Dear Councilman Petros,
I am the owner of Mariners Mile Square, 2700 West Coast
Highway. I want the City Council to use its influence with
Caltrans and the Orange County Transportation Authority to
change the status of West Coast Highway, between the Arches
Bridge and the Bach Bay Bridge, in the Master Plan of Arterial
Highways, from a six -lane arterial to what it is today, which
admirably serves both local and through traffic. Redevelopment
is inhibited, and in some cases prevented, by the requirement that
new projects set back from the six -lane curb line designed to
Caltrans standards. A viable commercial design is not possible
on the remainder parcel. Too much parking is lost from it, and
traffic cannot circulate within it.
The citizens of Newport Beach have resisted for years the
imposition of a freeway on the State Highway One route. It
would detrimentally impact all existing commercial
establishments. They need safe, convenient ingress and egress.
Mariners Mile, like Laguna Beach, Corona del Mar and Belmont
Shores, is best served by a community roadway, not a freeway
accommodating traffic passing through.

Dear Councilman Petros,
1 have been a resident of Newport Beach for over 27 years, and have operated my commercial
real estate brokerage office in Newport Beach during that period. I have represented many of the
property owners along Mariners Mile in their various teasing and sales activities, and continue to do so.
While the issue of highway widening of West Coast Highway between the Arches Bridge and the
Back Bay Bridge (at Dover Drive) has been a constant threat and a detriment to redevelopment along
Mariners Mile, Ws now time for a change. The required setbacks (established for future widening of the
highway) for new projects on the inland side, inhibit or even prevent redevelopment in most cases.
The citizens of Newport Beach do not want, nor have they ever wanted, a freeway on Coast
Highway. They enjoy the convenient and safe accessibility to the many restaurants and businesses along
Mariners Mile. Widening this section of West Coast Highway and creating a freeway would be
devastating to the businesses and community as a whole.
Therefore, l urge the City Council to use its influence with the Orange County Transportation
Authority (OCTA) and Caltrans to change the status of West Coast Highway, between the Arches Bridge
and the Back Bay Bridge, in the Master Plan of Arterial Highways, from a six -lane arterial to what it is
today. In other words, leave it the way ibis. Thank you.

My family owns commercial property at 2201 West Pacific Coast Hwy. It is currently
leased to Don Haskell/ Ardell Investment Company/ Ardell Yacht Brokerage. The
property is 100 feet (waterfront) by 210/220 feet (street side). The property is
in the middle of the 700 feet Ardell claims to own.
My husband and I live in Newport Beach on Newport Island. My mother and father
both graduated from Newport Harbor High School, class of '38. The property we
own was originally Croft and Neville Marine Contractors which built most of
the piers, dock pilings, bulk heads and dredged Newport Bay.
We have watched the new plans for Mariners Mile unfold with great interest. We have
watched Dan Daniels representing Ardell referring to the 700 feet of bay front as being
owned by Ardell, which is not true. Ardell does control the property during the lease
period.
We ask that we be notified of any meeting or information that may affect our property.
We want to make sure new zoning and restrictions (View Corridors, Public Plaza, or
Public Walkways) are fair to us as we will be taking back possession of the property
at the end of Ardell's lease.

The undersigned as a business and property owner of Mariner's Mile, request the City
Council to use its influence with Caltrans and the Orange County Transportation Authority to
change the status of West Coast Highway, between the Arches Bridge and the Back Bay Bridge
from a six -lane arterial to what it is today. West Coast Highway as designed adequately serves
both local and pass - through traffic.
Redevelopment of existing properties is inhibited and in some cases prevented by the
requirement that new projects set back from the six -lane curb line designed to Caltrans standards.
A viable commercial design is not possible on the remainder parcel. Adequate parking cannot be
designed to accommodate the new project and traffic cannot circulate within it.
The citizens of Newport Beach have resisted for years the imposition of high speed
arterial on the State Highway One. It would detrimentally impact all existing commercial
establishments by creating high speed traffic on Coast ,Highway. What is needed is safe,
convenient ingress and egress which is best accomplished with slower traffic. Mariner's Mile, like
Laguna Beach and Corona del Mar, is best served by a community roadway, not a high speed
arterial that accommodates non - resident, pass - through traffic.
It is time to revisit elements of its land use provisions with the idea of fostering a design
for W. Coast Highway that is both safe and maintains the village character of the community for
all residents of Newport Beach.

