website; on June 7, 2013, at 8 :00 a.m., on the City Hall Electronic Bulletin Board located in
the entrance of the City Council Chambers at 100 Civic Center Drive; and on June 7, 2013,
at 8:15 a.m. in the Meeting Agenda Binder located in the entrance of the City Council
Chambers at 100 Civic Center Drive.
