TITLE: APPOINTMENTS TO THE LAND USE ELEMENT AMENDMENT
ADVISORY COMMITTEE
ABSTRACT:
At the May 28, 2013 City Council meeting, the City Council adopted Resolution No. 2013-
45, which established the Land Use Element Amendment Advisory Committee. The City
Clerk advertised for the vacancies and accepted applications from interested citizens,
pursuant to City Council Policy A -2, Board, Commission, and Committee Appointments.
RECOMMENDATIONS:
a) Confirm the Mayor's appointments of Council Member Ed Selich (Chair), Council
Member Nancy Gardner, Planning Commissioner Larry Tucker, and Planning
Commissioner Kory Kramer to serve on the Land Use Element Amendment
Advisory Committee.
b) Consider the applications for the five at -large community member positions received
in the City Clerk's Office by the June 12, 2013 deadline.
C) Make at -large community member appointments via paper ballot pursuant to City
Council Policy A -2 (Board, Commission, and Committee Appointments).
FUNDING REQUIREMENTS:
There is no fiscal impact related to this item.

DISCUSSION:
At the Regular Meeting of May 28, 2013, the City Council formed the Land Use Element
Amendment Advisory Committee ( "Committee ") which is comprised of two Council
Members, two Planning Commissioners, and five at -large members of the community.
The main purpose of the Committee is to formulate and review potential amendments to
the General Plan Land Use Element; act as a forum for the public to become informed
of potential amendments and to provide input; and analyze and consider stakeholder
input regarding specific areas of the City to determine the need for amendments. The
Committee is scheduled to sunset on December 31, 2013.
The Notice of Vacancies was posted in the City Clerk's Office and at the Central Library
on May 29, 2013, and advertised in the Daily Pilot on Saturday, June 1, 2013. The
deadline to submit an application was Wednesday, June 12, 2013.

Pursuant to City Council Policy A -2, appointments to the Committee will take place in the
following manner:
A. The City Council will vote on all appointments simultaneously. The voting will be
by paper ballot and the City Clerk will tabulate and announce the results,
including the vote tally.
B. Each member of the City Council will cast no more than five votes on the paper
ballot. In order to be appointed, an applicant must receive at least four votes.

ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or
indirectly.
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).

I have lived in Newport Beach since 1975. For a couple of years I worked at Ford Aeronutronics in Newport Beach (now the site for One
Ford Road). I was also one of the first to purchase in Newport Coast in 1992. I sold that property and moved back to my home in West
Newport.
I particularly enjoy walking and bicycling along the beach and the bay. Newport Beach is very unique and one of the best places to live in
the world.
I attend the City Council meetings regularly. At the May 28, 2013 meeting I heard that you are forming a Coastal Land Use Advisory
Committee with S citizens. I'm very familiar with Newport Beach. I believe my background in Engineering and Project Management
would be a great asset in helping to shape Newport Beach for the city's next century.

It would appear to me that the Land Use Element Advisory Committee needs to be able to perform its functions efficiently within the
relatively tight time frame allocated to it. In order to do that, it should have members that are familiar with the General Plan process, and
with the specifics of the Newport Beach General Plan. I believe I qualify in this regard.
In addition, if the resulting General Plan Amendment is to be put on the ballot, it would be very useful to have Advisory Committee
members who are well regarded in the Community for their thoughtful consideration and independent judgement on Land Use issues
facing the City. I believe that I qualify in this regard, as well; and I would use my best due diligence to represent the City as a whole in this
effort.

I have been a Newport Beach resident for over 20 years and have I've worked in commercial real estate in various capacities, including
acquisitions, management, and development. My schedule is more flexible than in the past and joining this committee is an opportunity
for me to make an important civic contribution.
Clearly the General Plan Land Use Element will have a very significant impact on the future of the city and I would be grateful to be able
to work with city officials, residents, and local businesses to help evaluate any potential plan amendments. I am a strong proponent of
preserving the city's character, and where possible, enhancing it with land uses that meet the evolving changes in real estate and the
community. I see it being very important to accomplish this without unnecessary congestion, and doing it with as much community
consensus as possible.
If the goal of the city is to enlist fair community perspective for the Land Use Element Amendment Advisory Committee, then I feel I am

Serving on the Land Use Element Amendment Advisory Committee would give me the ability to be involved in making informed
decisions when it comes to updating our general plan. These measures will play a vital role in continuing to preserve and grow our city
forfuture generations. The City of Newport Beach would not be where it is today if it was not for concerned citizens who tookthe time
to get engaged and make informed decisions when it comes to our general plan. Continuing to review the land use element is a vital
part of what makes Newport successful. The analysis and review this committee will be making requires someone with a lot of
experience in planning and working well with others to accomplish a common goal. This committee will have a short window to get
things accomplished, much like I did with our Measure EE committee in 2012. Having common sense and the ability to digest
information quickly will allow me to be successful on a committee of this nature. I find it very important to maintain our quality of life
here in Newport Beach and the general plan is the document that makes sure we acheive that. I would enjoy the opportunity to be
