TITLE: City Council Priorities for 2013
ABSTRACT:
At a special meeting on Saturday, January 12th, the Council, city staff, and public met to
discuss priority efforts and projects for 2013. Staff promised to bring the comments
back in February 2013 within a chart (Attachment A) showing what staff believes can be
addressed in 2013, which departments will work on the projects /efforts, and where
funding has been identified or needs to be identified.
RECOMMENDATION:
Receive and file the finalized listing of City Council priorities for 2013.
BRIEF DISCUSSION /LEGEND:
In Attachment A, please note the columns on the far right, where items have either been
classified as green (meaning "in the workplan this year "), yellow ( "additional Council
direction or budgeted resources is /are sought to determine if this should be in or out of
the workplan"), or red ( "not in the workplan and probably not achievable this year, but
could be in later years ").
In most cases, any item that was yellow on the day of the Goal Setting session has
been moved to either green or red based on discussion from the Goal Setting session.
Formerly yellow items are shown in the middle column as "Y -> G' (moved from Yellow
to Green) or "Y -> R" (moved from Yellow to Red).

FUNDING REQUIREMENTS:
Fiscal impacts and funding are discussed generally on Attachment A with each priority
project/effort.
ENVIRONMENTAL REVIEW:
The consideration of this item is not subject to the California Environmental Quality Act
( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or
reasonably foreseeable indirect physical change in the environment) and 15060(c)(3)
(the activity is not a project as defined in Section 15378) of the CEQA Guidelines,
California Code of Regulations, Title 14, Chapter 3, because it has no potential for
resulting in physical change to the environment, directly or indirectly. Aspects of the
projects discussed or prioritized may require additional environmental review at such
time as the Council considers projects not already approved.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
