The Councilmembers raised valid project issues, and provided the Applicant and City Staff with clear and specific items to be addressed and brought back to the Council for further discussion. We have found these comments and directions to be extremely beneficial in working with City Staff over the past several weeks, and hope the Council will be receptive to our combined efforts. In the revision of the Site Plan drawings (attached for your review), the Applicant has responded to specific items raised by the Counciimembers, including: J, Setbacks - Councilmember Gardner's questions regarding setback are addressed on Sheet A -2, showing the setback from the faux Eucalyptus to be over 23' to the street right -of -way, while the setback from the equipment enclosure to the street right -of -way is over 26'. a Landscape Plans - Councilmember Hill's request for full landscape drawings has been addressed by the inclusion of Irrigation and Planting Plans (L -1, L -2 & L -3). The Applicant has prepared two (2) different Planting Plans indicating different live trees. Both of these landscape plans are attached for your review. Plan #1 - Pursuant to our understanding of the Council's direction on February 12`h, the project's landscape architect prepared the landscape plan showing 3 live Eucalyptus trees similar to the existing Eucalyptus trees on the Church property to provide additional screening of the faux Eucalyptus from public views along Irvine Avenue. Also, this landscape plan shows additional shrubbery and vines planted around the equipment enclosure and the base of the faux Eucalyptus. The size of the live Eucalyptus trees are indicated at 1)Planting, 2) 5 -Years Growth and 3) Mature Growth (20 years). Plan #2 - Following the submittal of Plan #1, City Staff expressed concerns with the safety of the proposed live Eucalyptus trees, and made recommendations for different screening trees, based on input from the City's Urban Forester. The project landscape architect changed the proposed live tree to "Water Gums ". Staff subsequently requested the further addition of shorter live pine trees to further screen the trunk of the faux Eucalyptus. All other shrubbery and vine plantings remain the same as in Plan #1. • Maintenance Information - Councilmember Henn raised the issue of long -term maintenance of the project. As requested, a copy of the faux Eucalyptus manufacturer's warranty has been provided to City Staff. Additionally, City Staff and the Applicant prepared a Maintenance Program for the proposed project, addressing multiple potential maintenance, repair and replacement concerns. • Public View Impacts - Revised Photo Simulations from 2 public view points along Irvine Avenue have been prepared demonstrating the project's appearance with the proposed new landscaping at 3 stages of growth, 1) Newly Planted, 2) at 5 -Years Growth, and 3) at 20 -Year Mature Growth. Due to the fact that 2 different landscape plans have been prepared, 2 different Photo Simulations sets have also been prepared. Both sets of Photo Simulation exhibits are attached for review. As the Applicant has made substantial revisions to the drawings, plan and exhibits over the past 2 weeks at the request of City Staff, we wished the Council to have both the initial responses and the revised responses to the Council comments. We feel that seeing just the final exhibits presented in the Staff Report will not provide the Council with the full extent of the efforts made by the Applicant and City Staff. Additionally, we believe that the City Council may prefer the original landscape design over the City Staff plan, or perhaps some elements of both plans. To assist in any discussion the City Councilmembers may wish to have, the project landscape architect will also be in attendance. At the scheduled Council hearing on March 26`h, we are hoping that the Councilmembers will review that City Staff report and all work products which the Council requested, and approve the Telecommunication Permit.
