Proposed preferential parking zone: All residential streets between 7th Street and
Adams Street, except for on- street metered stalls on Balboa Boulevard. See the map on
the back of the enclosed letter.
Eligibility: All residences located within the proposed Residential Parking Permit
Program ( "RPPP ") would be eligible to purchase permits.
Parking Availability: A permit holder would not be given a specific parking space but
would be allowed to park anywhere in the preferential parking zone during the posted
hours when parking is available.
Hours: No parking on streets between 4:00PM — 9:00AM, 7 days per week, excluding
federal holidays, without a valid permit. Parking on the streets within the preferential
parking zone would be restricted to valid permit holders.
Number of permits: Four (4) permits per household maximum with the possibility to
purchase a number of daily guest permits. The number of daily guest permits per
residence has not been determined.
Permit Type: Permits would be issued annually and would likely hang from the
rearview mirror.
Permit Cost: 1 st Permit:
$20 per year

$60 per year
4th Permit:
$100 per year

City Council and Coastal Commission: Implementation of a RPPP would require the
review and approval by the City Council and California Coastal Commission.
Changes: The RPPP outlined in this survey, if adopted, is subject to change, pending
City Council and California Coastal Commission approval.

I am a permit holder of a mooring in the 'C' section of the harbor. C -61. As the
city moves forward with the new 'Residential Parking Permit Program' I find that the
boat owner's in the 'C' section will be adversely impacted. I, like many of the boat
owner's, have been in the harbor for over twenty years. I would venture to say that is
longer than a good portion of the home Owner's who will be allowed to have parking
permits in the RPPP.
Last year the fee (tax) for the use of the moorings was substantially increased.
What are we paying for if not for the privilege of being part of the community. As part of
that community we should be allowed to join in RPPP. The boat owners in section 'C'
are part of the culture in the harbor not part of the spillover from the commercial district
as described on the first page of the 'BALBOA VILLAGE PARKING MANAGEMENT
PLAN / FINAL REPORT' second paragraph. We are not Large employers, University,
colleges, neighborhood schools, hospitals, etc. When we have our children and our
grandchildren with us to spend money at the retail, tourist, or other recreational
destinations we go by boat.
The actual number of boats that are used regularly in this section is small.
Consequently the number of parking permits requested by the boat owners will be small.
Verification of a boat owner is obvious. I assume as discussed at the December meeting
that a survey will be sent to the boat owners in the 'C" section to see how many permits
would be involved. Also as mentioned at the December meeting the easy solution to the
distribution of the survey would be to have it sent with our annual fee payment.

We have just received the Balboa Overnight Residential Parking Permit Program Proposal and, we have to
ask ... why? Who benefits?
Why does the City of Newport Beach need to discriminate against a small group of homeowners by forcing
them to buy parking permits?
Why would most areas of the city still be able to park free?
Why now, when there just happens to be a new city hall to pay for?
Or, is it possible that the city just want residents to have an easier time parking overnight?
If it's any of the first three questions, we already pay heavy taxes to live in this area which includes street
parking when we need it, just like any other neighborhood in Newport Beach. To our knowledge, no other
neighborhood in Newport Beach is required to pay for parking. However, most other neighborhoods in
Newport Beach do not have the additional expenses that we do. Those of us who live in this district are already
dealing with the costs associated with thousands of visitors descending on our neighborhood most of the year.
When we have to seek extra medical care because we are flattened by a biker who can't read a "no bikes" sign,
replace stolen items from our yards, repair damage to our buildings, remove dead fish from our carports and
filthy diapers from our gutters, repair our cars which are nicked, scratched and vandalized, and try to sleep
through raucous partygoers at all hours of the night, we do not need the City to charge us an outrageous $200
for parking rights that the rest of the city has for free.
It's hard enough to plan family gatherings and juggle parking when you live in an area that attracts so many
visitors. But to complicate that situation for residents by not allowing parking on the streets after 4:OOpm in the
evening without a permit discriminates not only against residents, but also their families and friends who, rather
than fight the parking situation, will just decide to stay home.
Knowing the propensity for the government once they get their hand in your pocket to continue to rifle through
it year after year with ever bigger fists, it's entirely possible that this $200 per year will morph into hundreds of
dollars more as time goes on.
Now, if the city is trying to make it easier for residents to park, and paid parking permits will be required in this
one neighborhood on the Balboa Peninsula, they should also be required in all other neighborhoods in Newport
Beach ..... on the rest of the Balboa Peninsula, Corona del Mar, Balboa Island, Little Island, Lido Island,
Newport Island, Newport Shores and Newport Coast. The permit should have a maximum token dollar amount
yearly — perhaps $20 for up to five permits, not $200!! !! — and that amount should be limited to that specific
amount for a designated period of time, say 10 years. Only a token percentage increase —say 1/2 of 1% --
should be allowed every ten years.
Any person who hates discrimination of any kind should vigorously object to the City of Newport Beach and
the Coastal Commission about this program as the proposal stands

Re: The Proposed Residential Permit Parking District
My name is Howard Hall. I am a longtime Balboa resident and property owner. I
have come here again tonight to ask that the proposed residential parking permit
district not be passed with the current stated boundaries. They were never part
of the original proposal and should not be part of the final proposal.
Extending the parking district ten blocks beyond Adams Street is a completely
arbitrary decision. It makes no more sense to have the ending boundary at 7th
Street, then it would to go to 10th or even 15th Street. Overnight residential
parking this far from the downtown area is NOT affected by visitors going to bars,
restaurants or the Nautical Museum. If anyone has ever come to take a look at
the cars parked on Balboa Blvd. where we live, for example, they would clearly
see that night after night the same vehicles, belonging to residents are in place.
We do not need a residential parking permit system that extends beyond Medina
Way, where residents most certainly are affected by visitor parking. We do not
want an overly large residential parking permit system that extends to 7th Street.
The Central Newport Beach Community Association has not favored such a
parking permit system either.
A number of my neighbors have also contacted council and committee members
in the past expressing a similar viewpoint. We ask that you please listen to your
constituents and amend the proposed boundaries to the residential parking
permit district.
