Roberts Incorporated. 1. Approve the project drawings and specifications. 2. Award Contract No. 4603 to T. E. Roberts Inc., for the total bid price of $4,402,750.00 and authorize the Mayor and City Clerk to execute the contract. 3. Establish a contingency of $440,275.00 (10 percent) to cover the cost of unforeseen work not included in the original contract. 4. Approve Budget Amendment No. 13BA- n2a appropriating $973,451.00 from the Water Enterprise Capital Improvement Fund (510) to the CdM Transmission Main CIP Account No. 7511- C6002008. FUNDING REQUIREMENTS: Upon approval of the proposed Budget Amendment, there will be sufficient funding for the award of this contract. Support Services Pipeline /Pavement Testing Printing & Incidentals Award of Contract No. 4603 January 22, 2013 Page 2 Total: Amount $ 4,402,750.00 $ 440,275.00 $ 56,000.00 $ 200,000.00 $ 10,000.00 $ 5,199,025.00 The City's 1998 Water Master Plan identified the need for a new water transmission main from the Big Canyon Reservoir to the CdM area to improve supply pressures, increase fire supply flows, as well as provide pipeline redundancy to improve operation and service reliability. The City completed a preliminary design alignment analysis report in January 2001 for the CdM Water Transmission Main. The report recommended an alignment using the street rights -of -way of Pacific View Drive, San Miguel and MacArthur Boulevard for this new transmission main. In 2007, the City completed an update to the Water Master plan which reconfirmed the need for this water transmission main. In addition, other transmission and distribution main improvements were identified in the CdM area including the need for a new 24 -inch transmission main from East Coast Highway to Bayside Drive on Carnation Avenue to replace an older deteriorated water main in Goldenrod Avenue. This CdM Water Transmission Main project will construct a new 30 -inch water main from the existing 30 -inch main in Pacific View Drive, down the recommended alignment to the existing 30 -inch main at the intersection of East Coast Highway and MacArthur Boulevard. The project will also construct a new 24 -inch transmission main on Carnation Avenue between East Coast Highway and Bayside Drive. In addition to the new pipeline work, the project also includes relocating the City's current pressure regulator structure that joins with the Metropolitan Water District's CM- 1 system connection, currently located in East Coast Highway at Fernleaf Avenue to a new location that is out of the Coast Highway right -of -way and onto Dahlia Avenue. At 10:00 A.M. on January 10, 2013, the City Clerk opened and read the following bids for this project: BIDDER Low T.E. The low bidder, T. E. Roberts Inc., possesses a California State Contractors License Classification "A" as required by the project specifications. A check of the contractor's references indicates satisfactory completion of similar projects for other public agencies. The work necessary to complete this contract consists of installing various sizes of cement mortar lined and tape wrapped (CML &TW) steel pipe, cathodic protection, in- line isolation valves, pavement restoration, traffic control and appurtenant work as required by the Contract Documents. Other work includes relocating the City's MWD regulator structure currently located in East Coast Highway to a new location in Dahlia Avenue, east of East Coast Highway. This work involves, but is not limited to, demolition of the existing vault and appurtenances, construction of a new precast vault, piping, isolation valves, check valves, flow control valves and flow meters, vent piping and all other appurtenant work as required by the Contract Documents. Pursuant to the Contract Specifications the Contractor will have 350 consecutive working days to complete the work. General project phasing has been developed to minimize impacts to the community. For example, work on Pacific View Drive and San Miguel Road will be completed in the summer months to avoid impacts with school traffic in the area. Work on East Coast Highway will take place in the opposite season to avoid impacts with the summer peak traffic. In addition, working hours have been established to minimize impacts to commuter traffic. Construction will not start for several months as the pipeline material must be manufactured specifically for this project. This will allow time to develop the least impactful sequencing of the project. A schedule will be prepared with the contractor following award which can be adjusted from time to time to address any concerns from businesses and residents in the project area. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this project exempt from the California Environmental Quality Act ( "CEOX) pursuant to Section 15303 class 3 (d) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. Page 3 of 5 Corona del Mar Water Transmission Main Pipeline Improvements - Award of Contract No, 4603 January 22, 2013 Page 4 NOTICING: The Notice Inviting Bids for this project was advertised in the City's official publication and in construction industry publications. Staff has outreached to businesses that may be impacted by the project and intends to coordinate activities with the CDM Business Improvement District. Staff will also be scheduling briefings with the CDM Residents Association starting in February 2013. Thirty days prior to starting construction, a City prepared notice will be distributed by the contractor to businesses within the project limits advising them of the pending work. Additionally, a second notice will be distributed to businesses seven days before work is started adjacent to their property. The project plans include detailed traffic handling plans for each stage of construction. The traffic handling plans are intended to create a safe work area as well as notify drivers in advance of the construction zone. The contractor will be required to provide changeable message signs one week prior to construction and during construction notifying drivers to expect delays while the project is under construction.
