II. CURRENT BUSINESS
1. CLARIFICATION OF ITEMS ON THE CONSENT CALENDAR (3:30 P.M.)
2. BID ADMINISTRATION UPDATE — 30 minutes (3:35 P.M.)
City staff has been working with members of four of the community's five Business
Improvement Districts (BIDs) to discuss ways to streamline the way that the City
interacts with BIDs. Issues like coordinated marketing with Newport Beach and
Co., contract approval, bookkeeping, different legislative acts that form the BIDs,
and having two of the BIDs become merchants associations have come up. The
staff will update the City Council on this issue and seek the Council's guidance to
go forward.
3. CIP "LOOK- AHEAD" — 30 minutes (4:05 P.M.)
A preview from the Public Works staff as to Fiscal Year 2013 -14 Capital
Improvement Projects. This gives the community and Council an "early look" at
what is under consideration so as to better guide staff in preparing the draft CIP.
4. REVIEW SOUTHERN CALIFORNIA EDISON (SCE) RULE 20A PROGRAM AND
PROJECT PRIORITY -30 minutes (4:35 P.M.)
Public Works staff will discuss potential "Rule 20X projects in Newport Beach.
These are utility undergrounding projects that are along major arterial streets
instead of the privately- driven undergrounding associated with resident -led Utility
Undergrounding Districts.
The City provides a yellow sign -in card to assist in the preparation of the minutes. The completion of the card
is not required in order to address the Council. The City Council of Newport Beach welcomes and encourages
community participation. Public comments are generally limited to three (3) minutes per person to allow
everyone to speak. Written comments are encouraged as well.
Any writings or documents provided to a majority of the City Council regarding any item on this agenda will
be made available for public inspection in the Office of the City Clerk located at 3300 Newport Boulevard
during normal business hours. In addition, such writings and documents will be posted on the City's website
at www.newuortbeachca.aov.
This meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the
agenda be posted at least 72 hours in advance of each meeting and that the public be allowed to comment on
agenda items before the City Council and items not on the agenda but are within the subject matter
jurisdiction of the City Council. The City Council may limit public comments to a reasonable amount of time,
generally three (3) minutes per person.
The City of Newport Beach's goal is to comply with the Americans with Disabilities Act (ADA) in all respects.

5. "myNB" MOBILE APPLICATION ( "APP ") — 15 minutes (5:05 P.M.)
There's an app for that. As introduced by Mayor Curry at the State of the City
Address in February, the City has a "mobile app" (a downloadable application for a
smart phone or tablet) that allows residents and visitors tell us about a
maintenance need or service issue, keep up to date on City news, and more. This
item will be a brief presentation about how to access the app (Spoiler Alert! App
Store!) and how the app works.
III. PUBLIC COMMENTS
Public comments are invited on Study Session and Regular Meeting agenda items, Closed Session items,
and non - agenda items generally considered to be within the subject matter jurisdiction of the City Council.
Speakers must limit comments to three (3) minutes. Before speaking, please state your name for the
record.