at our current location on West Coast Highway between the Arches Bridge and the Back Bay
Bridge ("Mariner's Mile ") for over 17 years now.
I request the City Council use its influence with Caltrans and with the Orange County
Transportation Authority to change the status of West Coast Highway, along the Mariner's Mile
stretch, in the Master Plan of Arterial Highways, from a six -lane arterial, to what it is today, which
admirably serves both local and through traffic. Redevelopment is inhibited, and in some cases
prevented, by the requirement that new projects set back up to 18 feet from the six -lane curb line
designed to Caltrans standards. A viable commercial design is not possible on the remainder
parcel. Too much parking is lost from it, and traffic cannot circulate within it.
The citizens of Newport Beach have resisted for years the imposition of a freeway on the State
Highway One route. It would detrimentally impact all existing commercial establishments. We

Dear Mr. Petros:
As the owner of Mariner's Pointe, I would like to request that the City Council use its
influence with Caltrans and the Orange County Transportation Authority to change the status of
West Coast Highway, between the Arches Bridge and the Back Bay Bridge. In the Master Plan
of Arterial Highways, changing it from the four -lane highway that it is today to a six -lane
highway would inhibit development and prevent commercial designs from having safe,
convenient ingress and egress to commercial establishments.
I do not think that the residents of Newport Beach want a high speed highway through the
area. What is needed is an easy in, easy out for residents and tourists, not just high speed pass -
though traffic. Like Laguna Beach, Corona Del Mar and Belmont Shores, Mariner's Mile is
better served by a community roadway and not a high speed highway.

RE: MARINERS MILE MASTER PLAN OF ARTERIAL HIGHWAYS
Dear Councilman Petros:
I am a property owner of the property located at 3300 West Coast Pacific Coast Highway in
Newport Beach, located within the Mariners Mile District.
As you know, Mariners Mile is a stretch of Newport Beach which has tremendous potential but
for too many years has not lived up to what it should be for the community and the City of
Newport Beach. When a property owner wishes to renovate or redevelop their property, they are
faced with so many hurdles that many times the result is just what you see along the Mariners
Mile - older unrenovated buildings. When you consider the impacts of the Coastal Commission,
Planning & Building requirements, concerned neighbors from Newport Heights, Cal - Trans, and
other hurdles to development, it's amazing anything gets done.
One of the main concerns I have as a property owner in the Mariners Mile district is that of the
Cal -Trans Master Plan which calls for a six -lane arterial highway running through this part of
town. Not only is this concept unsafe for ingress and egress to the properties along Coast
Highway, but also the increased speed would have a horrible impact on the success of businesses
along this route. Equally detrimental to the development of sites along the street is the
.regaircincn that new projccts have a builuing setback -to aiseosxuucuaLc this Mute higl way
expansion. For all of these reasons and more, I would like to request that the City Council use its
influence with Cal -Trans and the Orange County Transportation Authority to change the status of
West Coast Highway in this area of Mariners Mile from its current plan of a six -lane arterial to
what it currently is today.
This would be a step in the right direction in reducing the many roadblocks which currently exist
for the property owners who wish to make the Mariners Mile a healthy and viable destination
within Newport Beach.

I am one of the members of the Mariner's Mile Business Owners Association and it
was a pleasure to meet you, as our new councilman for our area.
I have lived in your district(204 Tustin Ave) for 30+ years and we own a
commercial building next door, in Rush Hill's district(124 Tustin Ave) that you are
helping to oversee in this matter.
I agree with Ned tLlcCune, that the City Council should use its influence with
Caltrans and the Orange County Transportation Authority to change the status of
YYest Coast Highway, between the Arches Bridge and the Back Bay Bridge, from a
six -lane highway, to what exists today. I also think it is important to have
landscaped medians like Superior Ave and Coast Highway in Corona del Mar, to
make our end of town safer and more appealing.
The threat of Cal Trans widening the highway, has stymied the property owners
from redeveloping the area into something that we would all enjoy, instead of just
passing through. No landowner wants that potential elimination of valuable land
and I anz sure that has inhibited sales and groiilth, for that area of Coast Highway.
the lots are not deep, like in other places and taking away even more of their
depth would make the lots ineffective for commercial use.
This issue has held lack this area from reaching its potential for a long tinge and I
feet the is a very Important for City Council to yvork with Cal Trans to come zip
with a solution that is good for our city.

like Laguna Beach, Corona del Mar and Belmont Shores, is best served by a community
roadway, not an expanded highway that would result in a "freeway" through an important part of
OUT Community.

elements of its land use provisions, while fostering development within the Mariner's Mile
corridor. Now is the time to encourage local landowners to utilize their property to their greatest
potential and to the direct benefit of Newport Beach.
